HomeMy WebLinkAboutReso 2018-116RESOLUTION NO. 2018-116 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING A COUNCIL POLICY REGARDING THE CITY OF CHULA VISTA OPEN DATA POLICY WHEREAS, City Council approved the City’s Smart City Strategic Action Plan on September 12, 2017, consisting of four goals that are supported by ten objectives and various initiatives such as the development of a Citywide Telecommunications Master Plan and an Open Data Program; and WHEREAS, as the second largest city in San Diego County, the City of Chula Vista is committed to ensuring more public access to key City data and increasing transparency with our residents and communities; and WHEREAS, the City of Chula Vista desires to become more open and transparent by maximizing the use of data and analytics to improve City services and increase public access to City information; and WHEREAS, to this end, staff, has drafted the proposed “Open Data Policy;” and WHEREAS, the proposed Policy is the first step in the realization of a City-wide set of policies, processes, and technologies for maximizing City data and information; and WHEREAS, the proposed Policy will support transparency by increasing public access and community engagement by making City data easily accessible to taxpayers and Cit y residents so they can better understand what the City is doing; and WHEREAS, the proposed Policy will also help to advance the City Council priorities of improving the City’s practice of adopting more data-driven decision-making across the City; and WHEREAS, the proposed policy is modeled after, and incorporates best practices from other governmental entities around the country; and WHEREAS, the Policy is intended to provide a mechanism to protect , when applicable, the privacy, confidentiality, and security within data and information under the City’s control; and WHEREAS, the Policy sets forth procedures to ensure compliance with the letter and spirit of all local, state and federal laws regarding public information. NOW, THEREFORE, BE IT RESOLVED b y the City Council of the City of Chula Vista, that it approves the City Council Open Data Policy, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk.
