OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, August 4, 1952
The Planning Commission met in the Council Chamber at City Hall on the above
date at 7:,30 P.M. with the following Members present. Poulter, Longworth, lglilff,
Ramage, Stewart, Absents Members Smith, Drew,
Also Presents City Attorney Boyer, City Planner Wagner, Asst. City Engineer Bailey.
APPROVAL OF M1:NUTES
.It was moved by Member Ramage, seconded by Member Stewart and carried, that
the minutes of the meeting held July 7, 1952 be approved, copies having been mailed
to each Member.
TREE REMOVALS
Messrs. F. R. Saletta, C. D. Cash and L. I. Robbins, on the west side of '
National Ave. at 11K11 St., requested the removal of one eucalyptus and seven pepper
trees because they are blocking the entrance to Jim's Mobile Service Station and are
a traffic 'hazard. City Planner Magner recommended that eventually all trees be
removed on National Ave. and no more trees be planted because of the commercial
properties. A .spokesman for- the National Ave. -Businessmen's Assn. stated that
90% of the businessmen on National Ave. were in favor of the tree removals. A dis-
cussion of the particular trees in question followed. Attorney Boyer brought out the
point that leniency should be shown where a business is involved.
It was moved by Member Ramage, seconded by Member Stewart and carried, that
trees that are in front of business property or property that is being.planned for
immediate business use should be taken out, but until plans for imminent use of
abutting property for business are made, the trees should stay in.
It was moved by Member Wulff, seconded by Member Stewart and unanimously
carried that the eucalyptus blocking entrance to Jim's Service Station and the
pepper tree at the northwest corner of National and f1K" St, be removed at owners
expense and without any replacement.
Mr. J. J. Maz omenos, on the east side of National Ave. and at 11J11 St., requested
the removal of nine 'pas., six- figs and one pepper to allow driveways for proposed
new service station-. After the members studied the map of Mr. Mazomenos proposed
service station, it was moved by Member Stewart, seconded by Member Ramage, and car-
ried that the trees that.are to the west and north to the proposed service stationl
layout be removed at the owner's expense with no replacement.
Mr. H. Bachman, requested permission to remove one pepper and one acacia
tree in order to re-grade for new sidewalk. It was moved by Member -Longworth,
seconded by Member Idulff, and carried that the. owner be allowed to remove the trees
but must replace them.
TENTATIVE MAP - W. 0, Smith Tract No. 1 - Henry Algert
It was moved- by Member Ramage, seconded by Member Longworth, and carried that
the tentative map of W. 0. Smith-Tract -No. 1 be approved as submitted subject to
final approval of the City Engineer for the necessary drainage and provided that the
turn-around at the end of Brightwood Ave. lie increased to fifty foot radius, and

further provided that the twenty-five foot dedication for Center Street at the North
boundary of the subdivision be extended from the West boundary to the Egst"boundary
line of the tract and that one foot lots be deeded along Center Street to the City.
The adjoining landowners present were invited to view the map and among those present
fifty per cent were for it.
TENTATIVE MAP - Corey Subdivision - Henry Algert (The East 1/2 of lot 11, quarter-
section 149)
The Commission decided to Iay this map over until the next meeting for further
study of drainage problem.
TENTATIVE MAP - W. 0. Smith Tract No. 2 - Henry Algert
Due to topographical difficulties and drainage problems, Mr. Smith asked that
his map be withdrawn. Chairman Poul ter ordered the map filed.
TENTH TIVE MAP - Glenhurst - Henry Algert
It was moved by Ntember Ramage, seconded by Member Stewart, and carried that
the map be approved with a twenty foot setback on "F" St. and provided that the'alleys
be increased from fifteen to twenty feet and that the lots be approved with slightly
less than "the required 6,000 sq. ft., and further provided that a one foot lot be
deeded to the city along the east boundary of the subdivision.
TENTATIVE MAP - Glenmar - Henry Algert
It was moved by Member Wulff, seconded by Member Stewart, and carried that the
map be approved subject to the turn-arounds at the end of Mankato and Whitney Streets
be increased to fifty foot radius and that the number, of lots be reduced to twenty
six by eliminating one lot at •.the end of each turn-around and further provided that
a one foot lot be deeded to the city at the end of Madison Ave.
TENTATIVE MAP - Miles and Dalseth No. 3
It was moved by Member Wulff, seconded by Member Ramage, and carried that this
tentative map be approved as shown subject -to one foot lots being deeded to the city
at the end of Elder and Brightwood Avenues.
Member Longworth left the meeting at this time and Iulember Drew entered.
TENTATIVE MAP - Kuebler Terrace No.' 7 - Harold Foster
It was moved by Member Wulff, seconded by Member Stewart, and carried that the
tentative map of Kuebler Terrace No. 7 be approved.
FINAL MAP - Kuebler Terrace No. 7 - Harold Foster
It was moved by Member Wu1£f, seconded-by Member Ramage, and carried that the
final map of Kuebler Terrace No. 7 be approved.

