HomeMy WebLinkAbout1949-12-05 PC MINS MINUTES OF A REGULAR MENTING OF TIM PLANNING CODMSSION OF a THE CITY OF CHULA VISTA, CALIFORNIA Held Monday --December 5, 1949 The,Planning Commission met on the above date at 7:30 P. M. in the Council Chambers of the City Hall with Chairman Davis presiding. Present; Members Davis, Welton, Irey and Guest. Ex Officio- Members Gierlich and Boyer. Absent: Members Fisher and Cloyed. Motion was made by Member Irey, seconded by Member Iffelton, and carried, that the minutes of the meeting held November 7th be approved. Kuebler Terrace No. 3 - Tentative Map Mr. Harold C. Foster presented the tentative map for Kuebler Terrace No. 3,' being a portion of Lot 8, quarter Section 138. After discussion, Member Davis and Member Welton were appointed as a committee to check North. of the proposed subdivision to see if the property owners there would be in favor of dedicating 30 feet and improving same for a Street. The matter was tabled until the next meeting. Mr. Kuebler was instructed to contact the property owners in the mean- time to see if they would be in favor of such an arrangement. Member Welton and Member Davis were appointed to investigate the feasibility of this Street. Clairevista - Unit No. "B" - Tentative Map Por. E. L. Freeland.presented the tentative map for Unit "B" of Clairevista, and requested the Commission's approval. After discussion, it was moved by Member Irey, seconded by Member Welton, and carried, that the tentative map of Clairevista, Unit "BTM, be approved subject to improvements required by Section 7 of the Subdivision Ordinance. The Commission recommended that when Unit D was presented that Arthur Avenue be continued to T Street through Lots 176 and 177. Zone Variances Theo Gregor - 728 Alpine Avenue, Chula Vista, California. TEs variance was heardat a meeting held November 7th and Members Irey and Cloyed were appointed to investigate the matter. Member Irey reported to the Commission that he was of the opinion that the present house on the property . should be moved South far enough so that there would be two fifty foot lots in- stead of granting a variance allowing one house -on a fifty-eight foot lot and one on a forty-two foot lot. It was moved by Member Guest, seconded by Member Irey, and, carried, that the application be denied. Arthur D. Uecker - Bonita Park No. 2. Mr. Uecker requested a variance from the side yard for accessory buildings from five feet to two feet with regards to lots 73 to 96 inclusive and 48 to 54 inclusive of Bonita Park No. 2. After discussion, it was moved by Member ZVelton, seconded by Member Irey, and carried, that the garages on Minot Avenue be three feet from the property line and those on Alpine Avenue be two feet. Also, that the garages be placed on the same side of each lot so that two garages would not be next to each other. William McCleese - 351 Del Mar Avenue,, Chula Vista, California. Mr. J. E. Eddy, representing Mr. McCleese, requested a variance for a side yard set-back to four feet instead of the required five feet for the purpose of adding a bedroom to an existing house. It was moved by Member Irey, seconded by Member Welton, and carried, that the variance be granted. Peter Zounes - 636 E Street, Chula Vista, California. Mr. Zounes requested permission to maintain a wholesale meat distributing company in a R-3 zone. Mr. Zounes requested-that his property be re-zoned to C-2 usage. It was moved by Member Guest, seconded by Member Welton, and carried, that the variance be granted, and the City Attorney was instructed to prepare a resolution embodying the Commission's findings. Oliver E. Underwood & Donald F. Morrin - Southwest corner of E Street and 4th. Mr. Underwood and Mr: Morri:n requested a variance from a R=1 usage to a C-2 usage for the purpose of building a Real Estate and Insurance Office and business rental building. The Secretary read three letters objecting to the granting of the variance from property owners within 500 feet and a petition signed by 17 property owhers within 500 feet -objecting to the granting of the variance. Mr. James J. Conndly of 416 E Street, Pars. William Slack of 214 Fourth Avenue, and Mr. John D. Wells of 421 E Street, voiced strong objections to the granting of a zone variance. After discussion, it was moved .by Member Irey, seconded by Member Guest, and carried, that the variance be denied. Tree Removal The Seventh Day Adventist Church having requested permission to remove trees for a loading zone, and the situation having been inspected by the Park Superintendent, it was moved by Member Irey, seconded by Member Guest, and carried, that six trees be removed at their own expense and four to be replaced, a deposit of $5.00 to be deposited with the City Clerk and refunded when the four trees, of a type recommended by the Park Superintendent, are replaced. Charley S. Torio requested that a fig tree be removed for driveway purposes. It was recommended by the Park Superintendent that this tree be removed. It was moved by Member Welton,- seconded by Member Irey, and carried, that the request be granted. Mr. T. J. Simpson requested that the tree in front of 344 F Street be re— moved because it is in a business zone. It was moved by Member.Guest, seconded by Member Welton, and carried, that the tree be removed. Property owners across the street from the proposed Flower Street School site appeared before the Commission to request what action had been taken con- cerning-the large trees along the street in front of the school and their pro- perty. After discussion, it was moved by Member Guest, seconded by Member Welton, and carried, that the Park Superintendent contact Mr. Lauderbauch to see if the trees should be taken out and to determine just what the proposed plans of the school were concerning these trees. That the Commission recommend to the Council that the trees be removed unless the School objected. _ notice Resolution No. 6 - Waiving/of hearing for height and area regulation variances. Resolution No. 6 was read in full and on motion by Member Irey, seconded by Member Guest, which carried, was passed, adopted, and approved. Annexation of Hilltop Village The Secretary read the transcript of a meeting held between the County Planning Commission, P. H. A. Officials, and Chula Vista City Council and Plann- ing Commission Officials, held November 17th, 1949. After discussion, it was recommended to the City Council that we do not approve the annexation of this tract unless all existing buildings are removed and the land sold to private developers; that it be zoned as R-1; and made to conform to all building and subdivision ordinances. It was further recommended that the City Council pro- hibit the use of the sewer system of the City of Chula Vista for the present housing facilities when and if such facilities are sold to private owners. It was further suggested that the Commission would approve existing buildings being sold for removal. Subdivision Maps and Records of Survey It was moved by Member Davis, that in the future, the Commission request all tentative Records of Survey, or Subdivision ]naps to provide a vicinity map showing the proposed streets and the location of the subdivision in the neighbor- hood. It was moved by Member I-relton, seconded by Member Irey, and carried, that such recommendation be approved. pd j ournment It was moved by Member Welton, seconded by Member Irey, and carried, that the meeting adjourn to January 4, 1950.
