APPROVAL OF MINUTES - Meeting of February 22, 1995 MSUC (Viesca/Alexander) to approve the minutes of the February 22, 1995, meeting after correcting Betty Roche's name under Others Present. II. CONTINUED MATTERS A. South Chula Vista Library 1. Acceptance of Building Director Palmer reported that the South Chula Vista Library is complete except for shelving end panels. The last general contractor change order and acceptance of the building will be scheduled for the - City Council's April 4th Agenda. Staff continues to negotiate with LPA on the color issue. 2 . Interim Service Interim service at the new facility has been extremely successful, with circulation exceeding that of the EastLake Library. 3. Dedication The dedication is scheduled for April 8th at 2 pm and will be kept to 30 minutes. -Speakers will include Mayor Horton; State Librarian, Dr. Kevin Starr; Architect, Ricardo Legorreta; Mr. Magee representing the Governor, Peggy Donovan, Library Board Chair; Harry LaBore, President of the Friends of the Library, David Solano, this year's Literacy Learner of the Year, and the young boy I i Library Board of Trustees - 2 - March 22, 1995 n who spoke so eloquently at the groundbreaking { representing one of the elementary schools. Entertainment will begin at noon and continue on the hour throughout the day. Performers will include JD and the Blues Busters, and Romero Folklorico, a local dance group. Mugs and sports bottles will be given to those individuals, who kept their key from the ground breaking. Traffic control officers will be on hand to direct traffic and show drivers where to park. Trustees discussed -potential parking problems and solutions. ' The Library will be open and staff will provide service while the dedication festivities are going on. Attendance at the dedication is estimated to be approximately 1, 000 people. The Friends of the Library have donated $7,500 toward the costs of the dedication and the preview party. 4. Friends Preview Party Over 2,300 invitations have been sent out for this fund raising event. Crown Point Caterers have i been retained for this event and a string quartet will play. Expected. attendance is from 200 to 400 guests. B. International Friendship Committee's Sister City Display Proposal Director Palmer asked Trustee Viesca for potential dates to meet on this issue. C. Name for South Chula Vista Gallery Vice Chair Clover-Byram asked for discussion on naming the gallery space at the South Chula Vista Library in honor of Rosemary Lane. She indicated her support for the idea. Trustee Viesca also conveyed his desire to see the gallery named after the former library director. Trustees expressed interest in naming another area' of the South Chula Vista Library in honor of Ex-Mayor Gayle McCandliss and will explore this matter at future meetings. Library Board of Trustees - 3 - March 22, '1995 MSUC (Viesca/Clover-Byram) that the gallery space at the South Chula Vista Library be named after Rosemary Lane. (4-0-1 with Chair Donovan absent) Director Palmer explained that he will forward this recommendation to the City Council. III. NEW BUSINESS A. Draft Report on Restructuring California Public Libraries - Joint Task Force Director Palmer summarized the recommendations listed in the report. 1. That public libraries in California find 'stable funding through constitutional change. 2 . That libraries continue to remain free. 3 . Continued support for inter-jurisdictional projects, statewide information networking and research sharing, collaborative services. Director Palmer explained that more libraries are moving toward charging for additional value-added services. Chula Vista will have to face this issue shortly when deciding whether to charge for use of some applications mounted on the computers at the South Chula Vista Library. Both Vice Chair Clover-Byram and Student Member Romo did not feel that a small fee would be a deterrent. . B. Pacific Telesis Grant The Friends of the Library have been awarded a $26,000 grant from Pacific Telesis and Pacific Bell ,for the development of a children's computer lab at the South Chula Vista Library. These funds will purchase three or four Apple computers and software that ties directly into the school curriculum. IV. LIBRARY DIRECTOR'S REPORT A. Legislative Update Legislative Day in Sacramento will be on May 2nd this year. The Serra System will host a Local Legislative Day on Friday, April 28th, at the Mira Mesa Library for individuals not able to attend the meeting in Sacramento. Director Palmer encouraged the Trustees to Library Board of Trustees - 4 - March 22, 1995 attend the local event and also to encourage representation by the City Council. Director Palmer reported that he had recently attended a Library Advocacy Now program sponsored by ALA/CLA. The bond issue for library construction is being reconsidered and might possible appear on the fall ballot. This could allow Chula Vista to apply for funds to build a facility at Rancho del Rey. B. Buy A Book Campaign. , The Friends of the Library donated $2, 000, to initiate the Buy-A-Book Campaign. Approximately 650 letters were mailed out to past library supporters, key members of the community, Library staff and City executive and mid-management. Thus far, 59 individuals have responded and receipts total $4, 192. Anyone donating $25 or more may have a book plate placed on the book purchased with their donation. Director Palmer reported that the Library .had recently received $50, 000 from the estate of a Brooklyn - dentist who retired locally. These funds will also be used to purchase books. V. COMMUNICATIONS A. Friends Betty Roche reported that the Friends of the Library also support naming the gallery space at South Chula Vista Library after Rosemary Lane. The Friends are considering commissioning artist Marty Noble to create an appropriate piece of art for the Children's Room in the Civic Center Library. The Friends are also considering replacing the banners in the Children's Room as they have become quite faded. B. Public Comments Mr. Coye suggested that the City contact Orange County libraries to see if any of their books could be obtained at a reasonable price. s 1 Library Board of Trustees - 5 - March 22, 1995 C. Written Comments An announcement for the League of California Cities Quarterly Dinner Meeting on April 20, 1995 was distributed. A letter from a Southwestern College Design Professor, was also distributed. Director Palmer explained that' second year design students will design the proposed library at Rancho del Rey as a class project. This is an educational exercise to provide students with the opportunity to work on a "real" project with "real" clients and in no way obligates the City. r D. Board Comments Trustee Alexander toured the South Chula Vista Library just before the meeting and was suitable impressed. He plans to attend the Preview Party on April 6th. Trustee Viesca said that he was looking forward to attending the dedication on April 8th. He also commended the Friends for their support. Student Member Romo asked for information about tutoring for the Literacy Team. Vice Chair Clover-Byram agreed that the new library is very exciting and will attend both the preview party and dedication. She also supported Trustee Viesca's idea to design a Chula Vista Library Pin. She suggested getting a local art student to design it. Director Palmer reported that twenty-one CD-Rom products will be available at almost all of the terminals in the South Chula Vista Library. By May or June the Civic Center and EastLake Libraries will. also have access to these resources. Internet access will , be available at all Chula Vista libraries by June. Councilman Rindone asked for a report on this. Work on the contract for the mural at South Chula Vista is almost complete. The artist will begin work in April and finish by August. VI. ADJOURNMENT - The meeting adjourned at 5: 03 pm. The next Library Board of Trustees meeting will be held on April 26, 1995.
