OF THE PLANNING' C014MISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, September 81 1952
The Planning Commission met in the Council Chamber at City Hall on the above
date at 7:00 P.M. with the following Members present: Pbulter, Wulff; Ramage,
Stewart, Drew. Absent. Members Smith, Longworth.,
Also Present:: Mayor Reisland; Councilmen Halferty and DeWolfe, City Attorney
Boyer, City Planner Wagner, Asst. to City Engineer Bailey.
APPROVAL OF MINUTES
It was moved by Member Ramage, seconded by Member Stewart, and carried, that
the minutes of the meeting held August 4, 1952 be approved, copies having been mailed
to each Member.
TREE REMOVALS
Pepper Tree Lane Housing Co. requested the removal of 19 pepper trees to
allow for new streets in their subdivision. The City P1a:nner explained that
they had already been given permission to remove these trees to avoid costly
delay after receiving the approval of the City Engineer and the Pakk Supt.
It was moved by Member Drew, seconded by Member Stewart, and carried that
the Planning Commission- approve the removal of the 19 trees as requested and that
the 19 trees be replaced to the satisfaction of the Park Supt.
TENTATIVE MAP - Corey Subdivision - Harold Foster .
It was moved by Member Wulff, seconded by Member Stewart, and carried that
the tentative map of Corey Subdivision of the E 1/2 of lot 11, 1/4 section 149 be
approved subject to the construction of drainage culverts as required by the City
Engineer and also that a 25 ft. easement be dedicated for the extension of Center
Street westerly to the west property line for future street purposes and further
provided that 1 foot lots be deeded to the City along Center Street.
TENTATIVE MAP - Resubdivision of Chula Vista. Highlands - Harold Foster
Mr. Foster stated that the owners had decided to withdraw the map.
TENTATIVE MAP - Westmont - R. E. Power
It was moved by Member Ramage, seconded by Member Wulff, and carried, that
the tentative map of Westmont be approved and that a variance also be approved
reducing lot size below 7.000 sq. feet as shown on the tent map and subject to
the City Engineers' check of corner cut-offs of corner lots.
TENTATIVE MAP - Glenhurst - Henry Algert
It was moved by Member Stewart, seconded by Member Ramage, and carried that
the Commission reaffirm the approval of the tentative map of Glenhurst at the
August 4, 1952 meeting.

FINAL MAP - Miles & Dalseth #3 - Harold Foster
It was moved by Member Stewart, seconded by Member Ramage, and carried that
the final map of Miles & Dalseth #3 be approved subject to the deeding of one foot
lots A and B to the city, and to meeting the requirements of the City Engineer.
FINAL MAP - Glenhurst - Henry Algert
It was moved by Member Drew, seconded by Member Wulff, and carried that the
final map of Glenhurst be approved subject to the deeding of one foot lots A, B,
and C to the city.
FINAL MAP - .Glenmar - Henry Algert
It was moved by MemherWulff, seconded by Member Stewart and carried that
the final map of Glenmar be approved.
ZONE VARIANCES
/. Mr. Warren F. Thomas, rear 698 OHn Street, requested a vaxiance to allow a
trailer park in an R-3 zone. After considerable discussion it was moved by Member
G� Ramage, seconded by Member Stewart and carried, to hold this item over until the
meeting of September 22nd.
Mr. warren F. Thomas, 698 IIHII Street, requested a variance to allow a motel
in the north 2d3 ' of t e parcel requested for trailer- parks. It was moved by
b5 Member Drew, seconded by Member.Ramage and carried, that this item be held over
until the meeting of September 22nd.
MASTER" STREET PLAN
The City Planner displayed a large map of the .Master Street Plan and explained
it to the City Council. After much discussion, the City Council requested a cost
estimate of center line grade engineering be, prepared by the City Engineers office
and that private engineering firms be. contacted for estimates for comparison to
include cost of development and cost of rights-of-way. Mayor Riesland suggested
a study of a possible connection of Bonita Road with SIF" Street®
DISCUSSION OF TRAILER PARKS
Mr. Eugene Grady, County Health Inspector, for this area was present to
orally report on the local trailer parks and he also displayed pictures of the
existing conditions. The City Planner read a letter from Ed Cord, Building
Inspector and also presented his own written report. City Attorney Boyer expressed
the opinion that the present Ordinances concerning trailer parks was antiquated.
It was moved by Member Drew, seconded by Member Wulff and carried, that the
Planning Commission recommend that the City Council authorize the City Attorney to
prepare a revised ordinance which will solve the difficulties which now exist-in
relation to trailer parks.
ZONE VARIANCES -
Lq� Morgan E. Skinner, M. D,, 709 Third Avenue requested permission to build and

operate a medical clinic in an R-3 zone with a 51 side yard. It was moved by
Member Stewart, seconded by Member liTulff and carried, that the zone variance both
as to side yard and use, be granted with the provision that the building and plot
plan is to be substantially as submitted.
Mr. Lawrence C. Kuebler, 418 "G" Street requested permission to build a six
foot fence out to property line beyond the set-back line on 11G1' Street to separate
,a his property from the Junior High School play yard. Letters from the Supt. of the
L� Sweetwater High School District and the Junior High School favoring the granting
of the variance were read. It was moved by Member Wulff, seconded by Member Drew
and carried, that the variance be granted for the reasons stated in the application.
Mr. Wayne Parsons, 247 Second Ave, requested reduction of the required 20 foot
rear yard to 12 foot in an R-1 zone for one wing of a proposed residence to be
U'''located in Loma Alta Park. It was moved by Member Wulff, seconded by Member Drew
uG `` and carried, that the zone variance be granted for the reasons stated in the
application.
Mr. Benjamin B. Mayer, 250 Glover Avenue, requested permission to construct

APPROVAL OF TRAILER PARK PLANS - Martin and Bales - 460 National Ave. for 47 spaces
This parcel of land was granted zone variance for trailer use on Jan. 22,
1951 under the names of Milton E. Nelson and Carl V. Ende. It was moved by Member
Ramage, seconded by Member Stewart and carried that the Trailer Park Plans be
approved as submitted subject to the reservation of'sixty foot at the 'ifest prop-
erty line for the future extension of Jefferson Street and that no permanent
structures be constructed on-said sixty feet.
ADJOURNMENT
It was moved by Member Ramage, seconded by Member Ifulff and carried that the
meeting adjourn until Sept. 222 1952.
