MINUTES OF A REGULAR ADJOURNED MEETING
OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, October 19, 1953
The City Planning Commission met in the Council. Chamber at Civic Center at
7:30 P.M. on the above date with the following Members present: Stewart, Poulter'
Drew' Mohr' Farris. Absent: Member Smith. Also Present: City Planner Wagner.
APPROVAL OF MINUTES
It was moved by Member Poulter, seconded by Member Drew, and unanimously carried
that the minutes of the meeting held October 5, 1953 be approved, copies having been
mailed to each Member.
LETTER - James Brehaut, 821-A Colorado Ave.
City Planner Wagner read a letter from Mr. Brehaut, requesting interpretation
of Section 99 Ordinance No. 398 as to whether or not a pet shop is considered al-
lowed in a C-1 zone. It was agreed that the matter be tabled, since no one was
present in the audience to further explain exactly what was desired.
DISCUSSION - Rezoning Geyer property - Third Ave. north of Mankato St.
Mr. Shraeder, representing Ace Markets-, was present in the audience and presented
a map of the proposed market. A general discussion followed.
DISCUSSION ® Amended Application for Variance at National Ave. & "Ht' St.
Mr. Brorson representing Mr. Abe Rubin; owner of the above-mentioned property
appeared to request an extension of time on a variance granted in April,, 1953 for
a market, said variance having expired. After a brief discussion, it was moved by
Member Farris, seconded by Member Mohr and unanimously carried, that privilege be
granted for an amended.varianee application to be submitted with no dharge except, .
a $6.50 publication fee.

TENTATIVE MAP - Cook Property - County territory east of Hilltop Drive.
City Planner Wagner presented a tentative map for the Commissionts recommenda-
tions, and read a copy of a letter which he had forwarded to the County Planning
Commission_, outlining City of Chula Vista subdivision requirements. It was unani-
mously agreed that Mr. Wagner address another letter to the County Planning Commis-.
sion recommending that Pepper Tree Drive be widened to 60 ft.
REPORT - Country Club Park Tentative Map.
City Planner Wagner reported.that the City Council has agreed to annex the
property southeast of the City limits and the subdividers have agreed to meet cer-
tain City subdivision requirements as follows: curbs and gutters, but no sidewalks'
sewer laterals and mains, but no off-site or pumping station costs. Mr. Wagner
further reported that at the present time negotiations are underway with the County
as to a plan for future sanitary facilities to Castle Park and Harborside. After a
general discussion, Member Mohr stated that the Chula Vista Star should be congratu-
lated for its factual and unbiased presentation of the whole issue.
REPORT - Regarding Council Action on Recommendation for Harbor Expert.
City Planner Wagner reported to the Commission that the City Council was divided
in its opinion on the hiring of a .harbor expert; two feeling that it might be unwise
to hire an expert at this time since the Senate Interim Committee is coming into this
area for survey work on such matters' and the other felt that the recommendation was
a good one. He further stated that a letter from Assemblyman Cloyed was read to'the
Council asking for the appointment of a Councilman to represent the City of Chula
Vista and work with the Interim Committee, Member Drew stated that in his opinion.,
the City should have an expert to study the City's needs and report to' the Committee.
Mr. Wagner stated that the City of Coronado has annexed lands into the middle
of the Bay and that they have suggested that Chula Vista do the same and -ineet their
line.
REPORT - On Resignation of Member Longworth
Mr. Wagner reported that the- City Council Lias accepted a letter of -resignation
from Member Longworth and instructed each Councilman_ to bring in names for recom-
mendation at their next-regular meeting.
APPROVAL - Corrected Master Street Plan Map and Report.
City Planner Wagner presented copies of the June 1952 report and the present
report on the proposed Master Street. Plan, and reported that both the National City
Council and Planning Commission have approved the Three-point Highway Program and
sent their recommendation to the San Diego County Planning Commission, and that the
City of San Diego is preparing.a report for the possible routing through San Diego. '
After a general discussion in which the Members"agreed unanimously that the preliminary
plan meets.with their approval., it was moved by Member Drew, seconded by Member Poulter
and unanimously carried.,, that the first Public Hearing be held Monday., November 16.,
1953 at 7030 P.M.
HARBORSIDE REZONING.
City Planner Wagner reported that the matter wiLl be finally resolved at a
meeting to be held Tuesday, October 20 at 2000 P,M. and that the City Council had re-
quested him and Councilman Riesland to attend this meeting. He further suggested that
it would be well if as many Members as possible could attend the meeting.
DISCUSSION -,Proposed.New Zone Plan and Ordinance.
Due to the lateness of the hour, a general discussion was held and no action
taken.
ADJOURNMENT
It was moved by Member Poulter., seconded by Member Farris and unanimously carried,
that the meeting adjourn, sine die at 10:45 P.M.
