HomeMy WebLinkAbout1951-10-15 PC MINS MINUTES OF A REGULAR ADJOURNED MEETING OF THE PLANNING COINJIISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday, October 15, 1951 The Planning Commission met in the Council Chamber at City Hall on the above date with the following Members present: . Ramage, Poulter, Smith,- Stewart, Drew. Absent: Members Wulff, Halferty. Also Present: City Planner Wagner, Asst.' City Engineer Wheeler. In the absence of Chairman Wulff, it was moved by Member Ramage, seconded by Member Smith, and carried, that Member Poulter serve as Chairman for the meeting. APPROVAL OF MINUTES It was moved by Member Smith, seconded by I2ember Stewart, and carried, that the minutes of the meeting held October 1, 1951 be approved, copies having been mailed to the Members. PLANTING OF PALM TREES ON "E" STREET Mrs. Benson, representing the Ehula'Vista Junior Women's Club spoke to the Commission on the subject of future planting of trees along "E" Street between Mont- gomery Freeway and National.Avenue. She advised the Commission that the Junior Women's Club would do everything possible to .help finance the project. Park Super- .. intendent Norman was present, and advised that palm trees would be the most suitable for planting. It was moved by Member Ramage, seconded by Member Stewart, and carried, that a recommendation be made to the City Council that the City require an extra five feet on each side -of "E" Street between the Freeway and National Avenue, making it a 90 ft. -street., so that in the future a tree planting program may be carried out on each side of the =street, and that the setback be changed on the new property line. from -25 ft. to 20 ft. RESOLUTION NO. 17 - Determining the Scope of Permissible Agricultural Uses . in an R-1 Zone. It was moved by Member Smith, seconded by Member Stewart, and carried, that the Resolution be adopted. REQUEST FOR ZONE CHANGE - Herb Tompkins 14r. Herb Tompkins, representing the owners of property between K Street and L Street on Bay Boulevard, appeared before the Commission to request a zone change on said property from M-2 to R-3 in order to obtain FHA financing. The Secretary read a letter from John and Mae Wanders, owners of the property, stating the same request. It was moved by Member Ramage, seconded by Member Smith, and carried, that a Resolution of Intention to amend Ordinance 398 be prepared by the City At- torney, changing the 14-2 strip in the block between K Street and L Street adjacent to and Easterly of the San Diego and Arizona Eastern Railroad, to R-3. -2— DISCUSSION OF 40 FT. ROADWAY - Iflrs. Basil Diller. The City Planner reported to the Commission that he had received a request from Mrs. Basil Diller of 180 "K" Street for a'40 ft. roadway to serve the rear of her property for future building site. After a discussion, it was recommended that Mrs. Miller contact an engineer, and have tentative plans drawn up to present to the Commission. RESOLUTION NO. ltd - Granting Zone Variance to A. L. and Joan M. Si.mas. It was moved by Member Stewart, seconded by Member Smith, and carried, that the Resolution be adopted with the change as suggested by Member Drew. APPROVAL OF ZONE VARIANCE PROCEDURE INSTRUCTION SHEET City Planner Wagner presented a proposed instruction sheet to be used with zone, variance applications. The Commission unanimously approved, and instructed the Secretary to prepare copies. RECOMMENDATION OF CITY PLANNER - Reduction of Rear Yard Requirements and Lot Coverages in R-2 and R-3 Zones. The City Planner reported that he had made a study of various cities, zoning ordinances covering the. above-mentioned items. It was recommended that he prepare a memorandum of his findings and present it to the Commission. TENTATIVE 19AP - Zurcher Subdivision No. 2 It was moved by Member Ramage; seconded by Member Stewart, and carried, that the Planning Commission approve the setbacks recommended by the City Council and shown on the Tentative Map. MASTER STREET PLAN The Commission viewed two schemes prepared by the City Planner showing possible approaches to "E" Street and "G" Street from Bonita Street, based on 80 ft. rights- of-Way. It was decided by the Commission members that additional study be given this problem as well as a north-south limited access freeway just east of Chula Vista to connect the South Bay area with State College.
