MINUTES OF A REGULAR MEETING
f OF THE PLAYING COMTIISSION OF THE CITY OF
CHULA VISTA; CALIFORNIA
Held March 2, 1953
The Planning Commission met in the Council Chambers of the City Hall on the
above date at 7:30 P.M. with the following members present: Wulff, Drew, Ramage,
Stewart, Poulter and Smith
Absent: Member Longworth
Also present: City Attorney Boyer, City' Planner Wagner and Assistant to City
Engineer Wheeler.
APPROVAL OF MIl`IUTES
Minutes of February 2, 1953,' meeting._ Member Poulter stated that it was his
understanding that the -plans approved ,for trailer. courts for Offerman and for
Littlejohn and Wesselink conformed- to.the proposed new trailer park ordinance as
, to minimum square footage per trailer space and other requirements.
City Planner Wagner reported that it was difficult to check the plans against
the proposed ordinance as it is under study for revisions, but the Offerman Court
runs between 850 and 1100"square feet .per trailer space and Littlejohn and Wessel-
ink's runs according 'to the ordinance as submitted at the time of approval. Member
Poulter stated-that he would continue a; "yes" vote 'on Littlejohn and Wesselink and
"no" on Offerman. ` Chairman Wulff declared minutes stand approved as corrected.
Minutes of February 16, 1953, meetin . Chairman Wulff pointed out the typo-
graphical error in the third paragraph under. heading of "Discussions of Future
Policies Governing Annexation". The first sentence should read t'...when annexation
occurs to the undeveloped land..,-fl instead of,' "...when annexation occurs to be.
undevelopedd and...11 Chairman Wulff declared minutes stand approved as corrected.
ZONE VARIANCES
C. J. Straughn, 562 National Avenue, requests, permission to extend M-f use 55
�y ft. into R-3 Zone on west side of National Avenue to construct a motel and to allow
, . units to be 10 feet from rearpropertyline instead of required 15.feet.

Member -Ramage stated he felt that 30 feet should be reserved at the rear of
.property for an alley. Member Drew would require 10 ft. rear yard as standard
throughout City. Member Poulter said Commission approved subdivision to the west and
with a street that goes all the way to 'H" Street but with no access to rear of
National Ave. Member Ramage stated that there is no place for businesses to unload
trucks at rear of west side of National Avenue, should no alley be provided. This
will cause the same condition as .exists on Third Avenue -- with yellow curbs for
loading zones.
City Planner Wagner suggested that a :turnaround be provided at the southern
terminus 'of the extension of the alley north of the Travelodge and an alley ex-
tended easterly to National Avenue.
It was moved by Member Smith, seconded by Member Poulter, that the variance be
granted but with the city's retaining a 15 foot rear yard. The motion was then amended
by Member 'Smith, seconded by Member Poulter, to increase the rear yard to 20 feet with
the westerly line at 180 feet. '
City Attorney Boyer suggested that the 20 feet be deeded to the City to hold
until an outlet is available. Chairman Wulff pointed out that the Commission must
be certain .this is what they want as it will set a precedent. Attorney Boyer sug-
gested that 20 ft. be required for the alley and a 5 foot rear yard be required.
Member Smith again amended his motion, seconded by.Member Poulter, to request 25
feet for an alley.
Chairman Wulff inquired: As National Avenue develops along the west side,
what will go in besides this motel? Charles Brown, representing Max Weinstock,
mentioned tentative plans for a bowling alley by still another developer.'
Member'Stewart inquired what chances were for determining the type of the rest
of the developments along this street? City Planner Wagner suggested laying the
matter over for two weeks or a month until the whole picture could be seen. Member
Drew agreed that the matter be tabled for further study and more information.
Charles Brown questioned the alley extending to the natural drainage swail on
the Weinstock property. He declared that he knows of no definite plans at this time
for the210 feet between the Weinstock property and the Travelodge.
Member Drew suggested the developers come in with some comprehensive plan for
the area so that the Commission can give more conclusive consideration. Chairman
Wulff called fora vote: In the event the Commission does require an alley, in-
formation should be brought to the Planning Commission to show the proposed de-
velopment for. the 210 feet adjacent to the property in question. The motion was
uanimously carried.
City Planner Wagner inquired if consideration can again be given. by the Com-
mission without additional f_ee: City Attorney Boyer answered that if someone makes
an appeal, it wil go to the Council and, if not appealed, the developers could file
an amended application based on new reasons and new evidence without further fee.
Charles Brown,offered the information that the escrow was extended to 45 days
pending the outcome of the request for a zone variance. Rex -Mounts asked that, if
both Straughn and Weinstock dedicate land for alley purposes, what assurance would
they have that an outlet would be provided?
It was moved by Member Ramage, seconded by Member Stewart, and carried, that
the matter be placed on the agenda for the March 16, 1953, meeting.
Max Weinstock, 56.8 National Avenue, requests permission to extend M-1 use 55
,(, a feet into R-3 zone on Ahe west side of National Avenue to construct a furniture
01store and warehouse and to allow the building to be built on rear property line
(with no rear yard).
It was moved'by Member Ramage, seconded by Member .Drew, and carried, that the
25 feet be dedicated to the City in the rear and that the--matter be placed on the
agenda for the March 16, 1953, meeting, awaiting new evidence.
Mrs. Margaret Carpenter, 211 Cypress Street, requests permission to continue
to operate child care center, which she has operated=since 1949 without knowledge
G� of violation of zone ordinance.
City Planner Wagner read two letters of protest -- one, dated February 23, 19532
from W. C. Reid, 210 Cypress Street and the other, dated February 26, 1953, from
H.M. Wilder, -342 Second Avenue. Mrs. Carpenter stated that she cares for only 18
to 20 youngsters at a time, although her State license permits up to about 23.

