THE PLANNING COMMISSION OF
THE CITY OF CHULA VISTA, CALIFORNIA
Held Monday - May 1, 1950
The Planning Commission met on the above date at 7:30 P. M. in the Council
Chambers of the City Hall with Chairman Davis presiding.
Present: Members Davis, Fisher, Sausser, Downs, White, Lincoln and Irey.
Ex Officio Members Boyer and Gierlich.
Absent: None.
It was moved by Member Downs, seconded by Member Irey, and carried, that the
minutes of the meeting held April 3, 1950, be approved as mailed*
Chase Manor - Final Map,
Mr. Henry Algert presented the final map of Chase Manor, being a portion of the
East half of Lot 9, 4 section 118. It was moved by Member Irey, seconded by Member
Fisher, and carried,- that the final map be approved and recommended to the City
Council for acceptance, with the recommendation that the City accept a one foot
strip at the North end of Guava Avenue -to facilitate the future extension of this
Street.
Vista San Miguel - Tentative Map.
Mr. J. S. Peterson presented the tentative map of Vista San Miguel, being a por-
tion of Lots 23 and 24 of 4 section 123 - Owners - Johnson, Tyson and Lynds. Mr.
Davis had appointed Members Downs and White to investigate this proposed subdivision
along with the City Engineer, the Engineer of work and the Owners. .The committee re-
ported that they felt that something should be done with regard to the drainage at
the corner of H Street and First Avenue. Mr. Peterson requested that a 15 foot set-
back be permitted for the interior--.' lots in the proposed subdivision. After discuss-
ion, it was moved by Member White, seconded.by Member Lincoln, and carried, that the
tentative map be approved with a 15 foot set-back on the interior lots, a 25 foot set- '
back for the lots abutting on First Avenue and H Streets, and on condition that a
satisfactory arrangement between the owner and the City Council with regards to the
drainage problem be agreed upon.
Zone Variances
Laura P. Branco - 229 Cypress Street.
Mrs. Branco requested a zone variance for the purpose of converting an existing
garage 31 from the property line into living quarters. The Ordinance requires 51 for
living quarters. It was moved by Member Irey, seconded by Member Sausser, and carried,
that the variance be granted.
Edith Collins - 160 Fifth Avenue.
Mrs. Collins requested a renewal of a variance for the purpose of operating a
beauty shop in a residental zone. The neighbors within 500 feet having been notified
of the request for a zone variance, and there being no objections, it was moved by
Member Sausser, seconded by Member Lincoln, and carried, that the variance be ex-
tended to December 31, 1950.
Dr. C. Brewer Casey - 265 F Street.
Mr. Casey requested a zone variance from the front yard set-back ordinance from
15 feet to 5 feet for a proposed clinic building. It was moved by Member- Fisher,
seconded by Member Sausser, and carried, that the variance be granted and that the
applicant be allowed to file an amended application for a variance from the R-3 re-
quirements of a portion of this site.
Sign Ordinance
The ommR.ssion had been requested to review the proposed sign ordinance and
make a report of their recommendations and findings to the City Council. Mr. Davis
recommended that in view of the fact that the members were unfamiliar with the pro-
posed ordinance, that copies of this ordinance be given to the members for study and
the matter brought before the Commission at their next meeting.
Correspondence
Mr. Andrew Hom, owner of real property at 315 National Avenue, requested that
the Commission determine that the erection and operation of a skating rink is a use
permitted in the M-1 zone. It was moved by Member Sausser, seconded by Member Irey,
and carried, that the following resolution be adopted: That the Planning Commission
finds that a skating rink is a use permitted in a MM-1 zone under sections 10-A-3 and
11-A-25, the same being similar to and no more objectionable than the uses therein
enumerated.
The Secretary read a letter from the County Planning Commission, enclosing a
revised tentative map of a proposed Subdivision within one mile from the City Limits
of Chula Vista for the. Commission's inspection and comment. It was moved by Member
Irey, seconded by Member Downs, and carried, that the Secretary be directed to ac-
knowledge the letter.
Proposed Street
Mr. Al Burchett presented a sketch of a proposed street South of D Street between
First Avenue and Hilltop, to be improved, and requested that the City accept it. It
was moved by Member Irey, seconded by Member Fisher, and carried, that it be recommen-
ded to the City Council and that the City accept dedication of this Street as shown on
the plat presented and subject to the Owners installing the improvements shown thereon.
Adjournment
It was moved by Member Sausser, seconded by Member Fisher, and carried, that the
meeting adjourn sine die.
