OF THE PLANNING COM-MISSION OF THE CITY OF
e CHULA VISTA, CALIFORNIA
Held Monday, January 21', 1952
The Planning Commission met in the Council Chamber at City Hall on the above
date at 7:30 P.M. with the following Members present: Wulff, Poulter, Drew, Smith,
Stewart, Halferty. Absent: Member Ramage.
Also Present: City Attorney Boyer, City Planner Wagner, Asst. City Engineer Wheeler.
APPROVAL OF MINUTES
It was moved by 1,fember Halferty, seconded by Member Poulter, and carried, that the
minutes of the meeting held January 7, 1952, be approved, copies having been mailed
to the Members.
ZONE VARIANCE
John L. Hoffman, 587 Third Avenue, requested a variance to allow a 15 ft. rear
yard instead of the required 25 ft., in an R-3, zone. It was moved by Member Stewart,
seconded by Member Drew, and carried, that. the variance be granted for the reasons
stated in the application, on the basis of a 15 foot setback from the rear line.
GENERAL DISCUSSION - Zoning, Subdivision and Street Problems.
There was a large audience present made up of various realtors, contractors,
builders, bankers, etc. who had been invited to attend the meeting in order to discuss
with the Planning Commission the Master. Street Plan, Financing and Subdivision and
Zoning Restrictions. The discussion was as follows:
Herb Tompkins, Realtor. Iv2r. Tompkins questioned the wisdom of the proposed road off
Te egraph Canyon to "L" Street, stating that at present "J" Street is not too heavily
travelled, and that the proposed road would cut through several pieces of property,
making it difficult to develop said property.
Fred Wagner, City Planner. I:Ir. Wagner stated that the road would serve principally
as a main access through "L" Street to connect with Third Avenue and the downtown
business district, National Avenue and the Montgomery Freeway, and that it would
border a possible future City Park to be located in a portion of Lots 13 and 14 of
Quarter Section 1405 and a portion of Lots 9, 15 and 16 in Quarter Section 121. Mr.
Wagner further stated that the property which the road would go through is not too
suitable for building.
Wilson Wied, Property Owner. Mr. Wied inquired what is to be accomplished by dividing
1 mile squares into narrow through streets North and South or East and ;Vest. He
stated that, in his opinion, it would tend to promote 'a, dangerous situation through-
out the City. IIr. Wied suggested leaving each 1/4 mile square as a residential area
and staggering the streets either North and South or East and West to preserve the
country atmosphere for which Chula Vista is- so well known.
Member Smith. Idember South stated that there would be a big problem with utilities
i?the street plan was reversed, and that it would be very confusing to out-of-town
visitors looking for an address.
Bob Miles, Contractor. Ifr. Miles asked if there could be some steps taken in oVer-
all street planning to provide some means, either by condemnation or dedication of
property, of obtaining the necessary ground to get a 60 foot street out of 170 feet
of property with, a banjo turn.

Herb Tompkins, Realtor. Mr. Tompkins inquired what the Planning Commission procedure
will be on adoption of the Master Street Plan. City Planner tiragner stated that there
would have to be two public hearings before. the Commission and one public hearing be-
fore the City Council before final adoption.
Wilson tidied, Property Owner. 14r. Wied questioned the fairness and desirability of
burdening the small subdivider with the entire cost of putting in a street. He asked
why it could not be possible to accept dedication of property for a future street,
leaving the completion of paving and improvements until such time that the entire
right-of-way is acquired, thereby aiding the subdivider in his financing. He suggested
that where a street does not go all the way through and will not go through in the
immediate future, it would be desirable to accept .dedication of perhaps a 30, 40 or
50 foot strip, leaving it unimproved, stating that the City would collect a substantial
amount of revenue until improvements are made through taxes on the newly developed
property which could be used to put in the improvements. Mr. Itlied estimated that the
City would collect between X150.00 and $200.00 per lot from his proposed subdivision
of 45 lots.
Administrative Officer Bryant. Mr. Bryant stated that he would like to correct the
impression of large revenues to be collected by the City from unimproved streets. Ac-
cording to latest figures, the City would realize approximately $35.40 per lot.
J. D. Light, Contractor. Mr. Light stated that he felt that by taking dedication of
land for future street improvements, the City would be protected.
Mrs. Delores Hiller, Realtor. Mrs. Miller'stated that she felt that by lessening the
number of intersections, the traffic problem along National Avenue would be relieved.
Member Drew. Member Drew asked whether or not a street between two zones (possibly
Fund R-3) is considered to be a suitable :separation for the two zones from a
financing standpoint.
William Eckhart, Banker. ' Mr.- Eckhart stated that in his opinion such a separation
would be satisfactory.
lsT. R. Corey, Contractor. Mr. Corey stated that he believed a 60 x 100 ft. lot was
an adequate size lot for the ordinary residence.
Member Drew. lsiember Drew stated that, in his opinion, an R-3 zone should be used en-
tirely for R-3 development, but that some subdividers are placing one residence on an
R-3 lot and the omer would probably be in for a zone variance later to reduce side
yard or rear yard to put another unit on his lot.
Mark Money, Realtor. Mr. Money stated that he felt that reducing the square footage
per lot would definitely detract from the prestige of Chula Vista in future years.
Herb Tompkins, Realtor. Mr. Tompkins suggested that a plan for street improvements
e worked out in a similar manner to that which is being used for sewer improvements,
to help the financing problem.
George Johnson, County Planning Commission. Mr. Johnson stated that the thought
which the Chula Vista Planning Commission..is giving to the 1.1aster Street Ttlan is very
commendable, and that the County will give complete cooperation to the City of Chula
, Vista Planning Commission.
The Chairman asked if there were any others in the audience who wished to enter
into the discussion. There being none, the discussion was dedlared finished.
PUBLIC HEAPING - Resolution N-0. 20, Amending Zoning Ordinance No. 398.
It was moved by Member Smith, seconded by Member Stewart, and carried, that the
proposed amendments to Ordinance No.' 398 be placed on first public hearing, to be held
Monday, February 4, 1952.

It was moved by TJember Poulter, seconded by Jrember Smith, and unanimously carried,
that Chairman Wulff and City Planner vfagner receive a vote of thanks for their splendid
thought and handling of the entire meeting.
