HomeMy WebLinkAbout1953-12-21 PC MINS r MINUTES OF A REGULAR ADJOURNED MEETING OF THE PLANNING COMMISSION OF THE CITY OF CWLA VISTA, CALIFOWIA Held Monday, December 21, 1953 The Chula Vista Planning Commission met in the Council Chamber at Civic Center at 7:30 P.M. on the above date with. the following Members present: Stewart, Drew, Poulter, Smith., Mohr, Farris. Absent: None. Also Present: City Planner Wagner. APPROVAL OF MINUTES It was moved by Member Smith, seconded by Member Farris and unanimously carried, that the minutes of the meeting held December 7, 1953 be approved., copies having been mailed to each Member. MAYOR'S COMMITTEE ON ZONING Mr. "Tag" Underwood, representing the Mayorts Committee appointed to study the rezoning of the City, appeared before the Commission and presented their recommendations, said recommendations being on file in the office of the City Planner. After a dis— cussion, in which both the Commission and the members of the committee participated, Chairman Stewart thanked Mr. Undert►ood and the committee for a very commendable job and stated that the Commission would.make intensive studies on the recommendations. a REPORT OF MEMBER DREW — First Ave. Assoc. Committee meeting. Member Drew reported that the special committee from the Commission met with a committee from the First Ave. Assoc. on December 10, 1953, and that nothing new was brought out at that meeting.' He stated that he thought the First Ave. Assoc. was con— vinced that the Commission had no ulterior motives in choosing First Ave. as an access road, but that the sense of the meeting was' that there be no improvements of any kind on First Ave. and that Bonita Road not be continued to the east. Member Mohr stated that there were also objections to the "Ln Street extension from Third Ave. to Country Club Drive and that the First Ave. committee was asked whether they would ever consider those items and they stated they would not consider any change. Mr. Mohr suggested the following: Take "Ll' St. from Third to Country Club and with further extension from Country Club area easterly to 395 extension and Telegraph Canyon Rd. (The one objection is that truck traffic would take "Ln St.) Therefore, propose the possibility of Telegraph Canyon Rd. veering off southerly to Palomar St, as a truck route and still leave nLu St. extension on the plan; Bonita T3. — possibly "Ell St. should be out through to Bonita Rd.; First Ave. Exten— sion— for the benefit of Chula Vista as. a whole., the First Ave. Extension north should be dropped from the Master Street Plan primarily because there has been a' great amount of dissention, and in his opinion, it is hurting all property owners on First Ave. and property has taken some devaluation. Mr. Mohr stated further that if the First Ave. Assoc. would get behind the proposed 395 Extension with as much support as they have given to opposing First Ave. Extension, it would be very desirable for the com— munity. Chairman Stewart added to Member Mohr's comment with the statement that if the people will get behind the 395 Extension., the City will have an excellent chance of getting it put through. Member Smith stated that "Lu Street should be brought through, but that at this time there is no advantage in carrying out First Ave. Extension and Bonita Road opening* Member Drew stated further that regardless of what is done now, eventually First Ave. Extension will be made when National City gets ready to cooperate, and that it will be necessary to correct the Bonita Id. situation. Member Farris stated that First Ave. Extension could be deleted if 395 comes through, but that eventually the Bonita Rd. connection will have to be made. He sug— gested that it might be a good idea to eliminate the development of property on "Ell St. and recommended that the northerly extension of First Ave. be dropped at this time, but that consideration should be given to an "Ell Ste extension to Bonita Rd. Member Drew stated that if, at any time in the future, National City provides a suitable connection with First Ave., he will vote for that connection. It was moved by Member Mohr, seconded by Member Farris that the proposed Master Street Plan be amended as follows: (1) that Telegraph Canyon Rd-'which is in— dicated as intersecting on 395 extension at 1111 St. be relocated to point South approximately at Palomar St. as a proposed truck route. (2) that the Bonita Rd.— "Ell Ste reverse curve be eliminated, but that "Ell St. be extended beyond the City limits to Bonita Rd. (3) that First-Ave. improvement as indicated on the Master Street Plan be deleted in total. The motion failed to carry by the following vote' to-wit: AYES: Members Stewart, Mohr, Farris. NOES: Members Smith, Drew, Poulter. ABSENT: None, City Planner Wagner suggested that the new motion should state exactly what was to be shown on the new plan and that the motion should also state that all prior actions be considered null and void so as to clear up the matter of conflicting motions that have never been rescinded. It was moved by Member Drew that the Master Street Plan show streets on the waterfront and an extension of "L" St.s superceding all other plans. The motion failed for lack of a second. It was moved by Member Drew that the Master Street Plan include the following: extension of "L" St. easterly to a proposed 395, streets on the waterfront as delin— eated on the present map, a connection from Telegraph Canyon Rd. westerly for truck route approximately along the line of Palomar Ste to the Bayfront. The motion failed for lack of a second. It was moved by Member Mohr that First Ave. Extension and Bonita lid.—"E" Ste reverse curve be eliminated from the Master Street Plan. The motion failed for lack of a second. It was moved by Member Smith, seconded by Member Mohr and 'unanimously carried, that the Master Street Plan be rejected, and that further study be given the three —2— major points of discussion: (1) Improvement of First Ave. (2) Bonita Rd.—"E" St. reverse curve and (3) Tie—in to Telegraph Canyon Rd. -After some discussions by the Members of the Commission on the points in question, it was moved by Member Smith,,seconded by Member Mohr and unanimously carried, that the "E" St.Bonita Rd. reverse curve be eliminated from the Master Street Plan. It was moved by Member Mohr, seconded by Member Farris and undnimously carried, that First Ave. Extension. north of "Ell St. be eliminated from the blaster Street Plan. It was moved by Member Smith, seconded by Member Farris and unanimously carried, that a field trip be made to -study the Palomar Sto truck route from Telegraph Canyon Rd., at 3:00 P.M. on Wednesday, December 23, 1953. NOTE: Member Poulter did not vote on the three previous motions and was in— o med that a refusal to vote indicated an "Aye" vote. APPROVAL OF REPORT TO COUNCIL — South Bay Development Co. Upon completion of the reading of the report by City Planner Wagner, it was moved by Member Smith, seconded by Member Farris and unanimously carried, that the report of the South Bay Development Co. zone variance to the City Council be approved and the Chairmants signature affixed thereto. This having been accomplished, the report was ordered sent to the City Council. ANNEXATION OF PORTIONS OF SAN DIEGO BAY City Planner Wagner informed the Commission that he. had been requested by Chief Administrative Officer Floyd to represent the City at the meeting of the San Diego County Boundary Commission at 9:00 A.M. on Tuesday, December 22, 1953, at which time the Commission would consider the approval of a map, with legal description, of a' proposed annexation of the Tidelands and Bay Area out to the Coronado City line. Mr. Wagner stated that he had been informed that a petition seeking annexation of the identical territory beyond the Pierhead Line to the City of San Diego was also -to be considered at the same meeting. He urged that all Members of the Commission who could possibly arrange it, attend.
