OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Tuesday, •January 22nd, 1951
The Planning Commission met in the Council Chambers on the above date at
7:30 P.M. with Chairman Wulff presiding.
Present: Members Wulff, Ramage, Drew, Smith, Stewart, Halferty.
Absent: Member Poulter
Also Present: Mayor Kidder, Councilmen Hobel and DeWolfe, City Attorney Boyer.
It was moved by Member.Wulff, seconded by Member Halferty, and carried, that
the minutes of the meeting held January 2nd, be approved as mailed, with the fol-
lowing correction: The original motion on Safeway Stores, Inc. variance was made
by Member Halferty, imposing a 381 setback from the center line of Church Avenue,
and seconded by Member Smith.
Zone Variances
Milton E. Nelson and Carl V. Ende -•460 National Avenue ,
Messrs. Nelson and Ende requested a variance to construct and operate a
Trailer Park fronting on National Avenue end to extend approximately 630 feet
to the rear of the curb-line of National Avenue. It was moved by Member Hal-
ferty, seconded by. Member Ramage, and carried, 'that the variance be granted for
the reasons stated in the application, with the provision that the owner of the
land dedicate the Westerly 60-feet of the property, or so much as may be neces-
sary for the extension of Jefferson Avenue, and that no permanent structures be %
constructed in the Westerly 60 feet of such property,jby the following vote,
to wit:
AYES: Members Wulff, Ramage, Smith, Stewart, Halferty.
NOES: Member Drew,
ABSENT: Member Poulter.
Mr. William Villella, representing the owner-applicant, stated that the
owner was willing to make the above dedication at no cost to the City whenever
the City desired the same. It was moved by Member Halferty, seconded by Member
Steuart, and carried, that the plans be approved as submitted and that the Com-
mission approve the use of the land for the purpose. This action was taken
pursuant to Ordinance 342. The vote was as follows, to-wit:
AYES: Members Wulff, Ramage, Smith, Stewart,' Halferty.
NOES: Member Drew..
ABSENT: Member Poulter.
Claude Yager - 3342 Del Mar Avenue,
Mr. Yager requested a renewal of a variance for the purpose of operating a
photographic developing and printing shop in an R-3 zone. It was moved by
Member Drew, seconded by Member Smith, and carried, that the variance be granted
for a period of one year, or to the end of the calendar year, 1951, for the reasons
stated in the application.
Member Poulter arrived at this point.

Charles F. .Brindell - 556 Glover Avenue.
Mr. Brindell requested a renewal of a variance for the purpose of operating
a Radio Repair shop in an R-3 zone. It was moved by Member Smith, seconded by
Member Stewart, and carried, that the variance be granted for a period of one
year, ending December 31st, 1951, for the reasons stated in the application.
Victor L. Wulff, Jr.- Lots 31 and 325 Montebello Heights.
Mr. Wulff requested a variance to allow him to construct a residence with
a detached garage on- one of the above lots9 with the garage 201 from the front
property line. It was moved by Member Drew, seconded by Member Stewart, and
carried, that the variance be granted. Mr. Wulff did not vote on the question.
Resolution No. 14 - Area restrictions for Offices of a Tourist Court.
The Secretary read Resolution No. 14 in fall, which on motion by Member Drew,
seconded by Member Halferty, and carried, was passed, adopted and approved.
Tree Removals
Mr. Harold H. Wegand, 494 F Street, requested that permission be granted to
remove a tree on the parking way subject to replacement by another tree of a
suitable type approved by the Park Superintendent. It was moved by Member
Poulter, seconded by Member Smith that the application be approved. The motion
failed to carry, by the following vote, to-wit:
AYES: Members Smith, Stewart, Poulter.
NOES: Members Halferty, Ramage, Wulff.
NOT VOTING: Member Drew.
Minnie B. Robinson, 576 Twin Oaks.rrequest for tree removal was carried over
to the February 5th meeting for determination of whether the tree should be re-
moved at public expense.
Planning Commission Agenda
It was moved by Member Drew, seconded by Member Halferty, and carried, that
the second meeting of every month be devoted exclusively to planning purposes,
and that such routine mattersas variances, tree removals and other public
hearings be set for the first meeting of the month, only.
Report of Mr. Kenneth Gardner - re: Major City Streets and Highways.
Mr. Gardner appeared before the Commission and outlined his findings on the
major street plan for the City of Chula Vista, and on a proposed highway from
Chula Vista and the South Bay area to East San Diego and the State- College area.
Adjournment
It was moved by Member Poulter, seconded by Member Halferty, and carried,
that the meeting adjourn, sine die.
