SUSTAINABILITY COMMISSION
OF THE CITY OF CHULA VISTA
April 9, 2018 5:00 PM
A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:02 pm
in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Kappes, Legaspi, McMillin, Mora, Romo and Chair Valen
ABSENT: Commissioner Matthias
MOTION TO EXCUSE: Chair Valen moved to excuse Commissioners Kappes, Legaspi and Romo from
the meeting held on March 12, 2018. The motion was seconded by Commissioner Legaspi and carried
with the following vote:
Yes—6 Kappes, Legaspi, McMillin, Mora, Romo and Valen
No-0
Abstain—0
STAFF PRESENT: Senior Conservation Specialist Wisniewski, Senior Recycling Specialist Medrano,
Conservation Volunteer Larrarte,Administrative Secretary Green and Administrative Secretary Lindsey.
APPROVAL OF MINUTES: Commissioner McMillin moved to approve the minutes of the regular meeting on
March 12, 2018. The motion was seconded by Commissioner Romo and carried with the following vote:
Yes—6 Kappes, Legaspi, McMillin, Mora, Romo and Valen
No-0
Abstain —0
PUBLIC COMMENTS
Dinah Willier, Public Affairs Manager at SDG&E for the South Bay, introduced herself and explained her
duties.
Clarissa Reyes Falcon, representing SANDAG, gave the commission an update on the regional
transportation plan for 2019 and distributed "Help Shape Our Regions Future"flyers to the
commissioners.

1. Consideration of nominations for the 2018 CLEAN Sustainability Champion Awards
The commissioners reviewed the nominations submitted and had discussions concerning each
category. Chair Valen moved to approve the following slate of winners:
Resident: Janette Grutzmacher
Business: Vision Power, LLC- Raechel Kadoya
Organization: Living Coast Discovery Center

Youth: Melissa Nunez
Employee: Hugo Martinez
Teacher: Mia Vaughnes
Community Contributor: Gloria Barry
Commissioner Legaspi seconded the motion and it was carried with the following vote:
Yes—6 Kappes, Legaspi, McMillin, Mora, Romo and Valen
No-0
Abstain—0
ACTIVITY REPORT
Chair Valen requested to include the selection of the 2018 CLEAN Sustainability Champions in this year's
activity report.
STAFF COMMENTS
Senior Conservation Specialist Wisniewski spoke on the following subjects:the LED ordinance will be taken to
council on April 24,the commissioners will present the awards for the CLEAN Sustainability Champions at the
April 24 city council meeting, South Bay Earth Day held on Saturday, April 7, was a huge success and activities
for Arbor Day in Chula Vista.
Senior Recycling Specialist Medrano spoke on the following subjects: CalRecycle has new laws taking effect in
2020 concerning organics in landfills,food rescue is now included in organics and landfill staff will do
presentation in the future.
COMMISSIONERS' COMMENTS
Commissioner Romo would like to see information about the Sustainability Commission added to the
Community Connection.
Commission McMillan is looking forward to attending and presenting awards at the April 24 council meeting.
