OF THE CITY OF CHULA VISTA
May 14, 2018 5:00 PM
A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:02 pm
in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Legaspi, Matthias, Romo, McMillin (arrived 5:06pm), Mora (arrived
5:08pm), Kappes (arrived 5:15pm) and Chair Valen
ABSENT: None
MOTION TO EXCUSE: Chair Valen moved to excuse Commissioners Matthias from the meeting held
on April 9, 2018.The motion was seconded by Commissioner Romo and carried with the following
vote:
Yes—7 Kappes, Legaspi, Matthias, McMillin, Mora, Romo and Valen
No-0
Abstain—0
STAFF PRESENT: Senior Conservation Specialist Wisniewski, Senior Recycling Specialist Medrano, Chief
Sustainability Officer Dennis Gakunga and Administrative Secretary Green.
APPROVAL OF MINUTES: Commissioner Legaspi moved to approve the minutes of the regular meeting on April
9, 2018. The motion was seconded by Commissioner Matthias and carried with the following vote:
Yes—7 Kappes, Legaspi, Matthias, McMillin, Mora, Romo and Valen
No-0
Abstain—0
PUBLIC COMMENTS
Carolyn Scofield, City of Chula Vista resident and member of Partners in Courage organization introduced
herself and explained her commitment to educating residents.
INFORMATION ITEM
1. Smart Cities Update and Presentation by Dennis Gakunga, Chief Sustainability Officer
Mr. Gakunga presented the Smart Cities plan and answered questions from Commissioners.
ACTION ITEMS
2. None
ACTIVITY REPORT
No additions to Activity Report, however Chair Valen and Commissioners requested a list of relevant
upcoming council agenda items be included on future agendas.

STAFF COMMENTS
Senior Conservation Specialist Wisniewski spoke on the following subjects: introduction of Connie Green,
Administrative Secretary, Cory Downs will present at TEDX event on 5/19/18, receipt of a $5,000 grant from
Sweetwater Authority to resurrect the Naturescape program, 5/17/18 is Bike to Work Day, starting process for
L.E.E.D. certification in Buildings B & C, City of Chula Vista will receive an Energy Showcase award and thanked
Commission for a great turnout at the council meeting for the CLEAN Sustainability Champion Awards.
Senior Recycling Specialist Medrano spoke on the following subjects: CalRecycle making progress on
implementation of SB1383 by including a procurement process, new recycle and trash bins have been put in
place in the City complex, parks, gyms and libraries.
COMMISSIONERS' COMMENTS
Commissioner Matthias commented that there were no recycling bins at the State of the City mixer.
Commissioner Romo shared the tour of the landfill by Manuel Medrano was very informative,the State of the
City Address only included 4 items about sustainability meaning the Commission needs to improve the
activities tracking, recommended a joint meeting with the University project team.
Chair Valen recommended tours,joint commission meetings and special meetings.
Commissioner Legaspi communicated that the sustainability commission in Portland is parallel with their
planning commission and asked how ours can become more involved in processes and planning.
Commissioner Kappes asked about Zerowaste and Manuel Medrano responded the 2nd draft should be out in
mid-summer.
CHAIR'S COMMENTS
Chair Valen reported the Wildlife Advisory Committee will hold a public meeting on 6/14/18, 1pm at the Port of
San Diego headquarters building with the topic being the resort conference center.
ADJOURNMENT
Chair Valen adjourned the meeting at 6:27 pm
