Public hearing - Consideration of amendment to municipal code relating to area

Ordinance - Amending Chapter 19.27, MHP - Exclusive Mobile Home Park Zone
to modify the area regulation

BACKGROUND
Since the adoption of the MHP Mobile Home Park zone in November, 1978, the City has
embarked on a program to rezone existing mobile home parks within the city to MHP to insure
that the property could not be used for any other purpose unless the City Council approves
a change of zone Upon request of the property owner. To date, six such parks have been
rezoned. However, the MHP regulations specify that the minimum acreage for a mobile home
park site is 5 acres. The aforementioned rezoning program is now at a point where several
parks of slightly less than 5 acres are being considered for rezoning to MHP. Many of
these smaller parks are clean, well maintained, and provide a housing opportunity at afford-
able rates. This amendment to the MHP zone would allow them to be placed in the P1HP zone.
RECOMMENDATION:
1. Adopt the Negative Declaration on IS-80-55 and find that the proposed amendment
will have no significant environmental impact.
2. Adopt the ordinance amending Section 19.27.030 of the municipal code in accordance
with the attached Planning Commission resolution.
PLANNING COMMISSION RECOMMENDATION
On July 9, 1980 the Planning Commission voted 6-0, with one member absent, to recommend
adoption of an amendment to the municipal in accordance with Resolution PCA-80-9.
ANALYSIS
1. The proposed change would permit the city to continue its program to rezone and
preserve the existing mobile home parks even if they contain less than five acres. The
mobile home parks which do not meet the Mobile Home Policy would continue as nonconforming
uses .
2. The application of rezoning areas which are less than five acres in size will
typically apply to existing parks which are designed to accommodate the single wide coach.
However, the development of new sites containing less than five acres may also prove
feasible on a limited basis. A finding that the smaller park would protect and enhance
the supply of affordable house together with a finding of compatibility with the surrounding
land use patterns would be essential for rezoning existing or new parks .
