HomeMy WebLinkAboutcc min 2018/03/20 HA City of Chula Vista Meeting Minutes - Final Tuesday, March 20,2018 5:00 PM Council Chambers 276 4th Avenue, Building A Chula Vista, CA 91910 SPECIAL MEETING OF THE HOUSING AUTHORITY MEETING JOINTLY WITH THE CITY COUNCIL OF THE CITY OF CHULA VISTA CALL TO ORDER A special meeting of the Housing Authority meeting jointly with the City Council of the City of Chula Vista was called to order at 5:05 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. ROLL CALL: Present: Councilmember Aguilar, Deputy Mayor Diaz, Councilmember McCann, Councilmember Padilla and Mayor Casillas Salas Councilmember Aguilar arrived at 5:06 p.m. Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Cleric Kansas PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Deputy Mayor Diaz led the Pledge of Allegiance. Mayor Casillas Salas announced, pursuant to AB 23, that she and each Councilmember would receive $50 for their attendance at the Housing Authority meeting, which was held simultaneously with the City Council meeting. CONSENT CALENDAR (Items 1 - 8) 1. 18-0117 ORDINANCE NO. 3422 OF THE CITY OF CHULA VISTA RESCINDING SUBSECTION 2.25.230(C) OF THE CHULA VISTA MUNICIPAL CODE PERTAINING TO THE RECORD RETENTION POLICY FOR AUDIO RECORDINGS OF BOARDS AND COMMISSION MEETINGS (SECOND READING AND ADOPTION) Recommended Action: Council adopt the ordinance. 2. 18-0014 RESOLUTION NO. 2018-047 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING PARTICIPATION IN THE SAN DIEGO COUNTY FAIR 2018 STREET BANNER PROGRAM TO PLACE FAIR PROMOTIONAL BANNERS IN THE CITY OF CHULA VISTA FEATURING LOGOS OF THE CITY, SAN DIEGO COUNTY FAIR, AND PRESENTING SPONSORS Recommended Action: Council adopt the resolution. City of Chula Vista Page 1 City Council Meeting Minutes-Final March 20,2018 3. 18-0053 RESOLUTION NO. 2018-048 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND URBAN CORPS OF SAN DIEGO FOR VEGETATION MANAGEMENT IN STORM DRAIN CHANNELS AND OPEN SPACE AREAS FOR A ONE-YEAR TERM WITH A NOT-TO-EXCEED AMOUNT OF $430,000, WITH FOUR ONE-YEAR OPTIONS TO EXTEND, FOR A MAXIMUM NOT-TO-EXCEED CONTRACT AMOUNT OF $2,150,000 Recommended Action: Council adopt the resolution. 4. 18-0066 ACCEPTANCE OF THE HOUSING ELEMENT 2017 ANNUAL PROGRESS REPORT & HOUSING SUCCESSOR ANNUAL REPORT FOR FISCAL YEAR 2016-2017 Recommended Action: Council and Authority accept the report. 5. 18-0103 RESOLUTION NO. 2018-049 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A GRANT OF $2,789.82 FROM THE SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG) AND APPROPRIATING THE FUNDS TO THE CITY OF CHULA VISTA OFFICE OF SUSTAINABILITY TO FUND VARIOUS BICYCLING EVENTS AND EXPAND THE CITY'S BICYCLE VALET (4/5 VOTE REQUIRED) Recommended Action: Council adopt the resolution. 6. 18-0079 RESOLUTION NO. 2018-050 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROPRIATING A TOTAL OF $996,606 TO THE SUPPLIES AND SERVICES AND OTHER EXPENSE CATEGORIES OF THE PUBLIC LIABILITY EXPENSE FUND FROM THE AVAILABLE FUND BALANCE OF SAID FUND (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. 7. 18-0028 RESOLUTION NO. 2018-051 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AWARDING THE AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND SCG - SPICER CONSULTING GROUP, LLC FOR SPECIAL TAX CONSULTANT SERVICES FOR ASSESSMENT DISTRICTS, COMMUNITY FACILITIES DISTRICTS, OPEN SPACE DISTRICTS AND ANNUAL SEWER ASSESSMENT ADMINISTRATION SERVICES, AND AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE SAID AGREEMENT Recommended Action: Council adopt the resolution. 8. 