HomeMy WebLinkAbout1952-09-22 PC MINS MINUTES OF A REGULAR ADJOURNED MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday, September 22, 1952 The Planning Commission iAet in the Council Chamber at City Hall on the above date at 730 P. M. with the following Members present:: Poulter, Drew, . Ramage, Stewart, Smith. Absent:- Longworth,. Wulff Also Present City Attorney Boyer, City Planner Wagner APPROVAL OF MINUTES It was moved by Member Stewart, seconded by Member Ramage and carried, that the minutes of the meeting held September 8, 1952 be approved, copies having been mailed to each Member. ZONE VARIANCES Mr. ufarren F. Thomas, 698 "H'f Street, requested a variance .to allow a trailer park M-1 use in an R-3 zone north of the trailer park owned by Mr. G5 George Deli[olfe. After considerable discussion- it was moved by Member Drew, seconded by Member Stewart and carried, that the variance be denied for the ti reason that the jurisdictional facts required by the ordinances were not proved, ':, Mr. barren F. Thomas, 698 "H" Street, requesteda variance to allow a motel (C-2 use) in the north 20 feet of the parcel requested for trailer parks. Mr. C Thomas requested that the' variance to allow the motel be withdrawn as he felt that it would not be practicable without the trailer park. - TRAILER PARKS It was moved by Member Drew, seconded by Member Ramage and carried that the Planning Commission recommend to the City Council that they have the City Attorney draw up an ordinance repealing or ammending all our ordinances to the effect that there will be no future new-trailerx,eoutts-e.a_tablished in Chula Vista. APPOINTMENT OF CHAIRMAN It was moved by Member Stewart and seconded by Member Poulter and unanimously carried that Member Wulff be Chairman for the term ending July, 1953. It was moved by Member Drew, seconded by Member Smith and unanimously carried that Member Poulter be the Vice -Chairman for the same term. It was moved by Member Drew, seconded by Member Stewart and carried that the City Planner is designated as the representative of the Commission to sign the certification as required in Section 6-B-(3) of the Subdivision Ordinance. DISCUSSION OF NEW STREET SURFACING REQUIREMENTS City Planner Wagner suggested that the present Subdivision ordinance needed some changes to meet present day requirements. This could be accomplished at the same time as an amendment to require inspection fees desired by the City Engineer. Chairman Poulter requested copies of the tentative re-draft for the Commission to study when they are ready. i -2- DISCUSSION OF OFF-STREET PARKING LOTS After much discussion it was moved by Member Ramage, seconded by Member Smith and carried that the Planning Commission defer any action or recommendation until after the report of the committee appointed by the Mayor. It was moved by Member "Smith, seconded by Member Ramage and carried that the Commission refer a report from Councilman Logan on this subject of off-street parking to the 'Committee. REPORT ON RECREATION C014TITTEE ACTIVITIES City Planner Wagner reported to the Commission concerning current plans now being, developed by the City Recreation Committee for a swimming pool in Memorial Park. It was moved by Member Smith, seconded by Member Stewart and unan- imously carried that the Planning Commission approve the actions of the Mayor's Committee regarding the SwisrmLing Pool as shown in the minutes of the meeting of September 10, 1952. It was moved by.Member Drew and seconded by Member Stewart that it be recommended to the City Council that the City. Planner, as such, be relieved from further duty on the Swimming Pool committee and project for the reason that his full time is needed on Planning functions and further actions in developing the pool has nothing to do with City Planning and is now merely an engineering matter. The motion was carried by the following vote, to-wit-, AYES: Members Dreg, Ramage, Stewart NOES: _ Members Smith and Poulter ABSENT: Members Longworth and Wulff DISCUSSION OF LEAGUE OF CALIFORNIA CITIES CONVENTION The City Planner read a letter of invitation from the Mayor of San Diego inviting City officials to' meetings of the Annual' League Conference to be held in San "Diego, October 12 to 15, 1952. Chairman Poulten requested copies be made up-and sent to each member. DISCUSSION OF ANNEXATION STUDY The City Planner reported that a request had been made to the County of San Diego requiring notice to Chula Vista of any zoning or subdivision activity in fringe areas adjacent to the City of Chula Vista, DISCUSSION OF POSSIBILITY OF WRITING NEW ZONIW-ORDINANCE The Ciiy Planner requested members to make a note of any changes any member thought advisable. CHURCH AVENUE Member Drew brought up the question of the necessity of widening Church Ave. especially in view of the new Security Bank to be constructed at the corner of Church and 'IF" Street.
