ITEM TITLE: Ordinance � /Adopting the Uniform Building Code, 1979 Edition

BACKGROUND:
On February 11 , 1980 the Board of Appeals and Advisors held a hearing on the adoption of
the Uniform Building Code, 1979 Edition. No objections were presented, either orally or
written.
RECOMMENDATION:
That Council put the ordinance on its first reading.
BOARD/COMMISSION RECOMMENDATION:
The Board of Appeals and Advisors recommend adoption of the- Uniform Building .Code, 1979
Edition.
DISCUSSION:
A11 of the political jurisdictions in San Diego County are in the process of adopting the
Uniform Building Code, 1979 Edition.
The San Diego Building Contractor's Association, through their representative at the monthly
meetings of the San Diego Area Chapter ICBG, endorses the adoption of the UBC, 1979 Edition.
The major change to the U.B.C. , 1979 Edition is the deletion of any reference to fire
zoning and fire districts. The concept of fire zoning or fire districting is intended to
limit construction and uses so that fire would not spread from building to building. The
criteria used to establish fire zone areas generally dictate that the area of concern
embraces highly concentrated built-up areas of commercial occupancies where the greatest
possibility of conflagration exists. The application of fire zoning in some cases has had
a detrimental effect since owners alter buildings and allow them to deteriorate and increase
in hazard.
Insurers have now recognized that fire zoning is not effective and insurance services
offices no longer assess penalty points if fire zoning is not applied. The concept in the
proposed change recognizes that buildings constructed in accordance with the code are
limited in size and occupancy by code requirement based on the type of construction. The
deletion of fire zones repealed Chapters 13 through 16 and made changes in 12 other sections
of the code.
In the adoption ordinance, Municipal Code sections have been restated without change. They
are as follows: Sections 15.08.020, 15.08.030, 15.08.040, 15.08.050 (except subsection (d)) ,
15.08.070,15.08.080, 15.08.090, 15.08.110, 15.08.120, 15.08.130, 15.08.150, 15.08.160 and
15.08.170. _ The purpose of restating is to provide the public with a handout that has all
of the changes to the building regulations and permits us to have consecutive municipal
code numbers. Sections that have been repealed are due to the section now being in the body
of the 1979 Edition of U.B,.C.