18-0105 A. RESOLUTION NO. 2018-052 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE COMPENSATION SCHEDULE AND CLASSIFICATION PLAN TO REFLECT THE ADDITION OF VARIOUS POSITION TITLES AND A SALARY ADJUSTMENT FOR ACCOUNTING TECHNICIAN City of Chula Vista Page 2 City Council Meeting Minutes-Final March 20, 2018 B. RESOLUTION NO. 2018-053 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REVISED FISCAL YEAR 2017-2018 COMPENSATION SCHEDULE EFFECTIVE MARCH 30, 2018, AS REQUIRED BY CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5, TO REFLECT THE ADDITION OF CERTAIN POSITION TITLES AND A SALARY ADJUSTMENT FOR ACCOUNTING TECHNICIAN Recommended Action: Council adopt the resolutions. Approval of the Consent Calendar ACTION: A motion was made by Councilmember McCann, seconded by Deputy Mayor Diaz, to approve staffs recommendations on the above Consent Calendar items, headings read,text waived.The motion carried by the following vote: Yes: 5- Aguilar, Diaz, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ITEMS REMOVED FROM THE CONSENT CALENDAR There were none. PUBLIC COMMENTS Steve Pavka, Chula Vista resident, spoke in support of a ban on military guns. Kathleen Lippitt, Poway resident, spoke in opposition of allowing commercial marijuana activities. PUBLIC HEARINGS 9. 18-0114 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DENYING THE APPEAL BY ROD BISHARAT AND AFFIRMING THE PLANNING COMMISSION'S APPROVAL OF DESIGN REVIEW PERMIT DR15-0037 AND CONDITIONAL USE PERMIT CUP15-0023 TO CONSTRUCT A 2,380 SQUARE-FOOT AUTOMATED CARWASH BUILDING WITH VACUUM STATIONS ON A 0.55 ACRE SITE LOCATED AT 495 TELEGRAPH CANYON ROAD, SUBJECT TO THE CONDITIONS CONTAINED THEREIN (THIS ITEM HAS BEEN WITHDRAWN AND WILL BE CONSIDERED AT A FUTURE DATE. PUBLIC NOTICE WILL BE PROVIDED FOR SAID CONSIDERATION.) This item was withdrawn and renoticed for the March 27, 2018 meeting. City of Chula Vista Page 3 City Council Meeting Minutes-Final March 20,2018 ACTION ITEMS 10. 18-0115 PRESENTATION AND DISCUSSION ON THE CITY'S BUDGET AND LONG-TERM FINANCIAL PLAN Director of Finance/Treasurer Bilby and Budget and Analysis Manager Prendell gave a presentation on the item. Sebastian Sarria, representing the Climate Action Campaign, asked that the council ensure funding in the budget for the feasibility study that was referenced by staff. Council discussion ensued. CITY MANAGER'S REPORTS City Manager Halbert stated that the analysis for Community Choice Energy was included in the proposed budget. MAYOR'S REPORTS Mayor Casillas Sa/as wished everyone a happy St. Patrick's Day. She reported that the restroom renovations had started at the Civic Public Library and that training was held for the Chula Vista firefighters regarding workplace trauma. She also stated that she had attended the South County Women's panel on trail blazers, and the College of the Canyons Tour. COU NCILMEMBERS' COMMENTS Councilmember McCann stated he had attended the firefighters PTSD training; and he wished all a happy St. Patrick's Day. Deputy Mayor Diaz announced the upcoming ribbon-cutting ceremony for a new fire truck. Councilmember Padilla wished the Mayor a happy birthday, and announced the upcoming ribbon-cutting on the new fire truck at station 7. Councilmember Aguilar announced the upcoming meeting at Norman Park Senior Center on planned repairs to the building. CITY ATTORNEY'S REPORTS There were none. City Attorney Googins announced that the City would convene in closed session to discuss the item listed below. He stated that he and Mayor Casillas Sa/as would abstain and not participate due to their direct personal involvement in the matter. Mayor Casillas Sa/as recessed the meeting at 5:53 p.m. The Council reconvened in Closed Session at 6:00 p.m., with Deputy Mayor Diaz, and Councilmembers Aguilar, McCann and Padilla present. City of Chula Vista, et al., San Diego Superior Court, Case No. 37-2018-10121-CU-NP-CTL There was no reportable action.
