OF THE PLANNING COMMISSION OF THE CITY
OF CHULA VISTA' CALIFORNIA
Held Monday, June 151 1953.
The Planning Commission met in the Council Chamber at the Civic
Center on the above date at 7:30 P.I.-T. with the following Members present:
Wulff, Drew, Stewart,;-Sr3 i thittd.cPoulter.
Absent: Member Longworth.
Also Present: City Attorney Boyer, City Planner Wagner and Assistant to
City Engineer' Johnson,
APPROVAL OF MINUTES
It was moved by Member Stewart, seconded by Member Drew, and carried,
that the minutes of the meeting held June 1, 19,53, be approved.
PETITION
City Planner Wagner read a petition signed by owners of property on
Third Avenue from ItE" Street to Highland Avenue, desiring rezoning of area
to commercial. At the request of Chairman Wulff, City Planner Wagner then
reviewed the status of the Shapov variance which was denied by the Co- ssion,
and which denial was upheld by the Council; he also reviewed the stand taken
by nearby property owners who .objected to making a commercial zone of this area.
Present in the--audience were a number of property owners, among them:
Mr. Regler., owner of property in the 100 block on Third Avenue, who inquired
whether or not the Shapov appeal was a means of. putting a stop to zoning
_ Third Avenue Extension for commercial purposes. Chairman Wulff informed Mr.
Regler that the Committee appointed for the purpose of studying rezoning
this area had not as yet reported. Member Drew suggested that only that
portion of Third Avenue which lies between OD" and "E" Streets be rezoned
to commercial. Member Poulter added that this might be a good time to inquire
as to the reaction of these property owners to widening 11E Street to 100 feet.
Mr. W. 0.. Smith, owner of property at 78 Third. Avenue, stated that he felt
if this strip -were- changed to commercial, it should be all the way down the
entire extended portion of Third Avenue, as, being an entrance to the City,
this is a natural place for business.
Mr. Mears, 110 Third Avenue, added that with traffic so heavy on this
street, it is logical to zone it for business,
Mr. Currier' 114 Third Avenue' believes that., with present traffic con-
ditions, using private driveways is practically impossible.
11>>r. J. C. French, 162 Third Avenue' is in favor of widening "E" Street
down to Third Avenue.
-Mr. Roland Dickens, 305 IV' Street, stated that if Thir6 Avenue was
widened, i would take offpart of his house. Traffic menace has already
caused six cars to run into his home within recent months. Previously. Mr.
r Dickens attempted to fight commercial zoning, but now believes that it is
; .�`;, the only answer.

Herb Davies, 301 Third Avenue, indicated that Third Avenue Extension
J is nothing but a speedway and many accidents have already occurred.
/ Mr. Morgan, who contacted the property owners ,with the petition and,
speaking for said property owners., indicated they ,*Ould prefer not to live
on the street and that commercial zoning is desirable. Mr. Morgan added
that a supermarket, for instance,, would give a greater amount of revenue
to the City than would private residences p- he -felt that a single business
costs the City less in police and fire protection than would several resi-
dences. Member Drew said that, from a planning standpoint, the shoestring
idea of commercial zoning is not practical.
It was moved by Member Poultera. seconded by Member Stewart, and carried,
that the petition and evidence be given to the Committee and that considera-
tion and further study be made of commercial zoning only that portion of
Third Avenue which lies betareen I'D" and IfE'l Streets.
Mr. Massey, 138 Third Avenue, stated that a tremendous amount of traffic
prevents selling these homes to anyone but those interested in commercial
enterprises.
Member Drew inquired of fllr. Yorgan whether or not he had contacted the
Fredricka Home and was informed that they had given anti er neither one -way
nor the other; that they are interested only in the welfare of Chula Vista.
Mr. W. 0. Smith added that., because of the condition of the soil,
building homes on Third Avenue Ertension is objectionable.
City Planner Wagner informed the Commission that Mrs. Lees, a property
owner who was not present at the meeting, appeared at his office this day
objecting to the heavy concentration of traffic; she felt that the petitioner
indicated freeway conditions.
City Planner Wagner presented a map to show the proposed supermarket
layout. Member Poulter brought up the question of drainage which will
eventually be an engineering problem of the City. He added that the supermarket
enterprise should be handled by a private engineering firm which should look
into the matter, subject to final check by City Engineers. Member- Poulter
'indicated that City Planner Wagner should suggest to the owners that they have
elevation and drainage plans drawn up as well as a formal request, to plead
their case.

