LIBRARY BOARD OF TRUSTEES
DECEMBER 7, 1994 LIBRARY CONFERENCE ROOM 3 :30 PM

I. APPROVAL OF MINUTES - Meeting of October 26, 1994
MSUC (Viesca/Clover-Byram) to approve the minutes of the
October 26, 1994 meeting as mailed.
Toni Presley and Barbara McAllister presented the Library Board
with two American flags.. on behalf of the Chula Vista Republican
Women Federation. These flags will be on display at the Civic
Center and South Chula Vista Libraries.
II. CONTINUED MATTERS
A. South Chula Vista Library
1. Construction
Director Palmer reported that construction is
95% .complete. The Certificate of Substantial
Compliance will be awarded sometime within the
next two weeks. The total aggregate of change
order work funded with Library Construction
Funds is now $248, 150.46, or 4 . 15% of the bid
award. Landscaping is being finalized and low
voltage systems are yet to be installed. The
final change orders will be taken to the City
Council at their January loth meeting.
2 . Work of Art
Vice Chair Clover-Byram reviewed the progress
the Mural Committee had made and displayed the
concept boards of the four chosen finalists.
Architect Ricardo Legorreta will make the
final selection pending the approval of the ,:
City Council.

Director Palmer thanked the Mural Committee
for their work and also Principal Librarian
McMartin for coordinating the process.
3 . Furniture and Equipment
General furniture and shelving is scheduled to
be installed beginning December 15th and
should be completed by January 1st.
The Scania shelving .with integrated lighting
that had been selected for the Children's and
Browsing areas could not be ordered because it
had not yet received UL approval. Staff has
been able to negotiate with the low bidders
for adult shelving and lighting to replace the
Scania shelving for these areas.
Because the new shelving and lighting will
cost $53 , 000 more than the original contract
for Scania shelving, this item will be taken
to Council for approval on December 13th.
4 . Grand Opening
The Literacy Team is scheduled - to move into --�
the new library in early January and will open
their doors by mid-January. Depending upon
when the lighting can be installed, the rest
of the library will open sometime between late
February and mid April.
Staff selection is proceeding, but new staff
will not be brought on- board until an opening
date has been set.
The Castle Park and Woodlawn Park branch
libraries will remain open through January.
The National Civilian Community Corps will
delay moving books into the new library until
February 6th.
The Woodlawn Park Community Center has not
indicated that they wish to continue to
operate the library after South Chula Vista
opens.
5 . Opening Day Book Collection
Of the planned 15, 000 book opening day
collection, 11, 000 books have been selected, `

8, 000 have been ordered and 5, 000 have been
received.
ACTION B. Title VI Literacy Grants
MSUC (Clover-Byram/Viesca) to endorse the
applications for Title VI Literacy grants.
ACTION C. Coffee Cart Service
Trustees reviewed 'a report by Principal Management
Assistant Stokes regarding an espresso or vending
cart at the library and City Hall. Location fees
from this type of enterprise run approximately ten
percent. Trustees questioned where revenues from
service at the library would go. .
MSUC (Vies ca/Clover-Byram) the Trustees support the
food concession, coffee cart services, to include
the Civic Center Library, the South Chula Vista
Library and City Hall with the proceeds going to
the Library.
III. NEW BUSINESS
A. Presentation of two United States flags
B. FY 1995-96 Library Budget
Director Palmer briefly reported' on the budget
proceedings so far. The Library's proposed budget
for next fiscal year, which includes a full year's-
operation for South Chula Vista, is approximately
4. 1 million dollars. The City will allow
supplemental budget applications provided no
general funds are used. The Library plans to
submit four supplemental budget proposals:
1. To establish a Librarian III position
2 . Adding Sunday hours at EastLake
3 . Data lines for liking the - Civic Center and
South Chula Vista Libraries
4. A salary study of the Circulation Supervisor
position.
Staff has also been asked to develop a 10% cut
list. Director Palmer put this into perspective
by . saying a 10% cut of the Library budget would
eliminate the entire circulating book budget and
still require over $200, 000 more in cuts. This is
a particularly difficult task since the library's "

budget consists of approximately 75% personnel, 12
materials and 13% utility and operational costs.
In addition, staff has been asked, to develop ideas
for increasing. City revenues.
Since the budget is due January 20th, and the next
regularly schedule Board meeting is January 26th,
the Trustees scheduled a special budget workshop on
Tuesday, December 13th at 3: 30 pm.

IV. LIBRARY -DIRECTOR'S REPORT
A. Current Staff Openings
Several positions are in the process of being
interviewed and hired. A name has been forwarded
to the City Manager's office for the Bilingual
Senior Librarian's position.
B. Legislative Update
Nothing to Report
C. CLA Report
Director Palmer reported on a committee entitled
"Reinventing Public Libraries" . This consists of a
group of individuals appointed by the League of
Cities, CSAC, CIA and CALTAC. The task of this
committee is to look at the definition of public
library services in the State of California,
recommend standards and suggest funding sources.
The Committee is expected to issue a report in
January for. review by their respective
organizations. These findings are expected to go
back to the four organizations for adoption in
April.
Also, the Public Library Section -of CLA recently
conducted a survey of California residents to
determine their support for public libraries and
additional revenue for public libraries. A large
majority of California residents support public
libraries and the concept of paying more for public .
libraries. CLA has determined there needs to be

more work done in conjunction with the Committee to
Reinvent Public Libraries.
D. City Council Tour
The City Council is scheduled to tour the South
Chula Vista Library on December 17th. Trustees
were invited to attend.
E. Friends of the Chula Vista Library
Director Palmer reported that the Friends of the
Library have approved the creation of an umbrella
organization so that the Civic Center, South Chula
Vista, and EastLake libraries can establish
individual Friends chapters.
He expressed his gratitude for the Friends'
continued support of the Library.
F. Closing dates for Castle Park and Woodlawn Park
Libraries
Discussed earlier.
V. COMMUNICATIONS
A. Friends
Mrs. Roche reported that the Friends approved the-
By-Laws creating an umbrella group that will allow
chapters to be set up.
Mrs. Roche also reported that mural finalist
Michael Schnor was her student in Hilltop
Elementary School.
B. Public Comments
Mr. Coye wished everyone a Merry Christmas.
C. Written Comments - B/C/C Workshop January 26, 1995
D. Board Comments
Vice Chair Clover-Byram reported that working on
the Mural Committee had been an interesting
experience. She congratulated Nora McMartin in
following the proper protocol and allowing public
participation at all phases of the selection so
that the final product would not be challenged.

She also suggested Marty Nobel be commissioned to
do a smaller rendering of her proposal in the Civic
Center Library.
Trustee Alexander wished everyone peace in the new
year.
Trustee Williams wished everyone a happy holiday.
Trustee Viesca reported dismay in the delay of
opening the South Chula Vista Library.
Chair Donovan thanked Director Palmer, Library
staff, and the Library Board for a great year.
Director Palmer reported that he has been
approached by a representative of Pacific Bell
asking that the Library make a proposal, to be
funded through the Pacific Telesis Foundation, that
would tie into the South Chula Vista Library.
Staff will present a proposal to Pac Bell to fund
the purchase of a number of MacIntosh computers to
establish a children's computer lab with a full
series of software programs that would tie back to
the schools.
VI . ADJOURNMENT - The meeting was adjourned at 4 :55 pm. The
Trustees will hold a special budget workshop on December 13,
1994 at 3 : 30 pm. The next regular Library Board of Trustees
meeting will be held on January 25, 1995
