HomeMy WebLinkAbout1951-02-05 PC MINS MINUTES OF A REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held "Monday, February 5th, 1951 The Planning Commission met in the Council Chambers of the City Hall on the above date with the following members present:' Wulff, Drew, Poulter, Ramage,- Stewart. Absent: Halferty, Smith. Also Present: City Attorney Boyer, Councilman DeWolfe, Asst. Engineer Wheeler. It was moved by Member Poulter, seconded by Member Ramage, and carried, that the minutes. of the meeting held January 22nd, 1951 be approved as mailed. Chairman Wulff recommended that Resolution No. 15 be held over to the next meeting, February. 19th, 1951. At this point, Member Halferty arrived. Zone Variances Brownie Nowacki - 270 Whitney St: It was moved by Member Drew, seconded by Member Stewart, that Mr. Nowackils request for a side and rear yard variance to erect a.3-room duplex over four garages es be �_. g g granted, for reasons stated in the application, providing that the rear yard be no less than 72 feet from the property line and the side yards be no less than 4 feet from the property line. The motion was carried by the fol- lowing vote, to-wit: AYES: Members Wulff, Ramage, Drew,, Stewart. NOES: Members Poulter, Halferty. ABSENT: Member Smith. Edith Collins - 160 Fifth Avenue. It was moved by Member Drew, seconded by hfemberiHalferty, and carried, that Mrs. Collins' request for a renewal of a variance to operate a Beauty Shop in an R-3 zone be granted for the .reasons ,stated in the application, for a period of one year, ending December 31, 1951, and providing that no signs be erected on the property and no personnel be employed in the shop. Charles Higgins - 242-244 Madrona St. Mr. Higgins requested a side and rear yard variance for the purpose of erecting two duplexes with four garages under. It was moved by Member Ramage, seconded by Member Halferty, that the variance be granted for the reasons stated in the application, providing that the side yards be 4 feet fromm the property line, and the rear yard be 21 feet from center of alley. The motion was carried by the following vote, to-wit: AYES: _ - Members Ramage, - Drew, Stewart, Halferty. NOES: - Members Wulff, Poulter. ABSENT: Member Smith. i Anna Church and Edward J. Frodyma - Two lots, Second & Davidson It'was moved by Member Drew, seconded by Member Ramage, and carried, that . the request for variance be tabled for further study and that the Secretary be instructed to contact the owners to determine why the required 7,000 feet cannot be procured. "Y was moved by Member Drew, seconded by Member Ramage, and carried, that the Planning Commission request the City Council to instruct the City Attorney to investigate the Cordrey Machine Shop on Davidson Street in an effort to determine whether they are operating in violation of any ordinances or variances which may have been passed. Tree Removal Mrs. Minnie B. Robinson, 576 Twin Oaks, requested that a black acacia tree be removed from the parkway in front of her property. It was moved by Member Drew, seconded by Member Halferty, and carried, that the tree be removed at the City's expense, without replacement. Hearing Concerning Third Avenue Extension - Its. Davies The Commission heard Ns. Davies' request for a Variance to operate a flower shop on the Extension, but no action was taken on this matter as no formal ap- plication had been filed. Chairman Wulff recommended that Members Stewart and Halferty make a further study of the plan for extension of Third Avenue and re- port their findings to the Commission. J. K. Osborn - 1195 Third Avenue The Chairman read a letter from blrl. Osborn requesting a variance to alloy him to build a house on Garrett Avenue, an undedicated street, south of I Street. It was moved by Member Drew, seconded by Member Stewart, and carried, that per- mission be- granted to build on this easement prividing that the front yard set- back be equal to the greatest front yard setback of existing houses on the same side of the street. Tentative Map - Paramount #1 Subdivision The Commission considered a tentative map, as presented by Henry Algert, and suggested the following modifications: The streets to be lined up with existing streets, Sierra Way to be continued all the way through to the ad- jacent property, adjust lots so as to give an additional footage on corner properties. The Commission further directed that a modified tentative map shall be presented at the next meeting, February 19th, 1951. Recreation Commission Chairman Wulff read a letter from. Mr. Albert Boyer, representing the Recrea- tion Commission, recommending that a site at Fourth Avenue and G Street be ap- proved for a swimming pool. It was moved by Member Poulter, seconded by Member Stewart, and carried, that the site be approved for the purpose indicated in the letter. Consultant Fee - Kenneth Gardner It was moved by Member Halferty, seconded by Member Ramage, and carried, that Mr. Gardner's fee of $ 200.00 for consultation, be approved by the Com- mission and passed on to the City Council. Request for Purchase Order It was moved by Member Ramage, seconded by 14ember Halferty, and carried, that R1ember Drew be given authority to purchase a set of tracing maps for the Planning Commission's use, subject to the approval of the City Council. Adjournment It was moved by Member Poulter, seconded by member Halferty, and carried, that the meeting adjourn until Monday, February 19th, 1951. Jean C. Steele, Secretary
