+ OF THE PLANNING COMMISSION OF
THE CITY OF. CHULA VISTA, CALIFORNIA
Held Monday - December 4, 1950
The Planning Commission met in the Council Chambers of the City Hall on the
above date at 7:30 P.M. with Chairman Eckhart presiding.
Present: Members Eckhart, Drew, Ramage, Halferty.
Absent: Members Wulff, Poulter, Smith.
Also Present: City Attorney Boyer, City Engineer Floyd, Asst. City Engr. Wheeler.
It was moved by Member Ramage, seconded by Member Drew, and carried, that
the minutes of the meeting held November 20th, 1950, be approved as mailed.
Bay Vista No. 2 - Final Map.
It was moved by Member Halferty, seconded by Member Drew, and carried, that
the final map of Bay Vista No. ? be approved and recommended to the City Council
for acceptance.
Member Wulff arrived at this point.
Foyle Morgan Subdivision - Tentative Map.
Mr. Henry Algert, Engineer for Mr. -Kyle Morgan, presented the tentative map
for the Southerly 1311 of Lot 27 of 1 Section -124. After discussion, it was
moved by Member Wulff, seconded by Member Halferty, and carried,' that the matter
be tabled until the meeting of the Planning Commission to be held December 19, 1950.
Salisberry Easement - "D" Street between Second and Third Avenue.
This easement had been presented to the Planning Commission at their meeting
held November 20th and had been referred to the Fire Chief for his recommendation.
The Secretary read a letter from the Fire Chief stating that he had no objec-
tions to the approval of the 15 foot easement, being of sufficient width to permit
ample room for the fire equipment to pass through. It was moved by Member Halferty,
seconded by Member Wulff, and carried, that the. 151 easement be approved as shown
on the sketch presented to the Commission.
St. Laurent Easement - 275 H Street.
Mrs. St. Laurent requested a 121 easement along the easterly side of her pro-
perty so that two building lots could be sold off in the rear of her existing
house. It was moved by Member Drew, seconded by Member Ramage, and carried, that
the easement be approved providing it was increased to 15" in width.
Zone Variances
Roxana F. Minnick - 278 Fifth Avenue.
y . Mrs. .Minnick requested a variance to permit her to convey a lot having 131
frontage. After discussion, it was moved by Member Drew, seconded by Member Wulff,
and carried, that action be postphoned and that the applicant bring in a plot plan
showing the existing house and driveway.
_ Leslie H. Hendren - 696 Third Avenue.
Mr. Hendren requested a variance from the Third Avenue, J Street, and rear
yard set-back for the purpose of constructing a mortuary. Mr. Hendren advised
the Commission that he had talked with Mr. LaCasse, property owner adjoining the
North of his property, and Mr. -LaCasse indicated- that he did not want to sign
either for or against the variance, but would favor it if" the variance request
was for the building to set on the Third Avenue property line. Mr. Mark Money
stated that he had also talked with Mr. LaCasse and he had stated that he wasn't
going to protest anything that was done nor approve, but would like to see no
set-back on Third Avenue. It was moved by Member Ramage, seconded by Member
Wulff, and carried, that a variance be granted for a 5' set-back on J Street, 15'
set-back on Third Avenue and 20' set-back -on the rear yard. Ayes - all.
Member Poulter arrived at this point.
Standard Oil Company - request for driveways on proposed location at lith and E St.
It was moved by Member Wulff, seconded by Member Poulter, and carried, that
the Planning Commission recommend that two 25' driveways on E-Street and two 25'
driveways on Fourth Avenue be allowed instead of the driveways as shown on the
plat presented to the Commission. It was further recommended that the Company
set their pumps and improvements back a sufficient distance to allow for the
future widening-of E Street and Fourth Avenue to 100' streets, and that the Com-
pany be. requested to enter into an agreement with the City of Chula Vista to re-
place the curbing if and when they abandon the service station.
Traffic and Parking survey - Report from Chamber of Commerce.
Mr. Walter Davis, Secretary of the Chamber of Commerce, made a report to the
Commission of the results of a traffic and parking survey made by the Chamber of
the Third Avenue District on Saturday, December 2nd, 1950. He indicated that a
complete written report would be forthcoming.
Mr. Kenneth Gardner - special planning consultant.
Mr. Kenneth Gardner, special planning consultant for the Commission, made a
report of his progress to date. He reported that he is still collecting informa-
tion and preparing preliminary plans of streets of first, second and third im-
portance. He recommended that a 10 foot minimum set back be established for E
Street for the length of the street for all property zoned for commercial use.
.Proposed set-back Ordinance
It was moved by Member Drew, seconded -by Member Wulff, and carried, that the
Commission recommend that the City Attorney be instructed by the Council to pre-
pare .an Ordinance to establish a minimum 10 foot set-back on E Street and for
Fourth Avenue at E Street and between F Street and Parkway.
Ayes: Members Drew, Ramage, Wulff, Halferty.
Noes: Member Eckhart, .Poulter.
Adjournment
It was moved by Member Wulff, seconded by Member Halferty, and carried, that
the meeting adjourn to 7:30 P.M., December 19th, 1950•
