Notice is hereby given that the Housing Advisory Commission of the City of Chula Vista has
called and will convene a Regular Meeting on Wednesday, April 25, 2018 in Conference
Room B111/B112, located at 276 Fourth Avenue, Building C, Chula Vista, California to
consider the item(s) on this agenda.

The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be

1. APPROVAL OF MINUTES FROM December 12, 2017
Staff recommendation: Review Attachment 1 and approve minutes.

2. BOND FINANCING OF ACQUISITION AND REHABILITATION OF CORDOVA
VILLAGE APARTMENTS AND TROLLEY TERRACE (Scattered Sites)
The City of Chula Vista has received a request from South Bay Community Services
and Cordova Village L.P to consider
the issuance of tax exempt obligations to finance the acquisition and rehabilitation of 58
existing affordable units at Trolley Terrace and Cordova Village Apartments
The Project is located at 750 ADA Street and 1280 East J Street. The rehabilitation would
improve the properties and extend the term of the affordable rents for 55 years (currently
scheduled to expire in 2018).
RECOMMENDED ACTION: Commission provide an advisory recommendation to the
City Council and the Chula Vista Housing Authority to issue tax exempt obligations to
finance the acquisition and rehabilitation of the Project.
3. FINANCING OF ACQUISITION OF PROPERTY AT 748 ANITA ST AND NEW
CONSTRUCTION OF 71 UNITS

commitment for land acquisition and construction costs of up to $1.8 million, in addition to a
previous loan of $3.3 million, to support creation of new affordable rental housing for very
low income households located at properties known as 748, 750-752, and 754-760 Anita
Street in the southwe
actions will enable Developer to assemble the necessary financing for the Project.
RECOMMENDED ACTION: Commission provide an advisory recommendation to the
City Council and the Chula Vista Housing Authority to provide financial assistance, in an
amount up to (or not to exceed) $1,800,000, for the acquisition of property and construction
of the Project.
