HomeMy WebLinkAbout1950-08-07 PC MINS i MINUTES OF A REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday - August 7, 1950 The Planning Commission met on the above date at 7:30 P.M. in the Council Chambers of the City Hall with the following members present: Wulff, Drew, Ramage, Smith, and Halferty. -Members absent:- Eckhart, and Poulter. In the- absence of the Chairman pro tempore, the City Attorney called the meeting to order.. It was moved by Member Halferty, seconded by Member Wulff, and carried, that Member Drew be appointed to act as Chairman. Member Poulter arrived at this time and assumed the position of Chairman of the meeting. It was moved by Member Halferty, seconded by Member Wulff, and carried, that the minutes of the meeting of July 3rd be approved as mailed with the cor- rection that' the vote on the zone variance to Robert Cole should be - Ayes: Member Wulff, Drew, Halferty. Noes: Member Eckhart and Poulter. f . It was moved by Member Wulff, secohded by Member Halferty, and carried, that the minutes of the special meeting held July 31st be approved as mailed. Zone Variance - First Baptist Church - 494 E, Street. It was moved by Member Wulff, seconded by Member Drew, and carried, by the following vote to-wit, that a zone variance be granted to permit a set-back from E Street of 181 and from Fifth Avenue of 21.231 as shown on the plot pre- sented to the Commission. Ayes: Members Wulff, 'Drew, Ramage, .Smith, Halferty. Noes: Member Poulter. Absent: Member Eckhart. The variance was granted for the reasons expressed in the application. Verde Park No. 1 - Tentative Map. A revised map of Verde Park was presented to the Commission for approval. The only change from the original map was the elimination of Brightwood.Avenue and 18 lots. It was moved by Member Ramage, seconded by Member Wulff, and car- ried, that the .map be approved. 'Member Drew voted no for 'the reason that there are 4 .',.streets to a block which he opposed as contrary to good street planning. Zurcher Property - N/E corner of First Avenue and "E" Street. Dr. Lauderbauch, Engineer E. L. Freeland, and Mr. James Zurcher presented two proposed subdivision plots in relation to the proposed school site in this vicinity. After discussion, it was moved by Member Drew, seconded by Member Smith, and carried, that the School authorities, ,their engineer, and Mr. Zurcher study the matter further and bring back a plan for further action at -a later date. r Proposed Street - Garrett Avenue 2901 South of "I" Street. Several property owners appeared before the Commission regarding the im- provement and dedication of Garrett Avenue 290' South of "I" Street. After discussion with the property owners and the City Engineer, it was moved by Member Drew, seconded by Member Ramage, and carried, that an additional 10, on the East side of the street be deeded so as to make a 60, street, that the property owners contact the owners of the property South as far as 6201 from I Street to see if they won't also dedicate and improve their portion, and that a revised plan be presented to the Commission at a later meeting showing improvements of curb, gutter, and oiled surface. Zone Variances Pilary C. Merrell - 521 D Street. It was moved by Member Halferty, seconded by Member Wulff, and carried, that Mary C. Merrell be given a zone variance to December 31, 1951" for the purpose of operating a dress-making and alterations business in a R-1 zone, no signs to be displayed on the premises, for the reasons expressed in her applica- tion. Alfred Johnston - 183 Second Avenue. It was moved by Member Ramage, seconded by Member Drew, and carried, that Mr. Johnston be permitted to build an addition to his dwelling 3' from the side property line instead of the required 5'9 for the reasons expressed in his ap- plication. Wanda B. Clark - 632 Belinda Way. This variance having been published in the newspaper and there being no objections filed with the Commission, it was moved by Member Halferty, seconded by Member Wulff, and carried, that the variance be granted to conduct a dance school in the garage of a R-1 zone' to December 31, 1950, for the reasons ex- pressed in her application. Proposed Sign - Paul- Priiller, 354 E Street. It was moved by Member Drew, seconded by Member Ramage, and carried, that the proposed sign, as noted on the drawing attached herewith, for Mr. Miller, is not a billboard in the interpretation of the Commission. It was further moved by Member Wulff, seconded by Member Smith, and carried, that the Chamber of Commerce make a study of San Diego's intrepretation of bill- boards and the regulation of signs and refer to the Council for action. Robert Cole - 202 Church Avenue. This zone variance was referred back to the Commission for further study by the Council. After much discussion, the variance was again voted on, to-wit: Ayes: Members Ramage, Halferty, Drew. Aloes: Members Poulter, Smith, Wulff. Absent: Member Eckhart.