Discussion of future zoning of Tidelands areas. City Planner Wagner
passed out maps of the Tidelands area and read a letter from Member Drew
reporting on the area which would restrict the types of businesses which
would be undesirable to have near the recreational area. -Member Drew sug-
gested a new M-3 zone; applicable to waterfront use. The matter was originally
referred by the Tidelands Commission to the Council; the Planning Commission
wishes only to make recommendation at this time.
: It was moved by Member Drew that the Planning Commission approve this

recommendation, and also that it be submitted to the Harbor Commission for
study and comment. The motion lacked a second.-
Member Stewart stated he felt too much allowance was made for streets
on this plan,
It was moved by Member Poulter' seconded by Member Drew, and carried,
that the plan be tentatively approved for addition to the Master Street Plan
study and, in general, the Commission approves the layout of, important de-
velopments by the Harbor Commission and that such plans be 'included in the
street pattern as shown on the master street plan.
Member Stewart added that''the Commissionts recommendation be that the
recreational and small boat area and limited manufacturing zone be increased,
inaccordance with the December 23 letter of Member Drew.
Discussion of new location for City Shops. The suggestion that the matter .
of that portion of City owned property just above Eucalyptus Park be used for
City Shops came up at the last Council meeting. The Planning Commission wished
to go on record as contending that the Eucalyptus Park area is not a suitable
location for the City Shops. The Commission feels that the City Shops should
be located in a central location.
Discussion of possible rezoning of the southwest corner of Eucalyptus
Park for limited industrial use. It was moved by Member Stewart, seconded
by Member Drew, and carried, that no portion of the 'park and .surrounding city-
owned
ityowned area be rezoned for commercial or industrial use.
Report of Planner on luncheon meeting of Board of Directors of San Diego
County Planning Congresso
City Planner Wagner reported that the subject of trailer parks occupied
the major portion of the discussion. He stated that the California State
Housing Commission had been asked at theRiverside conference why it enforces
the State Housing Act provisions that cannot apply to trailers and yet con-
dones the State Trailer Park Act which does not conform.to the HousingAct,
and"they finally admitted they had no answer. The Planning Congress felt that
the matter should be placed on the future agendas, such as zoning nomenclature,
subdivision and sewage committees. A study should be made to come up with an
answer as to how to justifiably accept trailers as .a mode of living. This
means that State minimum laws must be clarified,
PETITION
A petition signed by 700 property owners in the vicinity of First Avenue,
protesting its use as a north-south connection with through traffic, was read
by City Planner Wagner. Member Drew felt that First Avenue would be used
mostly by those motorists going through the City, and wouldn't do Chula Vista
any good. National City simply stated, in their joint meeting with Chula
Vista, that they would not get State aid without Chula Vista's Cooperation.
Member Drew also felt that with four north-south main streets through Chula
Vista, chances for State aid on Highway 395 east of the City of Chula Vista
,1-7) would be hurt. City Planner Wagner stated that Rep. Cloyed' who was in his
office this day, said that the future of the Highway 395 Extension is unknown
at this time. Member Drew said one of the main objections raised by property
oxrn.ers on First Avenue was the loss of the trees when and if the street is
widened.
Member Poulter suggested that a Committee representing the 700 petitioners
sit down with the Planning Commission to get the Commiss ionts views on the
matter. City Planner 'Wagner mentioned that it might be possible to set aside
a meeting, such as the second one in July, for the purpose of discussion on
this matter.
City Planner Wagner presented a map to the Commissioners, showing the-neces-
sity of cutting through the Helmsts and Higgs's properties. He added that City
Engineer Floydts estimate for the vtiridening of "E" Street was 6100,000.00, and
that funds were to be scheduled "out of gas tax monies over a period of years to
complete the job so as not to tie up all of the funds for any one year,,
Member Poulter moved that the matter be tabled until such time as public
hearings can be held. The motion failed to carry for 1a.cl: of a second.
It was moved by Member Stewart, seconded by Member Poulter' and carried,
that the petitions be filed vrith the data being compiled on this subject to
be considered in connection with the study for the Master Street Plan and that
due consideration be given all petitions that have been submitted.
REPORT OF ACTIVITIES OF PLANNING COMTJISSION FOR 1952-1953.
City Planner Wagner read a resume of activities and actions taken by the
Planning Commission during the year 1952-1951, It was moved by Member Drew,
seconded by Member Poulter' and carried, that -tie report be adopted.
APPROVAL, OF MPORT to City Council on Appeal of Zone Variance to May M. Grube,
City Planner Wagner read the reasons to uphold the Planning Commissionts
decision_ on this matter to present to the Council before their public hearing
on July 1�i... It vias moved by Member Poulter, seconded by Member Stewart' and
carried, that the report be approved.

Chairman V'Tulff stated that, in leaving the Commission, he wished to remind
them again of the discussed proposed rezoning of portions of National Avenue
from 11.1-1 to C-2 and also that Mr. J. D. Peters is still interested in the ex-
tension of Madrona Street through to Fourth Avenue, and that something should be
done in the near future. In addition, Chairman Wulff expressed his appreciation
for the Commission's cooperation during his chairmanship.
