HomeMy WebLinkAbout1950-03-06 PC MINS MINUTES OF A REGULAR MEETING OF THE PL_4RINING COMSSION OF THE CITY OF CHULA VISTA., CALIFORNIA Held Monday - March 6, 1950 The Planning Commission met on the above date at 7:30 P. M. in the Council Chambers of the City Hall with Chairman Davis presiding. Present: Members Davis, Fisher, White, Lincoln and Irey. Absent: None. Motion was made by Member Irey, seconded by Member Fisher, and carried, that the minutes of the meeting held February 20th be approved. La Playa Vista Annex - Final Subdivision Map. Mr. Harold C. Foster, representing Mr. L.' T. Brewer, presented the final map for La Playa Vista Annex. It was moved by Member Irey, seconded by Member White, and carried, that the final map be approved and recommended to the City Council for acceptance. Record of Survey of the Westerly 104' of Lots 27 and 30, Quarter Section 147 - Final. Mr. Harold C. Foster, representing Mr. William E. Norman, presented the final map of the Record of Survey of the Westerly 1041 of Lots 27 and 30, Quarter Section 147. It was moved by Member Irey, seconded by Member Lincoln, and carried, that the final map be approved subject to the approval of drainage by the City Engineer, and the same was recommended to the City Council for acceptance. Kenwood Village No. II - Tentative Map. Mr. Henry Algert, representing Stafford -Gardner, Inc. , presented the tenta- tive map of Kenwood Village No. II. .After discussion, it was moved by Member Fisher, seconded by Member White, and carried, that the tentative map be approved. Chula Vista Highlands - Final Map. Mr. Henry Algert, representing Mr. Robert M. Griffin, presented the final map of Chula Vista Highlands. This map had previously been presented under the name of Highland Acres and the tentative map approved. It was moved by Member Irey, seconded by Member Lincoln, and carried, that the final map be approved subject to checking by the City Engineer of such engineering details as drainage and lot sizes and further provided that such details be approved before submitting the map . to the City Council for acceptance. Zone Variances William H. Elkerton - 256 Garrett Avenue. Mr.. Elkerton requested a variance for the purpose of operating a repair and calibration of television receivers in a private garage in a R-3 zone. Mrs. IW. H. Owens of 2753Garrett Avenue asked whether this variance, if granted, would neces- sarily mean that other businesses would be allowed in the same area. Mrs. Owens was advised that that was not the case and that the variance would only be granted c on a temporary basis. Notices having been sent to property owners within 500 feet and there being no other objections, it was moved by Member Fisher, seconded by I�Tlember Irey, and carried, that the variance be granted for one year. Hancel Cordrey - 258 Second Avenue. Mr. Cordrey requested a variance to build multiple dwellings in a R-1 zone. After discussion, Member Lincoln and Member Fisher was appointed to investigate the matter and report back to the Commission at their next meeting. Dollie Davis - 194 G Street. Miss Davis requested a variance for the purpose of operating a boarding house for men in a R-1 zone. The Secretary read two letters objecting to the granting of the variance from property owners within 500 feet. IJx. Vaughn of 156 G Street, Mrs. Demenge of 161 G Street and Mr. Burg of 163 G Street voiced objections to the granting of the variance bedause of the animals being raised there and the un- sightly appearance of the premises. Mr. Burg stated that he would have no objec- tions to the granting of the variance if the barn in the rear of the lot was cleaned up. After discussion and consideration of the fact that there has been four previous variances granted, it was moved by Member Nhite, seconded by Member Irey, and carried, that a variance be granted for only one year, to expire December 31, 1950, and with the recommendation that the variance be not renewed or extended beyond that date. Herbert L. Berger - 221 Glover Avenue. Mr. Berger requested a variance to build a duplex apartment over a garage now located on the side property line instead of five feet therefrom. It was moved by 9 Member Irey, seconded by Member Fisher, and carried, that the variance be granted. Harry E. Schnepf - 256 H Street. Mz% Schnepf requested a variance to build a dwelling three feet from the side property line instead of the required five feet. It was moved by Member Fisher, seconded by Member Lincoln, and carried, that the variance be granted. Tree Removal --IJcCarthy. The Secretary read a letter from Mrs. William E. McCarthy of 393 Second Avenue, requesting the removal of a tree in front of their house. It was moved by Member Irey, seconded by Member Fisher, and carried, that the tree be removed at their own expense and that the replacement requirement be waived. Brightwood Avenue - Off of Parkway. Mr. H. C. Foster presented the improvement plan for Brightwood Avenue north of Parkway and requested that deletion of the banjo be approved. It was moved by Member Lincoln, seconded by Member White, and carried, that the request to delete the banjo from the improvement plan. no. 49-6-L be approved. Approval for Easement - South of E Street between National Avenue and Bay Boulevard. It was moved by Member Lincoln, seconded by Member Irey, and carried, that that certain easement shown on the map prepared by E. L. Freeland, job no. 1389, is ap- proved, pursuant to the Zoning Ordinance of the City of Chula Vista. Resolution No. 7 - Proposed changes in Ordinance No. 398 - Public Hearing. This being the time and place set for the second public hearing for changes in Ordinance No. 398, the Chairman asked if there was anybody in the audience wish- ing to object. There being no objections, it was moved by Member Irey, seconded by Member Lincoln, and carried, that the amendments to ordinance No. 398 initiated by Planning Commission Resolution No. 7 be certified to the City Council.
