HomeMy WebLinkAbout1952-05-05 PC MINS _ MINUTES OF A REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday., MA 52 1952 The Planning Commission met in the Council Chamber at City Hall on the above date at 7:30 P.M. with the following Members present: Poulter, Wulff, Drew, Smith, Stewart, Ramage, Longworth. Absent: None. Also Present City Planner Wagner, City Attorney Boyer. APPROVAL OF MINUTES It was moved by Member Ramage, seconded by Member Stewart,. and carried; that the minutes of the meeting held April 21, 1952 be approved, copies having been mailed to each Member. TENTATIVE MAPS South Bay Unit No. 2 - Henry Algert. It was moved by Member Smith, seconded. by Member Stewart, and carried, that the Tentative Map be approved, subject to the approval of the Engineering Department 'as to engineering details, and provided that the Engineering Department look into any drain- age problems involved. Pepper Tree Lane Tract - Henry Algert It was moved by Member Wulff, seconded by Member Smith, and carried, that the Tentative Map be approved, provided that Sierra Way have a 40 ft, roadway and Madison Avenue end at Palomar Drive.,- and provided that the Subdivision Ordinance is complied with as to center line radii on Madison Ave.,. Palomar Dr., Jefferson Ave, and Sierra Way, ZONE VARIANCES - W. E. Mackintosh, 59 Fourth Ave., requested a variance to erect multiple dwellings and a urns ure re inIs ing shop in an R-1 zone. City Planner Wagner read a letter from Dr. and Mrs. Stadin, property owners adjacent to the South, opposing the variance. Dr. Stadin was in the audience and further protested the granting,-of such a variance. Mn. Noderer, another adjacent owner, also spoke in protest to the request. It was moved by Member Smith, seconded by Member Longworth, and carried, that the variance be denied. Kay Franks, 629 Chula Vista St., requested a variance to use an accessory build- ing on the rear of her property as a refrigerator and washing machine repair shop in an R-3 zone. It was moved by Member Drew, seconded by Member Stewart, and carried, that the variance be granted for the reasons stated in the application for a period ending December 31, 1953, provided there is no stowage of materials outside the building and further provided that no advertising signs be displayed. W. H. Van Winkle and H. K. Rumbaugh, 246 National Ave., requested a variance to extend trailer use for 15 additional trailer spaces in an R-3 zone. It was moved by Member Wulff, seconded by Member Stewart, that the variance be approved for the reasons stated in the application, provided that the 21 existing trailer spaces be moved Southerly allowing a 25 ft. roadway East and West, and further provided that any ad- -2- ditional spaces be places along the Northerly line. The motion was carried by the following vote,- to-crit s I - AYES: Members Wulff, Stewart, Smith, Ramage,. Longworth. NOES: Members Poulter, Drew. ABSENT: None. Applicant was- advised that it was necessary that he obtain a Resolution of Land Use under Ordinance No. 342. Chula Vista Senior High School, Fourth Ave. & "K" St., requested a. variance to allow7a 10 ft, setback on the south side of "Klt St. for the new Music Building. The required setback is 25 ft. It was moved by Member Smith, seconded by Member Stewart, and carried, that the variance be granted for the reasons stated in the application, provided that the building be lined up with the porch of the Cafeteria Building. Mrs. Marvel R. Allen, 478 Second Ave., requesteda variance for part time child W% in a residence in an R-1 zone. Mrs. Jantz and Mr. and Mrs. Walthers were present in the audience, and spoke in protest to the granting of the request. Mrs. Ricchuiti and Mr. Holmes spoke in favor of the request. Member Drew stated that he was oppose& to any expansion of the existing number of children being cared for. It was moved by 'Member Smith, seconded by Member-Stewart, that the variance be granted for the reasons stated in the application, provided that the number of children be limited to 20. The motion eras carried by the following vote, to wit: AYESs Members Smith, Stewart, Poulter, Wulff, Ramage, Longworth. NOES: Member Drew. ABSENT: None. Morrin and Underwood, Inc., West of 351 "H' St., requested a variance to build on a lot having a 47 fto frontage in an R-3 zone, said lot being 290, deep. It was moved by Member Ramage, seconded by Member Smith, and carried, that the variance be granted for the- reasons stated in the application DISCUSSION OF POSSIBLE ANNEXATION AND DEVELOPMENT of Acreage South and East of City Limits. Mr. James P. Slater, County Health Inspector, appeared before the Planning Come mission to request that a subdivision of approximately 200 homes be annexed to the City, to the south, in order that the lots may be served by sewer. Member Wulff ex- pressed the opinion that a study of annexation of all districts to the South be made, correlated with a study of available sewer main and plant facilities that can serve the area. The matter was taken under advisement for further study. DISCUSSION OF RENAMING CERTAIN STREETS The Commission directed Mr. Wagner to -prepare a list of streets he considered warranting renaming and his suggestions for future action. VACATION OF PARK PROPERTY - In Pacific Grove Subdivision. Recommendation for Zoning: Mr. Wagner recommended that this piece of property not be rezoned for-commercial use as not being reasonable "spot zoning". He further recommended that it be sold for R-3 use,, and that a variance be granted for that purpose upon its sale. It was moved by Member Drew, seconded by Member Stewart, and carried, that the park be vacated and sold, and that the Planning Commission recommends that the money be used for the sole purpose of procuring other park property. 3- MASTER STREET PIAN The Commission decided to meet Saturday, May 10, at 3:00 P.M. for a field trip to study the proposed Master Street Plan. ADJOURNMENT It Was moved by Member Smith, seconded by Member Wulff, and carried, that the meeting adjourn to May 19, 1952. Steele, Secretary
