Dallin young who works for the Association of cannabis professionals was in the back of the room passing messages to council member padilla. They are the ones who have already bought facilities. Just like they did in lemon grove and la mesa.... Jessica mccelfresh, the Association of cannabis professionals, and Gina Austin both have clients that have already bought multiple properties in anticipation of this measure passing. I know this for 100% fact. This is very important. If you look back at all of the comments they are the only ones who are in favor of having a property.. there are handfuls of us that believe property selection should be in phase two. I also have heard that the Association of cannabis professionals have ties to a certain council member. Not going to name anybody but I do know about this. I am talking about the section that states anyone applying for a license to operate a retail, delivery, cultivation, or manufacturing site must have at least one owner and manager that have 12 months experience in a licensed commercial cannabis operation. This sounds great in theory but in reality it is a nightmare that would add on to the already outrageous monopoly that is taking place in the city of San Diego. Within 100 miles of Chula Vista the only licensed cannabis retail operations are located within the city and or county of San Diego. So this would mean that the only local viable applicants for retail and delivery operations would be the 12 licensed retail operations in San Diego? Like I said there is already a ridiculous monopoly going on in San Diego out of the 12 shops that are open there are two gentlemen that own 6 of them. That is ridiculous if you ask me. I am not sure if there is some kind of special interest going on here or if these guys have influenced the city in some way but I ask that you take a second to think about how unfair this would be. There are local people applying for licenses all over the state that would be interested in applying for licenses in Chula Vista and they are not going to be happy to be left out of this. I attached the section from the ordinance below. Thanks e. Retailer, Non-Storefront Retailer, Manufacturer, or Cultivator City License must demonstrate one of the following: i. That at least one Owner and one Manager shall each have engaged in a minimum of twelve (12) consecutive months of lawful Commercial Cannabis Activity, within the previous 5 years, in a jurisdiction permitting such Commercial Cannabis Activity.months of lawful Commercial Cannabis Activity demonstrated must be similar to that allowed by the City License for which the Applicant is applying; or ii. That at least one Owner and one Manager shall each have a minimum of thirty-six (36) consecutive months of experience managing or operating a lawful alcohol or pharmaceutical business licensed and regulated by a state or the federal government. The 36 months of experience demonstrated must be of a type substantially similar to that allowed by the City License for which the applicant is applying.
