HomeMy WebLinkAbout1953-05-18 PC MINS MINUTES OF A SPECIAL MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA: CALIFORNIA Held May.18, 1953 The Planning Commission met in the Council Chamber at the Civic Center on the above date at 7:30 P.M. with the- City Council, the City Planning Commission and City Council of National City and their administrative officials present. Coimnission members present were: Chairman Wulff, Poulter, Dreg., Smith., Stewart. Absent: - Member Longworth and Ramage. City Councilmen present: Mayor Logan, DeWolfe, Halferty, National City Planning Commissioners present:' Fred C. Petermann Chairman, Charles Anderson, Tom Crownover, Thelma Hollingsworth, Larry Freeman, Don Chase: Charles Campbell.. National City Councilmen present: J.P. McClure and George Parchen.- Also present from National City: City Manager Fred Rhodes, Police Chief Harry Smith, Don Newberry. Also present: City Administrator H.V. Bryant, City Engineer Floyd, City Attorney Boyer, Harbor Commissioners Coyle and Dillon and City Planner Wagner. MASTER STREET PLAN The meeting opened with a discussionof the Master Street Plan as proposed by National City for -a connection of First Avenue Extension with Euclid Avenue in San Diego to eventually connect with the State College area. Members of the Chula Vista Planning Commission complimented the National City Planning Commission on their efforts to effect an acceptable Master Street Plan. The members of the National City Planning Commission requested a con- nection of First Avenue with Third Avenue -south of 11K11 Street in order that south- bound traffic could travel from First Avenue down Third Avenue to the South Bay area and eventually the International -Border. They stated that they were con- cerned over the standards of the State Highway Commission regarding dead-ending of major street extensions and felt that funds would be more readily available . for construction if an extension were planned for. It was moved by Member Smith, seconded by Member Stewart, and carried, that the Planning Commission approves the request of National City Planning Commission for a route connection in the vicinity of First Street and "K"-Avenue to "L" Street and Third Avenue, thence southerly and, also, that' the National City proposed route between Division Street and 30th Street be approved,' and that a connection. from 30th Street with First Avenue in Chula Vista at the north city limits be requested of the San Diego County Planning Commission, Chairman Wulff requested City Planner ?Nagner to contact.the San Diego County Planning Director, Dr. Willis Miller, on this matter. DISCUSSION OF HARBOR DEVELOPMENT ' City Planner Wagner showed the new recommended map of Harbor development ap- proved by the Chula Vista Harbor Commission, showing the network of 300 foot wide streets and a recreation area and, after some discussion, Chairman Wulff requested -� that copies of the plans be sent to the National City Planning Commission as well as their City Council for study. Col. Dillon and Mr. Coyle, Harbor Commissioners, who were present, agreed to expenditures from the Harbor Commissionerts fund for - this purpose. Chairman- Peterman of the National City Planning Commission, stated that their Commission would make a studyof the recreation area as soon as .possible after receipt of the maps. City Administrator Bryant made reference to brochures that had once been prepared for harbor-development and a recreation area while the matter was under advisement with a Congressional Committee. He said he would at- tempt to locate copies of the brochure for additional study. Harbor Commissioner Coyle wondered if perhaps it might not be better to have the map approved by both the Chula Vista Planning Commission and City Council before being sent 'to National City. It was agreed that maps could . be sent prior to the final approval in order to allow time for advance study. After receiving the thanks of Chairman Wulff and Mayor Logan for their participation in the most interesting discussion, the National City delegation left the auditorium. REPORT OF CITY PLANNER ON APPEAL OF PLANNING COMMISSION APPROVAL City Planner Wagner reported to the Commission on the appeal of approval of lot split for May Grube on Corte Maria Avenue, stating that after a con- ference with City Attorney Boyer, it was agreed that Mrs. Grube would fill out a regulation, zone variance request and appear at the next regular Planning Commission meeting. DISCUSSION OF SHAPOV VARIANCE APPEAL City Attorney Boyer and City Planner Wagner read a discussion on the appeal of the denial of the Shapov variance, stating that a report is necessary to the Council on the matter and stating-that the special committee to study land use would have its report available for the meeting of June 1, 1953. LETTER OF MESIGNATION City Planner Wagner read a letter of resignation from Member Cy Ramage, who expressed regret that, due to other activities, he was unable to tontine as a Planning Commissioner. Chairman Wulff requested the City Planner to state their regret at losing Member Ramage and cautioning him to send a similar letter to the City Council® LETTER FIM THE SAN DIEGO COUNTY PLANNING CONGRESS City Planner Wagner read an informative letter and a resolution offered by the San Diego Planning Congress for adoption by ,all of the cities in the metro- politan area requesting San Diego County Planning Commission and the Board of Supervisors to authorize official zoning and subdivision standards for the fringe areas around each of the cities. It was moved by Member Stewart, seconded by Member Smith, and unanimously carried, that the Planning Commission recommends approval and adoption of. the resolution by the City Council. -2- ADJOUR?19-,"NT It was moved by Member Poulter, seconded by Member Stewart, and unanimously carried that the meeting adjourn at 10:30 P.M. o� 4itFredE.
