HomeMy WebLinkAbout1952-07-07 PC MINS MINUTES OF A REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday, July 7, 1952 The Planning Commission met in the Council Chamber at City Hall on the above . date at 7:30 P.M. with the following Members present: Poulter, Longworth, Drew, Wulff, Ramage, Absent: Members Smith, Stewart, Also Present: City Attorney Boyer, City Planner Wagner, Asst. to City Engineer Bailey. APPROVAL OF MINUTES It was moved by Member Wulff, seconded by Member Longworth, and carried, that the minutes of the meeting held June lb, 1952 be approved, copies having been mailed to each Member. TREE REMOVALS Messrs. F. R. Saletta, C. D. Cash and L. I.. Robbins, on the west side of National Ave. a ., reques ed the removaI of one euca yp us and seven pepper trees because they are blocking the entrance to hmas Mobile Service Station and are a traffic hazard. When asked for his recommendation, Mr. Chester Norman, City Park Superintendent, stated that the trees would most likely be affected by the installation of curbs and that the eucalyptus tree is too large for his crew. to trim. Member Drew suggested a survey of conditions on all of National Avenue. It was moved by Member Wulff, seconded by Member Ramage, and carried, that the item be held over pending receipt of a report from the City Planner and the Park Superintendent on tree planting and removals on National Ave. and later on the entire City. Mr. J. J. Mazomenos, on the east side of National Ave. and at "J" St., requested the removal of nine palms., six figs and one pepper tree, to allow driveways for pro- posed new service station. It was moved by Member Drew, seconded by Member Ramage, and carried, that this item be held over pending receipt of the previously requested report of the City Planner and the Park Superintendent, and that Mr. Mazomenos present a definite plan for the station, showing locations of required curb breaks. TENTATIVE MAP - Sheryl Park - Henry Algert. It was moved by Member Wulff, seconded by Member Longworth, and carried, that the Tentative Map of -Sheryl Park be approved. FINAL MAP - Sheryl Park - Henry Algert. It was moved by Member Wulff, seconded by -Member Longworth, and carried, that the Final.Map of Sheryl Park be approved,*sabject to the final check of the plans by the City Engineer. TENTATIVE MAP - W. 0. Smith Tract #1 - Henry Algert, After a lengthy discussion of the 301. street extension of Brightwood Avenue, the topography and the suggested redesign of City Planner Wagner,, it was moved by Member Longworth, seconded by Member Drew, and carried, that City Planner Wagner, Mr. Algert -2- and a.member of the Commission make a further study and report for the next meeting.. at which time the map would again be considered for approval. TENTATIVE MAP - W. 0. Smith Tract #2 - Henry Algert. Due to the fact that the map was submitted without proper checking time being allowed, it was moved by Member Longworth, seconded by Member Wulff, and carried, that the matter be held over, pending receipt of a report from City Planner 'Wagner, who shall further study the map with Mr. Algert and a member of the Commission, the matter to be again considered at the next meeting, RESOLUTION NO. 22 Granting Zone Variance to Mrs. Marvel Allen, 1478 Second Ave, ® for Child Care Center. Member Drew reiterated his objections to child care centers in the R-1 zone. Member 'Wulff commended Member Drew on the excellent presentations of'his objections and his studies on the subject. Member Wulff then offered Resolution No. 22 granting zone variance to Mrs. Marvel Allen, 478 Second Ave., to operate a child care center for 20 children, to expire December 31, 1953, which was read in full, passed, adopted and approved by the following vote, to-wit: AYES: Members Ramage, Wulff, Poulter, Longworth. NOES: Member Drew. ABSENT: Members Smith, Stewart, RESOLUTION NO. 23 - Granting Zone Variance to Mrs: Mary Ruichuiti, 1914 "Hi► St., for Child Care Center, Member Drew stated that he had checked and found out from County authorities that Mrs. Ruichuiti had been authorized to care for only three children and requested further study on the matter. Mr. Edwin Campbell, attorney representing Mrs. Ruichuiti, said that he was informed that Mrs. Ruichuiti had been permitted to have eight children. Member Drew then requested that his letters of protest on the subject of child care centers be sent, along with the Resolutions, to the Council. Member Ramage then offered Resolution No. 23 granting zone variance to Mrs. Mary Ruichuiti of 1914 nHIf St), to operate a child care center for eight children, .to expire December 31; 1953, which was read in full, passed, adopted and approved by the following vote, to-wit: AYES: - Members Ramage, Wulff, Poulter, Longworth. NOES: Member Drew. ABSENT: Members Smith, Stewart, ZONE VARIANCES Mr, E., Harrison Amos, 207_ 11G" St., requested approval to build an additional 1- !0-" bedroom residence on the rear of an R-1 lot adjacent to an R-3 tone with a three foot side yard and -a fifteen foot rear yard, measured from the centerline of a fifteen foot alley. It was moved by Member Drew, seconded by Member Ramage, that the variance be granted for an additional residence in an R-1 zone witha fifteen foot rear yard measured from centerline of alley, but with a five foot side yard, provided that adequate surfaced off-street parking be provided as required in Ordinance No. 14149, and carried, by the following vote, to-wit: AYES: Members Drew, Ramage, Longworth, Poulter. NOES: Member Wulff. ABSENT: Members Smith, Stewart, -3- Mr. R. M. Sexauer, 247 Church Ave., requested permission to place a living unit above a garage with a ten foot rear yard rather than the fifteen foot rear yardre- quired by Ordinance No. 449 in a C-2 zone. It was moved by Member Drew, seconded by Member Longworth, and carried, that the variance be approved for the reasons stated in the application. RESOLUTION NO.. 24 - Adopting Master Street.Plan Report,, Chairman Poulter requested City Planner Wagner and City Attorney Boyer to prepare a letter, for his signature, to the City Council to be sent along with the report and resolution containing the recommendations of the Commission, together with a request for engineering aid in establishing centerline grades on the Major Streets, and also requesting a conference with the City Attorney, the Administrative Officer, the City Engineer and the City Coancil to discuss methods of procedure. Offered by Member Ramage, Resolution No. 24 adopting Report on Master Street Plan was read in full, passed, adopted and approved by the following vote, to-wit: AYES: Members Poulter, Drew, Longworth, Ramage, Wulff. NOES: None. ABSENT: Members Smith, Stewart, AMERICAN SOCIETY OF PLANNING OFFICIALS - Application for membership for fiscal year 1952-1953. It was moved by Member Ramage, seconded by Member Drew, and carried, that City Planner Wagner be authorized to join the Society and represent the Planning Commission. DISCUSSION OF ONE MEETING PER MONTH - July and August, 1952. It was moved by MemberRamage, seconded by Member Wulff, and carried, that the Planning Commission shall meet only on the first Monday in July m d in August, 1952.
