PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, October 20, 1952.
The Planning Commission met in:.the Council Chamber at City Hall on the above
date at 7:30 P.M. with the following Members present: Wulff, Poulter Drew, Ramage,
Stewart, Smith. Absent: Longworth.
Also Present: City--Planner Wagner., Ass t. to City Engineer Wheeler
APPROVAL OF MINUTES
It was moved by Member Stewart, seconded by Member Ramage, and carried, that
the minutes of the meeting held October 6, 1952, be approved, copies having been
mailed to each Member.
JONES SIGN 14ATTER
City Planner Wagner reviewed the matter for the commission. Member Smith felt
that the Tea Room sign which was mentioned (due to its size) had no bearing on this
case. Member Ramage stated that in the original application for a zone variance
a sign was not even asked for but Mr, Jones agreed to display one after it was mentioned
that it was a State requirement. It was understood by the Members of the Commission
that this sign was to be displayed.in the office window. Chairman Mulff stated that
the size of 1 1/2 sq. ft. was set as a matter of long-standing practice. City Planner
Magner suggested the proper procedure in this matter would be for the Joneses to apply
for another variance to allow the proposed sign.
Mrs. Jones was present and said, ' The night you granted the zone variance I
did not understand the size of the sign -- I had the sign made and erected. When
my husband saw it he said he felt it was larger than the zone variance called for.
I said it Vo uldn't hurt our place and to let it stay unless the neighbors objected.
Instead the neighbors told me they thought it was nice. Then I got the letter from
the Commission.. This is making an official molehill out of a little- thing. I .think
you should try to see both sides of every question." Mr. Long stated that he was
connected with the matter also. When asked his connection-he stated that he is a
real estate salesman and h.--s a desk in their office. Member Ramage mentioned that
this was not included in the petition for a zone variance.
It was moved by Member Smith, second-c'; by Member Ramage; .and carried, that the
action of the Planning Commision at the October 6 meeting be sustained, Member
Drew did not vote.
TENTATIVE MAP OF STANLEY PARK -. Harold Foster - 20 lots on 5 acres east of First Ave.
and 3009 south of 11H11 Street.
It was moved by Chairman Wulff, seconded by Member Stewart and carried that
the Tentative Map be approved subject to a 15 foot radius at the entrance to Shasta
at First St. with a 1 foot strip deeded to the City at. the easterly end of Shasta
and that the previous request for a north-south street be removed from the require-
ments, also; that the final map will show the final finish grades.

It was moved by Member Drew, seconded by Member Ramage, and carried, that this
�� y ztem be tabled pending the writing of a resolution by the City Attorney.

ITEMS FOR RECONSIDERATION
It was moved by Member Drew, seconded by Member RVmage, and carried, that any
matters referred back to the Planning Commission for reconsideration be on the
agenda for the first Monday of the month only, and that no items but those of
long-range planning be considered at the second meeting of the month.
REPORT
The City Planner explained the action of the Council on the trailer report.
After much discussion Chairman Wulff said that he felt we need closer supervision
and stricter regulation. He suggested that the new ordinance be retroactive in
order to force all existing parks up to proper standards and keep them there.
DISCUSSION
City Planner Wagner distributed copies of his report on Commission activities
for the year of 1952 as well as a report on the anticipated population increase
in Chula Vista from the date of the last special census August 16, 1952 to January
16, 1953 which is expected to reach 3,841..
Discussion centered around the proposed identification system for all actions
by the Commission. Member Drew suggested an alphabetical index with sub-titles
numbered. The City Planner agreed to incorporate this method into the procedure
for conducting the Commission's business.
ADJOURNMENT
It was moved by Member Smith, seconded by Yember Stewart and carried that the
meeting adjourn sine die.