ZONE VARIANCES
f) Mr. George DeTWolfe, 681 "1I1, St., requested permission to extend an existing
'trailer park approximately 83 feet northerly in an R-3 zone. It was moved by

Member Wulff, seconded by Member Ramage, that the zone variance be granted for the
ORrdasons stated in the application and carried by the following vote, to-grit:.
AYES: Members Drew, aulff, Ramage, Stewart
NOES: Chairman Poulter
ABSENT:: Members Longworth, Smith
Mr. J. H. Tompkins, Fourth Ave. and "E" St. requested permission to install a
real estate sign lighted) that will exceed 12 sq.ft. on a lot previously granted
zone variance for a real estate office in an R-1 zone. It was moved by Member Drew,
seconded by Member Stewart that the requested zone variance be granted, the sign to
be installed after the erection of the building and carried by the following vote,
to-wit:,
AYES: Members Drew, TiJulff, Ramage, Stewart
NOES: Chairman Poulter
ABSENT: Members Longworth, Smith
+ ; Florence Rehfeld, Southeast corner of Fifth and Flower, requested reduction
of a 30 foot set-back on Fifth Ave. to 20 foot and reduction of 30 foot set-back
Mfr on Flower St. to 15 feet to allow construction of multiple units in an R-3 zone.
It was moved by Member Stewart, seconded by Member Wulff, and carried that the
application for a zone variance be granted for the reasons stated in the application.
Mr. .Roland H. Dickens, 305 uD11 St. requested permission to rent garage
par in an R-1 zone. It was moved by Member ,rJulff, seconded by Member Ramage
and unanimously carried that the variance be denied for the reason that the
applicant did not establish beyond a reasonable doubt, the facts required by
Section 16B of Ordinance 398.
MASTER STREET PLAN - Letter to Council
The City Planner presented a proposed letter to the City Council requesting
an early joint meeting to establish a procedure to commence basic engineering work
so that the plan can be prepared for public hearings and adoption. Chairman
Poulter signed the letter and ordered it forwarded to the City Council.
DISCUSSION OF TRAILER PARKS
The City Planner presented an oral report of the number of-trailer parks in
the city (11), the number of spaces (790), the number of inhabitants in the parks,
the amount of license fees paid ($620.00), vacancy factor, and the Model Trailer
Park Ordinance, sponsored and prepared by the State Division of Housing. The
Chairman requested that the report be reduced to writing.
TRAILER. PARK - George DeSTolfe
At this time Mr. DelUolfe requested a resolution of land use for his trailer
court located at 681 "1', St,, Chula Vista, under Ordinance :342. It was moved by
Member Ramage, seconded by Member Stewart' and carried that the resolution of
land use be granted pursuant to said Ordinance and according to the plans submitted
by Mr. DeW6lfe.
ADJOURNMENT
It .was moved by Member Drew, seconded by Member ?Julff, and carried that the
meeting adjourn, sine die.
