HomeMy WebLinkAbout1949-05-02 PC MINS MINUTES OF REGULAR MEETING OF TEE CHULA VISTA PIANNING COPiMISSION Held May 2, 1949 The Planning Commission met in regular session on the above date at 7:30 P. Y. in the Council Chambers of the City Hall with Chairman Davis presiding. PRE•SETT: Members Davis, Fisher, Guest and Irey. Ex Officio Members Riesland, Foster, Boyer. ASSENT: NOmbers Cloyed and Welton. Motion was made by member Fisher, seconded by member Trey, and carried, that the minutes of the last meeting held April 4th be approved. "R-3" Pear Yard ,Mr. Sparling, 161 Brightwood Avenue, made a request that the Commission grant a variance from the rear yard requirements as to his property inasmuch as Brightwood Alley would never actually be opened in his opinion. Chairman Davis appointed member Irey and member Fisher to check into the matter and report back to the Commission. City Engineer Foster and member Davis were also to check the property in question. No formal application for a variance was filed by Mr. Sparling. Removal of Tree - Mrs. S. S. Woodend Mrs. 1. S. Woodend of 85 Monte Vista made a request that the City remove a large Eucalyptus tree from the terrace in front of her house. Upon motion by member Trey, seconded by member Guest, which carried, the request was granted under the usual terms of a deposit of $5.00, and providing the tree is not on private property. Request to .Rent Rooms in "R-1" Zone The Secretary read a-letter from MI. H. L. Swain of 320 Second Avenue to rent unneeded -rooms for sleeping quarters. After discussion, it was suggested by Attorney Boyer that they could only rent to one person not related by blood to the occupants and still be within_ the limits of a single family usage as defined in the Ordinance. Request for Variance in "C-2" Zone - Dr. DuPuy's Office Mi. Spitz appeared before the Commission for its. H. C. Bachman to request permission to build an additional bedroom and garage on the rear of a property in a "C-2" Zgne , which is now improved by a Doctor's Office. City Attorney Boyer stated that it would. be necessary for theta to take out a zone variance for such a building. Mr. Spitz then requested if it would be permissable to build a garage. The Commission stated that this would be allog able as an adjunct to the property's present commercial use. Chairman Davis- suggested several matters that the Commission should take under consideration for future discussion and action. 1. Property for future City Parks: 1,dr. Davis suggested that con- sideration be given to converting Federal Housing Projects into parks when they are abandoned by the Federql Government. 2. Re-zoning of the south side of Parkway from 3rd to 4th Avenue: Ni. Davis suggested that this be re-zoned from "R-3" to "R-2". Notice of Hearing for Zone. Variance On motion made by member Guest, seconded by member Fisher, and. carried, it was resolved that the Commission adopt the policy of notifying property oiamers within 5001 of a proposed zone variance hearing. Zone Variance Forms Forms for zone variance were presented to the Commission for consideration. After discussion, upon motion by member Fisher, seconded by member Irey, which carried, the forms for (1) application and (2) notice of hearing of.application for a zone variance, copies of which are attached to and made a part of these minutes, were prescribed by the Commission for use by all applicants for variances. Member Cloyed arrived at this point. Chairman Davis asked that the Commission consider the matter of rear yards in the "C-111 and "C-211 Zones. Mr. Davis feels that the set-back on the alley behind Third Avenue should be equal in that the rear yard requirements should be reduced in "C-lt1 Zone from 201 to 151 and increased in the "C-211 Zone to 151.
