HomeMy WebLinkAbout1953-03-04 PC MINS MINUTES OF ADJOURNED NMETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held March 4, 1953 The Planning Commission met in the Council 'Chamber at the Civic Center on the above date at 7:30 P.M. with Vice Chairman Poulter presiding and. the follow- ing members present: Poulter, Longworth, Smith, Stewart and Drew Absent: Wulff and Ramage Also present: City Attorney Boyer and City Planner Wagner CONTINUED DISCUSSION OF PROPOSED TRAILER ORDINANCE -City Planner Wagner outlined-additional suggested .changes offered by Mr. Grady, Health Inspector and himself. Special emphasis was placed on Section 12-h and Section 19. Member Smith asked for the conditions contained -in Title 8,=Article 3, Chapter 9 of the California Administrative Code referred to in Section 19. There was some limited discussion on• other sections followed by- a motion by Member Smith., seconded by Member Longworth, 'which carried unanimously, that the Planning Com- mission recommends to the City Council the adoption of the proposed trailer park ordinance with the recommended changes. There were representatives of the trailer park operatprs in the audience and they concurred in the Planning Commission's actions. Vice"Chairman Poulter asked to have the Commission's gratitude expressed to Mr. Grady for his help in the pre- paration of the ordinance. SAN DIEGO COUNTY PLANNING CONGRESS City Planner Wagner read letters from the steering committee of the San Diego County Planning Congress inviting the members and other city officials to attend a dinner meeting on -Thursday, March 19, 1953, in the Riviera.Room of the Grant Hotel. Mr. Wagner agreed to call the members regarding reservations, and to prepare a re- port on the Commission's activities as requested. Member Drew arrived at 9:50 P.M. DISCUSSION OF POSSIBLE =ONING OF I4ATIONAL AVENUE The Commission discussed the uses allowed in the M-1 zones and listed certain ones that appeared objectionable on National Avenue. It was agreed that -the City Planner mould catalog the various uses on National Avenue and further study the problem for a report at a later date. MEMBER DRELI'S STUDY OF THE CENTRAL BUSINESS DISTRICT The City Planner distributed copies of a plan for expansion of the central business district prepared-bY Member Drew. It was decided to lay the matter over until the mid-month meeting in order for the members to study the plan. SUGGESTIONS FOR FUTURE MEETINGS City Planner Wagner offered a suggestion that sub-committees to field-.check zone variances and subdivision plans, together with ,the Planner be appointed. Some members would find it difficult-to devote daytime hours necessary for this task. Those able to work with the Planner to recommend to-the full .body were Members Drew, Stewart and Poulter-. This matter is to be discussed again at the next meeting. REPORT OF CITY PLANNER ON ANNEXATIONS Due to the lateness of the hour and the length' of time needed for discussion on this subject, the matter waslaid over until the next tre eting. In the interim members will study the report of the City Planner. MATTER OF PROPOSED SUBDIVISION IN THE VICINITY OF SKEErEiATER SPRINGS Vice-Chairman Poulter described the proposed'Fred Hansen subdivisionriorth of Sweetwater Lake. It is planned to pump raw sewage up over a divide and down to 320 acres:-of agricultural land where it is "to be treated and the effluent dis- charged on the land, a portion of which contains-Sweetwater Springs, a tributary of Sweetwater Reservoir. He said the California Water and Telephone Company was strongly protesting this plan and felt the Commission also should in the interests of good planning practice. The City Planner read a copy of a proposed resolution requesting the City Council to take the appropriate action to prevent such disposal of the effluent in the Sweetwater Springs area. _ It was moved by Member Smith, seconded by Member Stewart, and unanimously carried that Resolution Number- 27 be approved and that City Planner Wager be pre- sent to represent the Chula Vista Planning Commission at a hearing by the ti°Jrater Pollution Control Board, Region No. 9, on Wednesday, March 11, 1953, at 7:30 P.M. in the Casa de Oro Elementary School. TOMPKINS SIGN MATTER City Planner.Wagner read .a le tter .from Mr. J. H. Tompkins to the Commission stating that he had been given the approval for a 221 x 201 sign set 3171n above the ground and requesting that this sign be approved as-an additional condition of the zone variance granted to him on August 4; -1952, for a lighted sign exceed- ing the maximum 12 sq. ft. It was the opinion of some members that this sign is not authorized. The matter is to be discussed again at the next meeting. STATE HOUSING CONFERENCE IN RIVERSIDE City Planner Wagner briefly outlined activities at the conference in Riverside on February 19 declaring that a complete transcript would be available for a future meeting. REPORT OF CITY PLANNER ON PUBLIC LIBRARY City Planner Wagner reported that a check with the Southern Title Company revealed that there are no restrictions on the present library site (grounds or .building that would prohibit the building of a new library elsewhere. The only condition is that any new library should have a plaque bearing the name "Carnegiell. Mr. Teiagner also reported that a- search of the records indicates that the landscaped area around the library has never been dedicated for park purposes so the disposition of -2- the property can be decided by the- City Council. He showed the Commission a map of the Civic Center area upon which he had laid out an area of 25,000 sq. ft. for a building with 25 setbacks, leaving an area of 9,500 sq. ft. for off-street parking. It was moved by Member Stewart, seconded by Member Longworth and unanimously carried that -the Planning Commission would approve the location of a new library building in the Civic Center area if it is determined by study that an addition to the present library is not feasible.
