RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AN APPLICATION FOR
GRANT FUNDS FROM THE COUNTY OF SAN DIEGO
NEIGHBORHOOD REINVESTMENT PROGRAM FOR THE
BAYSHORE BIKEWAY CANVASES OF CREATIVITY
MURAL PROJECT
WHEREAS, the County of San Diego Neighborhood Reinvestment Program provides
funding for non-profit corporations and public agencies for certain specified purposes; and
WHEREAS, the City of Chula Vista wants to file an application with the County of San
Diego for Neighborhood Reinvestment Program funding for the Bayshore Bikeway Canvases of
Creativity Mural Project (mural project); and
WHEREAS, the mural project proposed is the design and curation of a community mural
on an almost 1,000 foot long blank wall surface that runs along a segment of the Bayshore
Bikeway (located between L Street and Palomar Street); and
WHEREAS, the City of Chula Vista spends thousands of dollars annually cleaning up
graffiti along this portion of the Bayshore Bikeway; and
WHEREAS, despite on-going City cleanup efforts, and most recently, the cleanup efforts
of dozens of Beautify Chula Vista volunteers, the blank wall continues to be tagged; and
WHEREAS, case studies of other communities show that murals help build a sense of
community and transform highly tagged areas into legitimate canvases of public art that are
rarely defaced by taggers; and
WHEREAS, the Neighborhood Reinvestment Program Grant would fund a large portion
of the anticipated costs of the mural project with the remaining portion to be funded from a
variety of in-kind donations; and
WHEREAS, the Director of Development Services has reviewed the proposed project
for compliance with the California Environmental Quality Act (CEQA) and has determined that
the project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (Existing
Facilities) of the State CEQA Guidelines. Thus, no further environmental review is required.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, that it approves an application for grant funds from the County of San Diego
Neighborhood Reinvestment Program for The Bayshore Bikeway Canvases of Creativity Mural
Project.

BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it:
1. Confirms that it is a public agency under the laws of the State of California; and
2. Authorizes the City Manager and his designees to sign a grant agreement, and all
other necessary documents, related to the County of San Diego for Neighborhood
Reinvestment Program grant for the 2017-2018 Fiscal Year.
