HomeMy WebLinkAbout1952-11-17 PC MINS MINUTES OF A REGULAR ADJOURNED FLEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday, November 17, 1952 The Planning Commission met in the Council Chamber at City Hall on the above date at 7:30 P.M. with the following Members present: Vice Chairman 'Poulter, Drew, Ramage, Stewart, Longworth and Smith. Also Present: City Planner W:: gner, Assrt. to City Engineer Wheeler. Absent: Chairman Wulff. APPROVAL OF MINUTES It was moved by Member Stewart, seconded by Member-Ramage, and carried, that the minutes of the meeting held November 3, 1952, be approved with the following correction:_ Member Drew voted "no" against Tentative Map of Country Club Villa No. 2 for H.H. Johnson., because of the .layout and the narrow streets. PLANNERIS REPORT on Council action on Warren Thomas Zone Variance for Trailer Park. The three Councilmen present at the November 13 meeting. of the City Council denied appeal of Warren Thomas zone variance for trailer park. Mr. Poulter suggested that con- sideration be 'given to effecting an up-to-date ordinance prohibiting further trailer parks in Chula Vista. PLANNERIS REPCR T on Four-County Highway Association Luncheon City Planner Fred Wagner reported that he was somewhat disappointed that more time was not spent on the subject of toll roads. It was brought up once more that -it is ne- cessary yo prove that the expenditure for a toll road will warrant selling bonds as well as selling a bonding company on the feasibility of such a road. Actually, not too much more was accomplished at the meeting that had not been determined at previous meetings. DISCUSSION of annexation problems-. The Planning Commission agreed that .the factor of assessing property owners of annexed areas was necessary and important to compensate the City for sewage extensions, police and -fare protection, schools, Civic Center, and other necessary services. Con- sideration should also be given to the fact that it would be preferable to make annexa- tion at the time' the particular fringe area was forming and before it became built up too much and below City standards. DISCUSSION of Master Street Plan. Engineering crews have staked center lines from Third Ave. to Telegraph Canyon Rd. to date, also tlE" Street extension from Bonita Road.- At the rate they have progressed., the cost appears to run about $120 and should be completed within approximately two weeks. DISCUSSION of Project Numbering System and Scheduling. City Planner Fred Wagner submitted to the Commissioners a project numbering system for their approval. Member Poulter suggested that the Planning Commission show the City Council this numbering system. -2- DISCUSSION of long range planning problems Member Ramage suggested that consideration be given the X150 acres of the Vista Square Housing Project to be set aside as a .public golf course. Member Drew indicated that Chula Vista need not confine its future parks and playgrounds to the city limits; cited San Diego parks and lakes outside of city limits.
