San Diego Dispensary Crime
Facts and Perspective
Current Concerns
On September 11, 2017, then San Diego Police Chief Shelley Zimmerman gave a presentation before the San Diego City
Council stating the cities' dispensaries had been responsible for 274 police reports over the past two years. These
reports included incidence of armed robbery, burglaries, and shootings'. This statement is at best misleading.
68% of the 274 calls were not related Police Report Breakdown

generated 214 calls for service in 2016.

Summary from released police reports regarding former Police Chief Zimmerman's assessment of the
San Diego cannabis industry from 2015-2016:
274 total police reports
0 10 dispensary locations
0 2 year time period
o Average of 27.4 calls per dispensary over the 2 year period
- Of the 274 reports:
c 40 were investigations of hang up calls made to 911 from pay phones located in the same
complex or parking lot as the dispensary.
c 52 were for false burglary alarms to businesses in the same complex or building as the
dispensary (these include alarm malfunctions, accidental triggering, and calls with no
evidence of break in).
0 78 were for reports clearly not related to the dispensary (traffic accidents in front of the
dispensary, broken water pipes, loitering and panhandling, incidents in neighboring
businesses, etc.).
0 68% (170) of the reports were for 911 pay phone hang up calls, false burglary alarms from
neighbors, and reports clearly unrelated to a dispensary (traffic accidents, road hazards,
leaking water mains, etc.)
Only 96 reports were directly related to any dispensary.
o This reduces the average number of reports related to a dispensary to 4.8 per year.
o Of the 96 reports:
■ 35 were false burglary alarms (faulty equipment, accidental triggering, alarm with
no evidence of break in attempted, etc.).
■ Over 50% of the calls came from 2 dispensaries located in large outdoor mall or
commercial settings. Many of these reports were related to dispensary security
guards responding to suspicious or criminal activity in the area and reporting it to
the police.
Of all 274 reports:
o 2 involved gunfire:
■ One report of gunfire was later revealed to be a large rock thrown through a
dispensary window.
• The second was an armed security guard accidentally shooting his finger while
cleaning his firearm.
0 1 incident of armed robbery was reported during the 2 year reporting peroid.
For perspective:
There are 2 Applebee's Grill and Bar locations in the City of San Diego (7677 Balboa Ave and 9480 Mira
Mesa Blvd). Both are located in large commercial complexes. Using Chief Zimmerman's criteria, in 2016
these two locations were responsible for:
- 214 calls to 911 resulting in a police response:
o 77 calls requiring an emergency police response

Each Applebee's was responsible for an average of 107 calls to 911 in 2016.
There are 6 Bev Mo store locations in the City of San Diego. Almost all are located in a commercial
complex. Again, using Chief Zimmerman's criteria in 2016 these six locations were responsible for:
707 calls to 911 resulting in a police response
c, 195 calls requiring an emergency police response
o 487 calls requiring a police response to resolve an incident
Each Bev Mo location was responsible for an average of 117 calls to 911 in 2016.
