OF THE PLANNING COMMISSION OF-THE CITY OF

Held Monday, May 19, 1952
The Planning Commission met in the Council Chamber at, City Hall on the above
date at, 7:30 P.M. with Chairman Poulter presiding. '
Present: Members Poulter, Longworth, Drew, Smith.
Absent: Members Wulff, Stewart, Ramage.
Also Presents Dr. Calvin Lauderbach, Supt. of Schools, City Attorney Boyer, City
Planner Wagner.
APPROVAL OF MINUTES
It was moved by Member Smith, seconded by-Member Longworth, and carried, that
the minutes of the meeting held May 5, 1952, be approved, copies having been mailed
to each Member.
MATTER OF MASHBURN ZONt VARIANCE
Mr. and Mrs. A. J. Mashburn, 88 .Second Ave., were present and asked to have their
request for a variance, denied by the Commission at the meeting of April 21, 1952,
reconsidered. City Planner Wagner read a letter from the Mashburns, stating that
they were unaware that the variance was to be acted on at that meeting, hence were
not present. They stated that they would -revise their original request.- It was
moved by Member Longworth,' seconded by Member Drew, and carried, that Mr. and Mrs.
Mashburn be permitted to file- an .amended application for a zone variance to request
permission-cto maintain a guest house in the rear of their lot having less than
8,000 sq. ft. and located nearer than 5 ft. from the side lot line, and that no fee.
be charged for' filing;.the application, but that the usual newspaper notice be pub-
lished at the applicant's expense, and that-Building Inspector Cord be requested
to be present at the meeting of June 2, 1952, at which time this matter will have
final action by the Commission.
LETTER FROM W. N. DREW
City Planner Wagner read a letter from Member W. N. Drew, in which he stated
that he had investigated the issuance of State and County licenses for Ibster Homes
and Day Care Nurseries. His letter stated, in his opinion, Ordinance No. 398 should
be amended to allow Foster Homes in an R-1 zone with no more than three'chi.ldren and
no signs on the premises, •and that Day Care Nurseries be allowed in the R-2 and R-3
zones only, and that signs be limited to 18 by 24 inches. Mr. Drew explained his
feelings regarding traffic congestion in the residential zones due to parents
bringing their children to and from the homes. Mr. Drew further stated that schools
have large land areas surrounding them, thereby reducing the concentration of
children, where Foster Homes are located on small parcels of land.
Chairman Poulter expressed the belief that the Commission would be in a better
position not to amend the ordinance, as the Commission now has control since re-
quests for such variances must be approved in each case. He requested copies of
the letter for each Commissioner for further study.

LETTER FROM SOUTHERN CALIFORNIA PLANNING CONGRESS
A letter from the Southern California Planning Congress, inviting Commission
members to attend a special planning conclave to be held in Los Angeles on Satur-
day,. May 24, 1952,. was read by City Planner Wagner, who stated he planned to at-
tend. As it was agreeable with those Commissioners present that he should attend,
the letter was ordered filed.
DISCUSSION ON ANNEXATION PROBLEMS
Member Drew asked if the Commissioners felt that we need to annex any more
property, and if so, under what conditions or restrictions.
Dr. Calvin Lauderbach, Superintendent of Schools, discussed the school
problem, and stated that the Castle Park School is a recent addition to the school
system and that property has been purchased for a school in the vicinity of Harbor-
side. He requested information on hew subdivisions for school, records pertaining
to population growth.
Commission members agreed that a study of the whole annexation problem, in-
cluding engineering studies for sewers, street improvements, conditions of an-
nexation, etc., was needed.
DISCUSSION OF TRAILER PARKS
Problems of policing, ,-population concentration, fees and other subjects were
discussed at length. Some Commissioners feel that we have enough trailer parks
in Chula Vista now, and it is time to prohibit any more. As a result of the dis-
cussion, a motion was made by Member Smith, seconded by Member Longworth, and
carried, that City Planner Wagner make a study of trailers and trailer parks to
include information as to fees paid, taxes paid for support of schools, if any,
concentration of population and what percentage of trailer residents are tourists
and what are- permanent.
DISCUSSION OF MASTER STREET PLAN
Methods of approach to the City from Bonita Road, from Telegraph Canyon Road
and from Sweetwater Valley, were discussed. City. Planner Wagner read the outline
of his report on the Master Street Plan to the Commission. It was decided to
eliminate a connection north of the City between the proposed First Avenue Ex-
tension and Third Avenue Extension, because the proposed County Freeway in Sweet-
water Valley would result in a duplication of highways. Member Drew suggested
that a priority rating of obtaining rights-of-way and of installing improvements
be incorporated in the plan. He was informed by Planner Wagner that this priority
rating was to be incorporated in the report which is to be ready for distribution
soon.

the meeting adjourn, sine die.
