Executive and Middle Management level positionsin-.the
Unclassified Service SECOND READING AND ADOPTION

At the April 24, 1980 Conference, Council adopted recommendations creating the positions
of Redevelopment Coordinator and Housing Coordinator. Establishing these positions as
unclassified requires formal Council .acti'on. In addition, several revisions have been
made to Executive level posit ions- that have not been_offi:ci_ally approved by ordinance.
Therefore, it is my
RECOMMENDATION: That Council .
1 . Amend Section 2.05.010 of the Chula Vista Municipal Code by establishing the
following positions as unclassified:
Deputy City Manager
City Engineer
Director of Policy ,Analysis and Program Evaluation
Redevelopment Coordinator
Housing Coordinator
Transit Coordinator
BOARD/COMMISSION RECOMMENDATION: Not Applicable
DISCUSSION
With this action, the Redevelopment Coordinator and Housing Coordinator are established
as unclassified positions. As described in the "Report on Program Management and
Staffing for Housing Programs", the unclassified status allows for greater staffing
flexibility. Due to the changeable environments of Housing and Redevelopment, the
staffing needs for these positions could change drastically in a short period of
time. The unclassified designation enables the City to more easily eliminate the
positions, if no longer required.
It is appropriate to place the Transit Coordinator classification in the Unclassified
service as it is a unique position requiring special knowledge of State and Federal
legislation relating to transportation, funding and grants, and also requires not only
dealing with our contractor, but also local transit entities. There is no career ladder
leading to this position so the person filling it must have had prior experience and
be knowledgeable of the transit field. To recruit the best qualified candidates, the
unclassified status provides needed flexibility to attract the- highest quality appli-
cants for the position.
