_ OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, April 7, 1952
The Planning Commission met on the above date in the Council Chamber at City
Hall- at 7:30 P.M. on the above date with the following Members present: Poulter,
Dregs, Longworth, Halferty, Ramage, Smith, Stewart. Absent: None.
Also Present: City Planner Wagner, City Attorney Boyer, Asst, Engineer Bailey.
APPROVAL OF MINUTES
It was moved by Member Smith, seconded by-MemberHalferty, and unanimously
carried, that the minutes of the meeting held March 17, 1952 be approved, copies
having been mailed to each Member.
FINAL MAP - Vista Real - Harold Foster.
It'was moved by Member Ramage, seconded by Member Stewart, and unanimously
carried, that the plans of Vista Real be accepted contingent on -approval of the
City Engineer as to engineering and technical details.
TREE REMOVAL IN FUTURE SUBDIVISIONS
Mr. Wagner, City Planner, recommended that, in the future, when trees are
removed in subdivisions; 'they be replaced by the subdivider. The matter Was
continued by the Commission for further study and consideration.
FINAL MAP - South Bay Subdivision Unit No. 1 - Henry Algert.
It was moved by'Member Stewart; seconded 'by Member Smith, and unanimously
carried, that the Final Map of South Bay Subdivision be approved, subject to final
check by the City Engineer, as to engineering technical details, and that set-backs
of 20 feet, as shown, on the tentative map be required and shown on the Final Map.
FINAL MAP - Loma Alta.
It was moved by Member Halferty, seconded by-Member Stewart, and unanimously
carried, that the Final Map of Loma-Alta'be approved with-a reduction in the set-
back-from Lansley Way-on Lots No. 19, No. 20 and No 25 to 15 feet instead of 20
feet,' and that one foot wide Lots A 'and B' at the end of Los Flores Drive and Elm
Avenue, as indicated on the tentative map, be dedicated to the City in::fee.
TREE R7,40VAL - Safeway Stores.
It'eras -moved by Member Smith, seconded by-Member Halferty, -and unanimously
carried, that Safeway Stores'be allowed to remove 4 Palm trees on Third Avenue at
no cost to the City according:-'to.,its request.

ZONE VARIANCES
Mr. George Ward, 1502 First Ave., requested a variance to permit the remodel-
ing of an existing 2 story residence which is set It from side line on an L-shaped
lot having 151 frontage in an R-2 zone. It was moved by Member Drew, seconded by
Member' Longworth,- and unanimously carried, that the requested variance be tabled
until next meeting. Mr. Deming of 832 Country Club Drive was present and protested
the variance, saying he proposed to build south of this structure and there would
be only 61 between the two structures.
Mr. Arthur J. Mashburn, 88 Second Ave., requested a variance to permit the use
of a garage made into a guest house without consideration of existing City Ordinances
with a 6 inch rear yard in an R-1 zone and a 111 side yard. It was moved by Member
Ramage, seconded by Member Drew, and unanimously carried that the requested variance
be tabled for further investigation. A letter from Mr. Ed Cord, Building Inspector,
stating his objections was read by City Planner Wagner.
Mr. James B. Michel, 226 Second Ave., requested a variance to erect an
addit ona res! ence on an R-1`1ot with only 41 side yards. It was moved by Member
Drew, seconded by Member Smith, and unanimously carried, that request be denied.
Mr. Don Ross, 108 Landis St., requested a variance to do light auto repairing
in a garage in R-1 zone for a period of-90 days. It was moved by Member Halferty,
seconded by Membei'Stewart, and unanimously carried that request be denied.
Mr. John Crawford-appeared before Commission to inquire whether or not the
variance would be temporary, .stating that- if it were he would be in favor of it.
Mr. Koller, Mr. Braucher, Mr. -Kinney and Mr. Kirshner also appeared-with Mr _:Craw
ford. - A letter from'A. and M. 'Bunting, 329 "D" Street, objecting to this variance
was read by City Planner Wagner.
Mr. �Cecl E. Spar 435 Flower St.;requested a variance to reduce a 20
foot ' on yardse - ac o 10 feet to -permit erection of court apartments on 1401
k_189 1 .10t"in the R-3',zone. ' It -was moved by Member Drew, seconded by Member Ramage,
and unanimously carried. that request be granted, for the reasons stated in the
application; 'and that City Planner-Wagner be instructed to bring in a plan showing
corresponding changes in set back lines in the block for future action.
Mr. Jake Dagenhart, 153 'Brightwood Ave.; requested a variance to permit erect-
ion o a up ex on a of in the R-3 zone, having 4,620 sq.- ft. (Variance granted
in- February. 1951 and limited to 180 days), also requested Or side yard since the
lot was adjacent'to a l01" unused alley. - It was noved by Member Ramage, seconded
by Member Stewart; and' unanimously carried that'the variance be granted for 185
days, for the reasons stated in the application.
Mr. Walter H. Schofield, 479 "E" St., requested a variance to reduce from 101
to 91 t e distance a ween residence and-garage in the R-3 zone. 'It was moved by
Member Smith, seconded by Member Stewart; and unanimously carried, that the
variance be granted, for the reasons stated in the application.
Mr. Harlie Hodgin and Mr. Lee Raitts, 649 "G" St., requested a variance to
expand Rose Arbor Trailer Park WRIcH they now own into-R-3 property to "G" Street.
(This parcel orice-re-jected for trailers when Fasano petitioned.) It'was moved by
Member Halferty, ' seconded by Member Stewart; and unanimously carried, that the
request be approved; as requested' in the application, 'for the reasons stated in the
application, and that 'I srs. Raitt and Hodgins- present their plans for final
approval under Ordinance 342-on Monday, April 21, 1952.