It was moved by Member Smith, -seconded by Member Poulter, that the variance
, be granted for the reasons stated in the application and with a time limit of Dec-
ember 31, 1955 -- also that no signs may be erected. The motion carried with the
following vote, to wit:
AYES: Members Ramage, Stewart, Poulter and Smith
NAYS Member Drew
ABSENT: Member. Longworth
Neil B. Dittenhaver, 146 "G" Street, requests permission to allow his widowed
sister, Mrs. B. . Brattain, to engage -in the business of dressmaking and altera-
tions in his home in an R-1 zone. It was moved by Member Poulter, seconded by Member
Stewart, and carried, that the variance be' granted until December 31,, 1955, for the
reasons stated in the application. Both Mr. Dittenhaver and Mrs. Brattain declared
no signs would be erected.
DISCUSSION = H.J. Tompkins Real Estate Sign Matter
Signs. Member Ramage protested the Tompkins billboard signs and also the
.small is gn pertaining to "radios" on the parkway strip on the west side of Fourth
Avenue between Davidson and "E" Streets.
It was moved by Member. Ramage, seconded by Member Smith, and carried, that the
Tompkins signs be protested formally by_the Planning Commission. City Attorney
Boyer stated that the matter should be handled by the Police Department. Member
Drew amended the motion to read that it is the recommendation of the Planning Com-
mission that the Police Department handle the matter, as the ordinance is being
violated.
FINAL MAPS
Pepper Tree Lane Tract No. 2 - H. Algert for Centex Corporation. It was moved
by Mem er Pointer, seconded y Member Ramage, and carrie di, that the final map be ap-
proved subject to final check by the City Engineers and that the corners at "Kit and
"J" Streets show property line radii. .
Pepper Tree Lane Tract No. 3 - H. Algert for Centex Corporation. It was moved
by Member Ramage, seconde y Member Stewart, and carried, that the final map be
approved subject to final check by the Engineering Department and that rounded cor-
ners be provided on ►'Kn Street.-
South Bay Unit No. 2 - This item inadvertently i.ncluded .in agenda. Approval
previously granted in October,, 1952.
Member Ramage left the meeting at this point.,
Kuebler Terrace No. 9 - H. Foster for L. C. Kuebler. It was moved by Member
Poulter, seconded y ember Stewart, and carried, that final map be approved subject
to final Engineering Department check.
Member Ramage returned to the -meeting at this point.

Rose View - H. Foster for L. C. Brewer. It was moved by Member Smith,
seconded by Member Stewart, and carried, that approval be -granted to final map
subject to correction of prints to show a 29.58 foot reservation at the east end
and 29.24 feet at the west end for a street -- also with utility. easements ex-
tending from the end of the turnaround on Murray Street to the east boundary of
the subdivision and extending along the east boundary of Lot A, a distance of 29.58
feet south of the south Boundary of the subdivision.
The remainder of the meeting was devoted to _discussion of recommendations to
the City Council regarding the proposed new Chula Vista trailer ordinance.

It was moved by Member Smith,' seconded by Member Stewart, and carried, that
the meeting adjourn at 11:30 p.m: to meet on Wednesday, March 5, 1953, at 7:30 P.M.
