SPECIAL MEETING OF THE HOUSING AUTHORITY
MEETING JOINTLY WITH THE CITY COUNCIL OF THE CITY OF CHULA VISTA
CALL TO ORDER
A regular meeting of the City Council and a special meeting of the Housing Authority of the City of Chula
Vista were called to order at 5:04 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL:
Present: Councilmember Aguilar, Deputy Mayor Diaz, Councilmember McCann, Councilmember
Padilla and Mayor Casillas Salas
Councilmember Padilla arrived at 5:05 p.m.
Also Present: City Manager Halbert City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk
Kansas
Mayor Casillas Salas announced that Deputy Mayor Diaz would run the meeting.
Mayor Casillas Salas announced, pursuant to AB23, that she and each Councilmember would receive $50
for their attendance at the Housing Authority meeting, which was held simultaneously with the City Council
meeting.

Deputy Mayor Diaz led the Pledge of Allegiance.

PUBLIC COMMENTS
Richard Martinez, business owner and Chula Vista resident, and Robert Gunthorp, San Diego resident,
expressed concern regarding illegal parking on the street in the area of their businesses.
Barbara Gordon spoke in support of CEQA determination for marijuana production facilities.
Kathleen Lippitt, Poway resident, expressed concern regarding legalizing commercial marijuana activities.
Christine Brady, Chula Vista resident, expressed concern regarding potential impacts on areas around
high-density complexes.

Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the
date and no eartier than the time specified in the notice.
Development Services Director Broughton introduced Sr Planner Walker, Principal Planner Donaghe, and
Sr. Civil Engineer Oberbauer who provided a presentation on the item. Sr. Planner Walker read revisions
to proposed Ordinance A.
Deputy Mayor Diaz opened the public hearing.
Max Zaker, Chula Vista resident, submitted a request to speak but was not present when called.
Tracy Morgan Hollingworth, San Diego resident, representing Pacific Southwest Association of Realtors,
spoke in support of the item.
Deputy Mayor Diaz closed the public hearing.

Councilmember Aguilar proposed revising the ordinances to include public transit"stop."
ACTION: A motion was made by Councilmember Aguilar, seconded by Mayor Casillas
Salas, to place Ordinances A and B on first reading as amended by staff and
Councilmember Aguilar, headings read, text waived. The motion carried by the
following vote:

CITY MANAGER'S REPORTS
There were none.
MAYOR'S REPORTS
Mayor Casillas Salas spoke regarding the April Stay Safe Chula Vista event which promoted pedestrian
safety and she stated that she had attended the South Bay Earth Day event.
COUNCILMEMBERS' COMMENTS
Councilmember Aguilar spoke regarding the Stay Safe Chula Vista event, and pedestrian and bicyclist
safety.
Councilmember Padilla stated he participated as a judge in the International Brotherhood of Electrical
Workers barbecue contest.
Deputy Mayor Diaz spoke regarding his recent volunteer ministry service for inmates.
Councilmember McCann thanked Ms. _Hollingworth of Pacific Southwest Association of Realtors for her
attendance at the meeting. He reported on his attendance at the following events: Community Service
Scout Fair at the Elite Athlete Training Center, Earth Day, a ground-breaking for the new VA medical
clinic, and the Citizens Advisory Response Team(CAST)graduation.
CITY ATTORNEY'S REPORTS
City Attorney Googins provided updates on closures of illegal marijuana operations.
City Attorney Googins announced that the Council would convene in closed session to discuss the item
below and the items on the special 5:30 p.m. meeting agenda.
Deputy Mayor Diaz recessed the meeting at 6:36 p.m. The Council reconvened in closed session at 6:40
p.m., with all members present.
CLOSED SESSION
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of
action taken during Closed Sessions are maintained by the City Attorney.