Mr. Floyd B. Herr, 580-Vance St., requested a variance to erect a triplex in
an R zone or- additional income purposes. It was moved by Member Ramage, seconded
by Member Smith, and carried, that the variance be granted for the reasons stated
in the application, Member Poulter voted "No".
Mr. James Mazomenos, 685 National Ave., requested a variance to permit con-
struct on and Vs;' of a storeroom to the rear of the store building now located on
the property. It was moved by Member Smith, seconded by Member Drew, and unanimously,
carried, that the rear yard variance be -granted, for the reasons stated in the
application,, so long as the building complies with an other Ordinances of the
City of Chula Vista, A letter from Mr. Ed Cord, Building Inspector, stating his
objections was read by City Planner Wagner.
Miles and Dalseth Contractors, approximately 672 Fourth Ave., requested a
variance to permit divisiono a 1201 x 208' lot into four lots approximately
69210 sq. ft. each in' an R-1 zone (2 facing on Guava Street and 2 facing on Fourth
Avenue). It was moved by Member Stewart, seconded by Member Halferty, and
unanimously carried, that the request be granted for the reasons stated in the
application.
REQUEST FOR APPROVAL OF DEL MAR AVENUE EXTENSION
Harold Foster,- C.E.n appeared before the Commission to request approval of
extension of Del Mar Avenue, south of Seavale Street, as a 40, street. It was moved
by.Member Smith; seconded by Member Stewart, and unanimously carried, that the
matter be tabled until the next meeting, and that additional openings as suggested
by City Planner Wagner be obtained. It was understood that the proposed street was
to be improved by the applicants in a manner to be later determined by the Commission.
F PROTEST TO F.H.A. APPROVAL OF 11,000 SQ: FT. RESIDENTIAL LOTS
It was moved by Member Stewart,_seconded by member Smith, and unanimously
carried, that a letter of protest, drafted by Mr. Fred Wagner, be approved, and
that Mr. Wagner be directed to mail same to the proper F.H.A. Officials, including
Raymond Foley, Mr. Kurt Mack, Mr. H. R. 'Thompson, and Representative Clinton D.
McKinnon, Senator William F. Knowland.
INTERPRETATION OF ORDINANCE 398, SECTION 21
It was moved by Meffiber Smith, seconded by Member Halferty, and unanimously
carried that the Commission interprets and determines that a Union Hall, to be used
and developed in the manner proposed in that certain letter, dated April 3, 1952s
signed by Mr. Le 0. Gregorty, is a .proper use in an R-3 zone.
FINAL DATE FOR AGENDA ITEMS
It was recommended by Chairman Poulter that the final date for acceptance of
items for the Agenda be the Wednesday Noon preceding the meeting.

REDUCTION OF SET-BACK
City Planner Wagner read a letter from Mr. J. M. McDonald, District Superintendent
of Sweetwater Union High School District, 'requesting approval of reduction of the
25- foot set-back on the south side of "K" Street between Fourth and Fifth Avenues on
the High School property to 5 feet for a proposed new Music- Building, It was
suggested that Mr. Wagner inform Mr. McDonald that the proper forms for set-back.
variance be filled out and no charge be assessed against the School District. The
matter to come before the Commission at the- meeting of April 21, 1952.
ADJOURNMENT
It was moved by Member Smith, seconded by Member' Ramage, and unanimously
carried, that the meeting adjourn to Monday, April'21, 1952.
