APPROVAL OF MINUTES -Meeting of August 28, 1996 MSUC (Williams/Alexander) to approve the minutes of the August 28, 1996.meeting as mailed. II. CONTINUED MATTERS A. Library Sales Tax Initiative Director Palmer gave a brief report on the sales tax initiative. Maureen Rober reported on the planning meeting she had attended. The Friends of the Library will hold a Proposition A strategy meeting on September 28th. IlL NEW BUSINESS A. California State Library Literacy Program Transition Grant Director Palmer reported that federal Title VI funding,for the Literacy Team will soon end. The Literacy Team has applied for a transition grant to help it supply services until funding is approved for the new LSTA grant. These funds will continue the Literacy Team's dyslexia program. .MSUC (Williams/Alexander) to ratify the Literacy Team's application for these funds. Library Board of Trustees -2 - September 25, 1996 B. Library Department Goals for FY 1997-78 The Library develops its budget around its goals and objectives. Trustees were asked to provide input on any changes they might make to the present Library goals and objectives. MSUC (Alexander/Donovan) that the Board support the goals presented as the 1997-98 goals for the Library system. The Librarywill begin looking at a new long-range plan beginning in January. IV. LIBRARY DIRECTOR'S REPORT A. YMCA Director Palmer reported that there is a strong possibility that the YMCA will not utilize the library site at Paseo del Rey. B. Monthly Reports These were included in the Trustee's packets. C. Parking Permits The Trustees were reminded that they needed a blue parking permit on their vehicles. D. Internet Director Palmer reported on yet another technological hurdle in the library's efforts to get on the Internet. Staff is looking at January for public Internet access at the library. E. Legislative Update The Legislature has adjourned. F. Other The Arturo Barrious race will be held on October 19 and 20. The Library is one of the beneficiaries of this race and has been able to purchase over 3,100 young adult books with these funds. Library Board of Trustees - 3 - September 25, 1996 The Friends of the Library are co-sponsoring a "Meet the Author's " Party on October 5th. Over 75 local authors will be on hand to talk to attendees and to sell their books, 15% of the proceeds will go to the Friends of the Library. Friends funds have paid for the summer reading program and have also reupholstered much of the furniture at the Civic Center Library. There is a movement to create a workforce development center at Rohr Headquarters. This effort is spearheaded by a number of local agencies including BECCA, Southwestern College, MARC, and the Literacy Team, Monies to renovate the facility must be found. Should this program get off the ground, it is scheduled to open in the Spring. There's been an offer of a grant through the California Wellness Foundation, ten grants of$500,000 each ($100,000 per year for five years) to fund the ten community computer centers to assist low income individuals in career development. Library staff is working with the high school district and Telecenter with the Library acting as a resource. V. COMMUNICATIONS A. Friends -Director Palmer reported that the Friends of the Museum have just taken their book, Historic Houses of Chula Vista, to the printer. They have been assisted by a grant from San Diego County. It is expected to be completed in a few months. B. Public Comments -Mr. Coye made a few suggestions on publicizing Proposition A. He also welcomed the Mayor to the meeting. C. Written Comments -None D. Board Comments Trustee Donovan thanked the Trustees for the farewell party, but not to miss her _ yet. She has agreed to serve on the Board until a replacement has been found. Trustee Alexander presented Trustee Donovan with a prototype South Chula Vista bookmark and postcard he designed as a going away gift for her. Library Board of Trustees - 4 - September 25, 1996 Vice Chair Williams reported that he is still working on getting a student representative for the Board. VI. ADJOURNMENT- The meeting adjourned at 4:33 pm. The next Library Board of Trustees meeting will be held on October 23, 1996 at 3:30 pm at the Civic Center Library.
