THE PLANNING COMMISSION OF
THE CITY OF CHULA VISTA, CALIFORNIA
Held Monday - June 5, 1950
The Planning Commission met on the above date at 7:30 P.M. in the Council
Chambers of the City Hall with Chairman Eckhart presiding.
Present: Members Eckhart, Wulff, Poulter, Ramage, Halferty.
Also Present: Members Boyer and Gierlich.
Absent: Members Logan and Drew.
It was moved by Member Wulff, seconded by Member kamage, and carried, that
the minutes of the meetings held May lst and 15th be approved as mailed.
Vista San Miguel - Final Map.
Mr. J. S. Teterson presented the final map of Vista San Miguel, being a
portion of Lots 23 and 24 of 4 section 148. It was moved by Member Ramage,
seconded by Member Wulff, and carried, that the final map be approved and recom-
mended to the City Council for acceptance, with the requirement of •a 101 side-
yard set=back on lots 20 and 21 adjacent to Lot "A" be observed.
Hermosa Vista - Tentative Map.
1r. henry Algert presented the tentative map of Hermosa Vista, being a por-
tion of Lot 4, 4 section 137, for Lee and Leschorn. It was moved by Member
Halferty, seconded by Member Wulff, and carried, that the tentative map be ap-
proved, and that the owners be given approval to reduce the lot size of lot 6
to 6,500 sq. ft. in a R-1 zone for the reason that it will permit greater width
to a corner lot, and will eliminate a jog in the lot line of lots 7 and 8.
Member Poulter voted no on the approval of the reduction of lot size.
Zone Variances
Malcolm E. Trutna - 146 King Street.
Mr. Truina requested a variance from the front and rear yard set-backs for
the. purpose of constructing a residence. After.much discussion, it was moved
by Member Wulff that the variance be granted. There being no second, the matter
was continued until the next meeting of the Commission. -The Commission recom- .
mended that Mr. Trutna try to arrive at a plan that would fit on the lot and
still meet his needs that would not require a zone variance.
Fred A. Kidd - 230 Ash Avenue.
Mr. Kidd requested a variance to manufacture and sell ceramics in a R-1 zone.
The notice of the variance having been published and all property owners within
300 feet having been notified of the request for a zone variance, and there being
no objections,. it was moved by Member Wulff, seconded by Member Poulter, and
f carried, that the variance be granted to December 31, 1951. Mr. 'Kidd was advised
by the Commission of Deed Restrictions on his property that state "That no lot
shall be used in whole or in part for any other than residential purposes".
Mario Ricchiti - 202 F Street.
Mr. Ricchiti requested a variance to build an apartment over a garage in
a R-1 zone. After discussion, it was moved by Member Poulter, seconded by
Member Wulff, and carried, that the variance be denied.
Raymond Engler - 634 Del Mar Avenue.
Mr. Engler requested a variance to build additional residences on his lot
in a R-1 zone. Mr: Keith Atherton and Walter J. Wheeling appeared before the
Commission to enter a protest. They objected to property owners in a R-1 zone
being permitted to build a small residence on a large lot, then coming in at a
later date for permission to build a large hole, thus creating a multiple use,
but agreed that in view of the existing structure, the proposed structure would
improve the neighborhood. Property owners within 300 feet having been notified
of the request for a variance, and there being no other objections, it was
moved by Member Wulff, seconded by Member Halferty, and carried, that the City
Attorney be instructed to prepare a resolution granting the variance to a R-2
use according to the plans and specifications submitted, provided there shall
be no major.va.riations from the plans; and the house set on the front of the
property and to line up with the front yard set-beck of the house to the South
of his property.
Kenneth D. Hawkins - 603 Carla Avenue.
Mr. Hawkins requested a variance to,build a 52 foot fence out to the pro-
perty line instead of the required .3� feet. It was moved by Member Poulter,
seconded by Member Ramage, and carried, that the variance be denied.
W. G. Taylor - 261 Twin Oaks Avenue.
Mr. Taylor requested a variance for his roof to project 91 from the pro-
perty line instead of the required 15' . After discussion, it was moved by
Member Poulter, seconded by Member Wulff, and carried, that the variance be
granted.
Charles D. Bresee - 572 Third Avenue.
Mr. Bresee requested a variance to construct a garage attached to a dwell-
ing 3 feet from the property line instead of the required 5 feet. It was moved
by Member Halferty, seconded by Member Wulff, and carried, that. the variance be
granted.
Sign Ordinance - Proposed.
The Planning Commission had been requested by the City Council to review
the proposed sign ordinance and make a report of their recommendations and find-
ings to the City Council. The Secretary read the proposed ordinance in full.
Member Halferty stated that he would oppose the proposed ordinance as a merchant.
Ms. Ray Coyle stated that he felt some of the best looking and most expensive
signs along Third Avenue were flat against the buildings. Mr. Harper, represent-
ing San Diego Neon Sign Company, discussed with the Commission the proposed
change of the sign ordinance in San Diego, and requested that Chula Vista study
and approve a similar ordinance. It was moved by Member Wulff, seconded by
Member Ramage, and carried, that the matter be, tabled for future study.
Corte Maria Place - Request for street.
The Secretary read a petition from property owners North of the Vista Del
Sol Subdivision requesting that permission be granted to extend an outlet North
of this Subdivision to permit them to develop their property. The matter was
tabled with the suggestion that the property owners submit a Znap showing the
proposed extension, proposed improvements, and its relationship with the adja-
cent existing and proposed subdivisions.
Proposed Street - South of Chula Vista Highlands.
The Planning Commission had requested that the property owners involved in
this street extension present the Commission with a plan showing the proposed
extension. There being none of the property owners present to discuss the matter
with the Commission, it was tabled.
Tree Removal
he Secretary read requests for trees to be removed from each of the following:
Paul A. Wittwer -' 57 Smith Street,
N. J. Sprank - 520 Hilltop Drive.
H. E. Lange - 388' D Street.
It was moved by Member Ramage, seconded by Member Wulff, and carried, that
permission be granted for the trees to be removed at the property owners expense,
and that trees of a type recommended by the Park Superintendent be replaced.

The Secretary read a request from Mrs. I. Cesena at 211 G Street, to have a
pepper tree removed from the alley between her residence and 215 G Street. It
was moved by Member Ramage, seconded by Member Wulff, and carried, that the re-
quest be denied.
Adjournment
It was moved by Member Wulff, seconded by Member Poulter, and carried, that
the meeting adjourn to 7:30 P.M. June 19th, 1950.
