HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA
July 26, 2018 6:00 p.m.
The regular meeting of the Human Relations Commission of the City of Chula was called to order at 6:10
p.m. in HR Conference Room B111-B112 located in Public Services North Bldg. C at 276 Fourth
Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Branch, Felix, Godinez (arrived 6:18 p.m.), B. Gonzales (arrived 6:41
p.m.), Lake, Medina, Zadah, Vice-Chair D. Gonzalez (arrived 6:33 p.m.) and Chair
Martinez-Montes
ABSENT: Commissioners Bordeaux
OTHERS: Secretary Jay Agan, Director of Human Resources Courtney Chase, City Attorney Glen
Googins, and Marketing & Communications Manager Anne Steinberger
PUBLIC COMMENTS
• Maggi Baker of South Bay People Power spoke about:
- Thanked the Commission for speaking at the City Council
- Inquiry of:
o How the community can assist the Commission
o How to be a part of Ad Hoc committees
o How the community can provide comments for the agenda items
CONSENT CALENDAR
1. WRITTEN COMMUNICATION
E-mail from Commissioners Branch and Medina requesting an excused absence from the
June 28, 2018 regular Human Relations Commission meeting
Staff recommendation: Commission excuses the absence
2. APPROVAL OF MINUTES of June 28, 2018
Staff recommendation: Commission approves the minutes
ACTION: Commissioner Felix moved to approve staff’s recommendation and offered Consent
Calendar Items 1 and 2, headings read, text waived. Commissioner Branch seconded the
motion, and it carried by the following vote:
YES: 7 – Felix, Branch, Godinez, Lake, Martinez- Montes, Medina, Zadah
NO: 0
ABSTAIN: 0
ACTION ITEM:
3. RECOMMENDATION TO THE CITY COUNCIL REGARDING POSSIBLE CITY
ADOPTION OF A CODE OF CIVIL DISCOURSE
Staff recommendation: Consider presentation by Chris Hulbert, Director of Development for the
National Conflict Resolution Center, and City Attorney Glen Googins regarding a proposed Code
of Civil Discourse; and take such action as the Commission deems appropriate to recommend
City Council action
ACTION: Chair Martinez-Montes recommended City Council to adopt the Code of Civil Discourse.
Commissioner Zadah seconded the motion and it carried by the following vote:
YES: 8 – Martinez-Montes, Zadah, Branch, Felix, Godinez, B. Gonzales, D.
Gonzalez, Lake
NO: 1 – Medina
ABSTAIN: 0
Commissioner Medina requested to record his opposition on Action Item # 3. He wanted
to first adopt the Code of Civil Discourse for only the Commission, then later make a
recommendation to City Council.
4. AD HOC COMMITTEE UPDATES, DISCUSSIONS AND POSSIBLE ACTIONS TO
FURTHER IMPLEMENT CITY APPLICATION FOR CERTIFIED WELCOMING CITY
STATUS
Staff recommendation: Commission take such action(s) as it deems appropriate
• Education:
- Plan a meeting with Anne
• Equitable Access/Civic Engagement:
- Completed the yes/no questionnaire
- Completed a list of potential partnerships for information
- Advertising the commission and their work on the website
- Suggested to have Speaker Slips in multiple languages and have translation support
- Have translator at Council meeting
• Connected Communities/Safe Communities
- Communications with partners with yes/no questionnaire and a completed letter from
the partner
- Partner with Anne
5. PROPOSE CITY COUNCIL CONSIDERATION MAKING SEPTEMBER 8, 2018 AS LGBTQ
DAY IN THE CITY OF CHULA VISTA
Staff recommendation: Commission take such action(s) as it deems appropriate
ACTION: Commissioner Felix recommended to propose a recommendation to City Council to
make September 8, 2018 LGBTQ in City of Chula Vista. Commissioner Lake seconded
the motion and it carried by the following vote:
YES: 9 – Felix, Lake, Branch, Godinez, B. Gonzales, D. Gonzales,
Martinez-Montes, Medina, Zadah
NO: 0
ABSTAIN: 0
6. DISCUSSION AND POSSIBLE ACTION REGARDING FEDERAL ACTIONS TO LIMIT
IMMIGRATION ACCESS FROM SPECIFIED COUNTRIES
Staff recommendation: Commission take such action(s) as it deems appropriate
ACTION: Commissioner Zadah will draft up a resolution for next Human Relations Commission
meeting.
7. DISCUSSION AND POSSIBLE ACTION FOR OFFERING TRANSLATION SERVICES AT
CITY COUNCIL MEETINGS
Staff recommendation: Commission take such action(s) as it deems appropriate
ACTION: There were none.
8. CHAIR’S COMMENTS
• Shared about Council Member Diaz’s public event and how there were no translation
services provided. The public did not understand what was being said and was
discouraged to attend to future events.
9. COMMISSIONER’S COMMENTS
• Commissioner Medina thanked the public for their presence and he wants to make the
meeting more inviting for the public
• Commissioner Branch spoke about the upcoming census and how to work with the
census regarding to the citizenship question
10. STAFF’S COMMENTS
• Director of Human Resources Courtney Chase requested that the Commission submits all
Welcoming City documents to Anne
ADJOURNMENT At 8:32 p.m. Chair Martinez-Montes adjourned the meeting to the regular
meeting on August 23, 2018 at 6:00 p.m. in the HR Conference Room B111-
B112 located in Public Services North Bldg. C at 276 Fourth Avenue, Chula
Vista, California.
