MINUTES OF A REGULAR MEETING OF
THE PLANNING COMMISSION OF
THE CITY OF CHULA VISTA, CALIFORNIA
Held Monday - April 3, 1950
The Planning Commission met on the above date at 7:30 P. M. in the Council Chambers
of the City Hall.
Present: Members Davis, Fisher, Mite, Lincoln, Irey.
I.Absent: None.
New Members - Oath of Office.
IMr. Bolin 0. Downs took the Oath of Office, his term of office to expire July
1, 1953-
. J)r. L. A. Sausser took the Oath of Office, his term of office to expire July ,
1, 1950• .
The two new members then took their positions as members of the Planning Com-
mission.
It was moved by Member Irey, seconded by Member Lincoln, and carried, that the
minutes of the meeting held March 6th be approved as mailed.
Zone Variances
Charles T. Brindell - 556 Glover Avenue.
Mr. Brindell requested a variance from the Zoning Ordinance for the purpose of
operating a Radio Repair shop in a R-3 zone. The neighbors within 5001 having been
notified and there being no objections, it was moved by Member Fisher, seconded by
Member White, and carried, that Mr. Brindell be granted a zone variance to December
31, 1950.
William E. Norman - 156 Fourth Avenue and 410 Flower Street.
Mr. Norman requested a variance in the lot area of the above mentioned two lots
for building single-family residences. Mr. Norman had agreed to sell the City suf-
ficient property from these two lots to open up Flower Street, thus decreasing the
size of them. It was moved by Member Irey, seconded by Member "White, and carried,
that the variance be granted.
James P. Jones - 371 D Street.
Mr. Jones requested a variance for the purpose of constructing a 41 fence in
front of his property instead of the required 321 fence. It 'was moved by Member
Downs, seconded by Member Lincoln, and carried, that the variance be granted due to
the contour of the land and the fire hazard that is created by children entering
the property and playing around the trees.
Hancel Cordrey - 258 Second Avenue.
r. Co rey had previously requested a variance for Lots 1, 2 and 3 in Block A
of Central Addition, to be used for multiple dwellings. These lots are now located
in a R-1 zone. Members Fisher and Lincoln had been appointed to investigate the sit-
uation and report back to this meeting. Members Fisher and Lincoln informed the Com-
mission that they had looked over the property and had concluded that the best solu-
tion would be to require single family dwellings on Lots 1 and 2, and to permit the
large house which now sets- on Lots 3 and 4 to be used for multiple residential pur-
poses. It was moved by Member Irey, seconded by Member Fisher, and carried, that the
variance for Lots land 2 be denied, but that a variance be granted as to Lot 3 to
permit the use of the existing building located thereon to be used for multiple resi-
dential purposes,
Canasta Terrace - Final Map.
Mr. "Harold- c. -Foster, representing Bir. Macy McMillan, presented the final map
of Canasta Terrace, being a portion of Lot 3, 4 sec. 148. It was moved by Member
Lincoln, seconded by Member Ivey, and carried,-that the final map be approved and
recommended to the City Council for acceptance.
Kuebler Terrace No. 4 - Tentative .Map.
aro C. Oster, representing Mr. L. -Co Kuebler, presented the tentative
map of Kuebler Terrace No. 4, being a portion -of Lot 1., 26 sec. 122. Mr. Kuebler re-
quested that a i5i setback be permitted on Elm Street; also, that the radius on the
.banjo be reduced from 501 to 401. It was moved by Member Fisher, seconded by Member
Irey, and carried, that the tentative map be approved and that the above mentioned
exceptions be approved.
Kuebler Terrace No. 4 - Final Map.
Mr, Harold C. Oster presented the final map of Kuebler Terrace No. 4. It was
moved by Member Sausser, seconded by Member isher, and carried, that the final map
be approved and recommended to the City Council for acceptance.
Kuebler Terrace No. 4 - Zone Variance,
Mr. Kuebler presented a zone -variance for lots 79, 80 and 81 of Kuebler Terrace
No. 1 from the required-area of 7,000 sq. ft. It was moved by Member White, seconded
by Member Sausser, and carried, that the variance be granted.
Kenwood Village No. 2 - Final Trap.
Mr. . Smith representing Stafford and Gardner, Inc., presented the final map
of Kenwood Village No. 2. It was moved by Member Fisher, seconded by Member Sausser,
and. carried, that the final map be approved and recommended to the City Council for
acceptance.
Zurcher Tract-'- Tentative Map.
Mr. W. Smith., representing Mr. J. Zurcher, presented the tentative- map of the
Zurcher Tract,-being a portion of Lot 3, 4 sec. 124. It was moved by Member Downs,
seconded by Member Trey, and carried, that the tentative map be approved. .
Zurcher Tract - Final"Map.
Mr. We Smith presented the final map of the Zurcher Tract. It was moved by
Member Sausser, seconded by Member Lincoln, and carried, that the final map be ap-
proved and recommended to the City Council for acceptance.
Chase Manor - Tentative Map.
Mr. W. Smith representing the El -Rey Investment Corp., presented the tentative
map of Chase Manor, being a portion of the East half of Lot 9., 2L see. 148. It was
moved by Member Fisher, seconded by Member Sausser, and carried, that the tentative
map be approved, -and that the setback on Guava Avenue be established at 201.
Proposed-School Site.
Mr. E. L. Freeland presented plans for the proposed school site at the North-
west corner of Hilltop and J Street for the Commission's approval. After discussion,
it was moved by Member Irey, seconded by Member Fisher, and carried, that the tenta-
tive plans of the proposed school site be approved.
Trailer Park - Approval of site. .
Mr. C._ E. Smith presented a proposed plat and application for a trailer park at
808 to 822 National Avenue for the approval of the Commission. After discussion, it
was moved by Member Lincoln, seconded by Member Trey, and carried, that the use of
the land for a trailer park be approved.
Request for Variance in setback - Lee and Leschorn, Inc.
Mr. !Carl Leschorn requested that the Commission grant a variance in the setback
ordinance for the proposed apartments on E Street between Del Mar Avenue and Twin
Oaks Avenue. The City Attorney advised the Commission that they could take no action
unless the zone variance application was submitted in the manner provided in the Ordi-
nance and rules of the Commission. No action was taken.
Correspondence.
The Secretary read a letter from the National City-Chula Vista Realty Board, re-
questing that they go on record as being opposed to spot zoning variances.
Tree Removal.
The Secretary read requests for two olive trees to be removed from each of the
following:
Arnold J. Neubauer - 586 First Avenue, Chula Vista, California
D. J. Ralfs - 101 I Street, Chula Vista, California
W. T. Sneddon - 590 First Avenue, -Chula Vista, California
It was moved by Member Irey, seconded by Member Downs, and carried, that per-
mission be granted for the trees to be removed at the property owners expense, and
that Cocoas Plumosa trees be replaced.
The Secretary read a letter from Mr. Ralph A. Dennison of 210 G Street request-
ing that a large-Pepper tree be removed from the curbing in front of his residence*
The Park Superintendent had checked the tree and recommended that the sidewalk be
fixed and that the tree not be removed. It was moved by Member Sausser, seconded by
Member Lincoln, and carried, that the recommendation of the Park Superintendent be
approved.
Adjournment.
It was moved by Member Irey, seconded by Member Fisher, and carried, than the
meeting adjourn sine die.
