HomeMy WebLinkAbout2018-06-28 HRC MinutesMINUTES OF A SPECIAL MEETING OF THE HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA June 28, 2018 6:00 p.m. The regular meeting of the Human Relations Commission of the City of Chula was called to order at 6:05 p.m. in HR Conference Room B111-B112 located in Public Services North Bldg. C at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Bordeaux, Felix (arrived 6:07 p.m.), Godinez (arrived 6:10 p.m.), B. Gonzales, D. Gonzalez (arrived 6:14 p.m.), Lake, Zadah, and Chair Martinez-Montes ABSENT: Commissioners Branch and Medina OTHERS: Secretary Jay Agan, Director of Human Resources Courtney Chase, City Attorney Glen Googins, and Marketing & Communications Manager Anne Steinberger PUBLIC COMMENTS • Carolyn Scofield from People Power spoke about: - Separation of families at the border - Wants to see the unifications of the families, a more comprehensive process, and better use of resources - How will the families be reunited? - Where will the families be housed? - What is the timeline? CONSENT CALENDAR 1. WRITTEN COMMUNICATION E-mail from Commissioners Godinez and Zadah requesting an excused absence from the May 24, 2018 regular Human Relations Commission meeting Staff recommendation: Commission excuses the absence. 2. APPROVAL OF MINUTES of May 24, 2018 Staff recommendation: Commission approves the minutes. ACTION: Commissioner Bordeaux moved to approve staff’s recommendation and offered Consent Calendar Items 1 and 2, headings read, text waived. Commissioner Felix seconded the motion, and it carried by the following vote: YES: 8 – Bordeaux, Felix, Godinez, B. Gonzales, D. Gonzalez, Lake, Martinez-Montes, Zadah NO: 0 ABSTAIN: 0 ACTION ITEM: 3. ELECTION OF CHAIR AND VICE-CHAR FOR FISCAL YEAR 2018-2019 Staff recommendation: Commission nominate and elect the Chair and Vice-Chair for period July 1, 2018 to June 30, 2019. ACTION: Commissioner Bordeaux nominated Martinez-Montes for Chair. Commissioner Felix seconded the motion and it carried by the following vote: YES: 8 – Bordeaux, Felix, Godinez, B. Gonzales, D. Gonzalez, Lake, Martinez-Montes, Zadah NO: 0 ABSTAIN: 0 Commissioner Lake nominated D. Gonzalez for Vice-Chair. Commissioner Bordeaux seconded the motion and it carried by the following vote: YES: 8 – Lake, Bordeaux, Felix, Godinez, B. Gonzales, D. Gonzalez, Martinez-Montes, Zadah NO: 0 ABSTAIN: 0 4. DISCUSSION AND POSSIBLE ACTION PENDING THE SEPARATION OF FAMILIES AT THE BORDER Staff recommendation: Commission discuss the separation of families at the border. • Proposed resolution: Resolution of the Human Relations Commission asking the City Council to consider taking action to oppose policies resulting in separation of immigrant children from their families and to support: 1. Non-criminal processing of immigrant families with humane housing and alternatives to detention, and 2. The actions of Judge Sabraw and similar actions to expedite unification ACTION: Commissioner B. Gonzales, moved to accept proposed resolution and forward to Council. Commissioner Bordeaux seconded the motion and it carried by the following vote: YES: 8 – B. Gonzalez, Bordeaux, Felix, Godinez, D. Gonzalez, Lake, Martinez-Montes, Zadah NO: 0 ABSTAIN: 0 5. CONSIDERATION OF POSSIBLE ACTION ON IMPLEMENTATION OF CERTIFIED WELCOMING CITY AND AD HOC COMMITTEE UPDATES Staff recommendation: Commission provides applicable updates. • Marketing & Communications Manager Anne Steinberger stated: - Provided the Commission with a new revised document from Certified Welcoming City - Created a header template for the community partners to complete and return to the Commission • B. Gonzales provided updated Education Ad Hoc: - He partnered with Southwestern College - Scheduled a meeting with Sweetwater High School District • Martinez-Montes provided updates on Government Leadership and Economic: - Met with Economic Development Specialist, Kevin Pointer and with Marketing & Communication Manager Anne Steinberger - Government Leadership checks off most of the required items - Suggested that business license applications and job applications should be in multiple languages - Suggested later joint meeting the City of San Diego Human Relations Commission - Recommended creating a South Bay Human Relations Commission Network with National City and Imperial Beach 6. CHAIR’S COMMENTS • Chair Martinez- Montes spoke about: - Would like to have the multijurisdictional Welcoming City network within the County - Thanked the public for attending the meeting 7. COMMISSIONER’S COMMENTS • Commissioner Felix stated: - Suggested the Commission propose a resolution for consideration to make September 8, 2018 as LGBTQ Pride Day - Fly the Pride flag at City Hall and to agendize it for August 2018 meeting • Chair Martinez-Montes asked to display rainbow color lights at City Hall 8. STAFF’S COMMENTS • City Attorney Glen Googins stated: - Working with the National Conflict Resolution representative to schedule a meeting for the July 26, 2018 meeting • Director of Human Resources Courtney Chase spoke about: - Will agendize Muslim Ban for the July meeting per Commission’s request - Reminded the Commission of the Board and Commission Recognition reception is on July 12, 2018 at 6:00 p.m. at the Council Chambers ADJOURNMENT At 7:43 p.m. Chair Martinez-Montes adjourned the meeting to the regular meeting on July 26, 2018 at 6:00 p.m. in the HR Conference Room B111-B112 located in Public Services North Bldg.
