OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Wednesday, September 30, 1953
The Chula Vista Planning Commission met on the above date at 7:30 P.M. with
the following Members present: Stewart, Smith, Farris, Mohr, Drew.
Absent: Members Poulter, Longworth. Also present: Chief Administrative Officer
Floyd, Asst. to City Engineer Johnson, City Planner Wagner.
Chairman Stewart opened the meeting by requesting the City Planner to read
the letters from the County Planning Commission and to describe the maps of Country
Club Park and Sterner's Subdivision.
TENTATIVE MAP - Country Club Park.
After lengthy,discussion as to the effect of this type of subdivision adjacent
to the southeast City limits, Member Drew suggested that the County Planning Com-
mission be advised that the recently annexed Country Club Villas bordering the
proposed Country Club Park to the north, is required to have homes with a minimum
of 1,200 sq. ft. exclusive of garages, and that lots are required to have 7,000
sq'# ft, with a minimum of 70 ft. frontage.
Chief Administrative Officer Floyd stated that now is the time to require the
proper improvements in the tracts rather than to force the individuals to pay-$500
to $600 per lot, or more, at a later date when and if annexation takes place.
Member Mohr.�stated that he believes the only access to the subdivision is through
1111 St. or Hilltop Drive, which at the present time is not dedicated. Chief Adminis-
trative Officer Floyd, when asked by the Commission members if sewers were available
in the area, stated that they were of course by annexation, and that cesspools and
septic tanks should not be allowed.
Member Drew stated that, in his opinion, the Real Estate Commissioner should
require notification on the sale of any piece of property in the tract, if it is
developed in the County and not.annexed to Chula Vista, that in the event that the
area is ever annexed to Chula Vista, that the improvements would have to be brought
up to Chula Vista standards at the individual-Is expense.
Present in the audience were Mr. Richard Donovan and Mr. Otto Vought, who
viewed the map. her. Vought claimed ownership of the property;to the west of the
proposed subdivision and stated that the west one-half of the proposed opening of
Hilltop Drive was part of his property and he would resist the attempt to open up
his portion of Hilltop Drive unless a higher type subdivision were approved. Mr.
Donovan expressed himself in like manner with regard to the north one-half of the
proposed 1.111 St., which indicated that unless the subdividers dedicate the entire
width of the street on their own property, or a 60 ft. street on their own property,
that there will be no legal access from Chula Vista to the development.
It was moved by Member Smith, seconded by Member Farris, and unanimously carried,
that City Planner Magner represent the Chula Vista Planning Commission at all neces-
sary hearings and to request the County Planning Commission at the October 5th
meeting to postpone approval of this map of Country Club Park until their meeting
i of October 23rd, and further that the City Planner request information from the
County Planning Commission and staff as to what is anticipated for development of
this area through the fringe area studies requested by the Chula Vista City Council,
as requested in their Resolution #1437 adopted June 9, 1953, copies of which were
forwarded to the County Board of Supervisors, and further that the City Planner
agitate action on the part of the Subdivision Standards Committee of the San Diego
County Planning Congress with respect to the difference between County subdivision
standards in the fringe areas and Chula Vista City subdivision standards, and
further, that this action is taken at this special meeting called for the purpose
of discussion of this map., which appears to have a direct effect on the future
programs for annexation to the City of Chula Vista; and that the Commission feels
that, in view of the fact that sewers are available through annexation, that this
type of development is to be considered definitely detrimental to recently annexed
exclusive properties, as -well as all properties in the southwest portion of the City
of Chula Vista.
It was mutually agreed that Mr. Johnson would check into the sanitation problems'
Member Mohr would check into the access problems,- Chief Administrative Officer Floyd
would check Veteran's Administration and that the City Planner would check with the
County Planning Congress and attempt to ascertain the effect of this type of sub-
division on other properties in Chula Vista in this area.
TENTATIVE MAP - Sternerts Subdivision.
It was moved by Member Mohr, seconded by Member Smith, and unanimously carried,
that the City Planning Commission of the City of Chula Vista feels that it is
desirable that the subdivision meet the standards of the City of Chula Vista with
respect to improvements., even though the Commission realizes that sewers are not
available in this area.
DISCUSSION - First Avenue Protest at the September 28th Meeting.
City Planner Wagner and Major Floyd reviewed for the Commission the activities
resulting from the First Avenue Association's protests at the meeting, after which
followed lengthy discussion, and it was generally agreed by the Commissioners that
any attempt to widen First Avenue south of "E" St. should be abandoned at this time.
It was moved by Member Smith, seconded by Member Farris, and unanimously carried,
that City Planner Wagner be authorized to prepare a final map for a Master Plan
of Major Streets showing the following: (1) the proposed routing of the north-
south inland freeway lying east of the City of Chula Vista (2) an extension of First
Avenue north of "Et' St. (3) a reverse curve with sufficient tangent at First Avenue
to connect Bonita St. with "Ell St. (4) an extension of "H" St. from Hilltop Drive
. easterly to a connection with the proposed freeway. (5) an extension of "J" St.
easterly from Claire Vista to a connection with the proposed freeway and thence
easterly toward the mesa land of the Otay Ranch. (6) a reopening of "L" St.
between Third Ave. and Country Club Drive and extension easterly from Hilltop Drive
to a connection with the proposed freeway and Telegraph Canyon Road. (7) an
extension of Hilltop Drive southerly of "L" St.
The City Planner requested clarification from the Commission as to whether or
not 80 ft. rights-of-way would be sufficient for the proposed openings.
It was moved by Member Smith, seconded by Member Farris, and unanimously carried,
that for the purpose of the Master Street Plan, 80 ft. rights-ofway are sufficient
at this time.
