MINUTES
LIBRARY BOARD OF TRUSTEES
SOUTH CHULA VISTA LIBRARY
MAY 24, 1995 LIBRARY CONFERENCE ROOM 3:30 PM .

I. APPROVAL OF MINUTES -Meeting of April 26, 1995
MSUC (Clover-Byram/Viesca)to approve the minutes of the April 26, 1995
meeting as mailed.
f II. CONTINUED MATTERS
ACTION A. International Friendship Committee's Sister City Display Proposal
Trustee Viesca reported that he had met with representatives from the
City's International Friendship Committee and Library staff to develop the
draft proposal presented to the Trustees for their review. This draft
proposal outlined how materials to be donated to the Chula Vista Public
Library would be selected by a committee composed of Library Board,
International Friendship Committee and Library Staff members .
Books, videos and written materials would be cataloged and permanently
housed in the Library's Sister City Collection in the Local History Room.
Any artifacts or memorabilia given to the Library will be added to the
collections of the Chula Vista Heritage Museum. Because of limited
display space, artifacts will be rotated through the,display case at the
Museum. Remaining materials will be placed in storage.
A permanent exhibit related to Chula Vista's sister cities will be on display
in the pre-function lobby of the meeting room/Literacy wing of the South
Chula Vista Library in an effort to provide information on the
;' multicultural nature of our community and the world.

The cost of cataloging and storing these materials has yet to be
determined.
The International Friendship Committee has voted in approval of this proposal.
MSUC (Viesca/Alexander) The Library Board supports establishing a
sister city collection in conjunction with the International Friendship
Committee at the South Chula Vista Library. Committee members will
determined the rotation of the displays.
ACTION B. Name for South Chula Vista Library Gallery
MSUC (Clover-Byram/Viesca)that the Library Board of Trustees send a
letter to Council recommending the gallery space at the South Chula Vista
Library be named for Rosemary Lane.
This will go to Council on June 6, 1995.
C. Letters to volunteers and Volunteer Recognition
Trustees signed letters of appreciation to Library volunteers who had
completed 500, 1000, 1500, 2000, 3000, and 4000 hours of service to the
Library. These letters will be send to the volunteers after the Library's
volunteer recognition coffee at the South Chula Vista Library on June 8th.
Trustees were invited to this function.
Literacy volunteers will be recognized in September during National
Literacy Week.
NEW BUSINESS
LIBRARY DIRECTORS REPORT
A Local Legislative Day
Over 150 people from all over the county attended this function sponsored by the
Serra Library System. Ronnie Berman, Marge Clarke and Harry LaBore
represented the Friends of the Library, who donated $100 towards the costs of
this event.
Director Palmer brought the Board's attention to Peggy Donovan's letter to
Representative Randy Cunningham asking his support for library funding and to
consider the American Library Association's proposal for the reauthorization of

LSCA funding. Mr. Cunningham has been approached by the American Library
Association, and the State Library to support this issue in Congress.
Director Palmer then discussed federal and state funding of libraries.
B. CDBG Hearing
Director Palmer reported that the Library has traditionally requested Community
Development Block Grant (CDBG) funding for the Literacy Program. Last year's
request totaled in excess of$40,000, $34,000 of which was funded. This year it
is anticipated that this funding will be cut further. This issue will go before
Council for their determination on June 6, 1995.
The Friends of the Library have offered to send a letter in support of the Literacy
Team's CDBG funding to the City Council.
MSUC (Alexander/Clover-Byram)that staff draft a letter for the Trustees to be
signed by the Board Chair in support of CDBG funding of the City's Literacy
Team.
C. Budget Update
It is expected that the Budget will be distributed by next week. The Trustee's
budget was discussed. Trustees will be notified when Council reviews the Library
and Library Board budgets.
D. Monthly Statistics
The Library Board reviewed a statistical report for May showing that circulation
at the Civic Center Library has dropped approximately 20%, bringing circulation
into line with staffing reductions at this facility. This reduction was anticipated
when the South Chula Vista Library opened. Circulation at South Chula Vista
Library is doing well. Circulation system wide is up by 12%.
Deborah Barrow, Head of the South Chula Vista Library, reported heavy
attendance at the new library on Mondays and Tuesdays as well as on weekends.
Story hours at the new library are given on Saturday mornings at 10:30 am and
Tuesday evenings at 7 pm and are heavily attended. The request for proposal
(RFP) for the cafe is almost ready for distribution and should open this summer.

E. Beautification Award
At the City's Annual Beautification Awards Banquet, the South Chula Vista
Library was presented with the prestigious Richard Welsh Memorial Award for its
outstanding design. Both Board Chair Donovan and Library Director Palmer
attended the banquet.
F. Lighting Retrofit
The City, in conjunction with San Diego Gas and Electric, is retrofitting the
lighting fixtures at City buildings to save energy and provide ample lighting.
Work will begin in the Library in June during evenings and weekends to minimize
staff disruption. The Library expects to save over $10,000 per year in energy
costs due to this work.
G. New Upholstery
The blue vinyl couch in the Civic Center Children's room has been recovered in
blue nylon. Staff is hopeful that the Friends will help fund a multi-year program
to recover the furnishings in the Civic Center Library. He estimated
approximately $8,000 would be needed for this project.
H. Information/Promotional Library Video
Estimated minimum cost to professional produce a fifteen minute promotional
video with voice-over would run approximately $5,000. Funds have not been
budgeted for this project. A shorter 3 to 4 minute clip could be mounted on the
informational kiosk.
V. COMMUNICATIONS
A. Friends
Betty Roche reported the Civic Center bookstore earned over $2,000 in April.
The Friends of the Library will discuss reupholstering Civic Center Library
furnishings at their next meeting. Vice Chair Clover-Byram asked if any
upholstery firm has been asked to donate this work.
B. Public Comments
Mr. Coye made several suggestions regarding the Information Directory at the
South Chula Vista Library.

D. Board Comments
Vice Chair Clover-Byram -Donated several new books to the Library. Was
pleased that the Board was able to meet at South Chula Vista.
Trustee Viesca-Every time he visits the South Chula Vista Library he is very
impressed. He is happy to have been a part of it.
Student Member Romo Thanked the Board for allowing her to be a part of it.
Trustee Alexander-Reported that he would be in Chicago during the June
meeting.
Trustee Williams - Reported that he would also be out of town for the June
meeting and asked if the June meeting could be moved to June 21st. Mr.
Williams was pleased to meet at the South Chula Vista Library and is amazed at
how smoothly this all seemed to happen. He asked for a refresher update on the
Library Master Plan.
Because of the prospect of not having a quorum on June 28th, the next Library
Board of Trustees meeting will be held on June 21st.

VI. ADJOURNMENT - The meeting adjourned at 5:01 pm. The next Library Board of
Trustees meeting will be held on June 21, 1995 at 3:30 pm at the Civic Center Library.
