C - THE CHULA VISTA PLANNING CO11MISSION
Held Monday - October 3, 1949
The Planning Commission met on the above date at 7:30 P. 11. in the Council
Chambers of the City Hall with Chairman Davis presiding.
Present: Members Davis, Fisher, Irey, Guest, and ex officio member Boyer.
Absent: Members Cloyed, Welton, and ex officio member Gierlich.
Brightwood Avenue - proposed improvements of
Harold C. Foster, C. E. , presented a proposed improvement plan of Brightwood
Avenue off of Parkway. After discussion, it was moved by Member Fisher, seconded
by Member Guest, and carried, that the Planning Commission approve the plans for
improvement and recommend to the City Council that the street be accepted by the
City after the property owners have put in the improvements according to the said
improvement plan.
Covanillo Unit No. 2 - Tentative Map
Mr. Clarence E. Morris presented -the Tentative Yap of Covanillo Unit No. 2
to the Commission. After discussion, it was moved by Member Irey, seconded by
Member Guest, and carried, that the Tentative Map be approved subject to a 15'
set back instead of the 10' set back on the lots shown on the map.
Zone Variances
Eugene J. Hanna_ - 234 Twin Oaks Avenue.
Mr. Hanna requested a variance from the 5' side yard set back for the purpose
of constructing a garage on his property. After discussion, it was moved by
Member Irey, seconded by Member Fisher, and carried, that the variance be granted.
Glenn 17. Cox - 706 Del Mar Avenue
Mr. Cox requested a variance from the 51 side yard set back to 3' for a dwel-
ling, and also for a variance to' allow two dwellings on his property now. in a R-1
zone. After discussion, it was moved by ilember Irey, seconded by Member Guest,
and carried, that a temporary variance for multiple use of his property be granted
and that the . side yard variance be granted. Attorney Boyer was instructed to pre-
pare a Resolution for the -next meeting.
J. W. Eminger - 486 D Street - temporary variance
Mr. Eminger applied for a variance for the purpose of operating a radio repair
shop in a residential zone. Mr. James R. Tindell of 122 Elder Avenue and Mr. A.
Threll of 132 Elder Avenue objected to a commercial use in a residential district.
After discussion, it was moved by Hember Irey, seconded by Member Fisher, and car-
ried, that the variance be granted to December 1950 provided that the existing
sign be taken down._ Chairman Davis stated that in previous requests i':Ir. Eminger
had assured the Commission that he would not ask for another variance. He felt
that as this was the third year it has been granted, 1.1r. Eminger should try to
find a new location between now and the expiration of this variance.
Easement - between First Avenue and Hilltop Avenue off of J Street
Ts. Joseph J. Erreca presented a Plat Survey showing the above easement, and

asked that it be approved by the Commission so that dwellings might be constructed

fronting on the easement. On motion -of Member Guest, seconded by Member Irey,
which carried, Resolution No: 4, approving said easement according to the plat
presented, was adopted.
Tree Removals
_The following requests were made for trees to be removed--
Lloyd T. Reuter , 797 Third Avenue
Mantie M. Hampton 257 Church Avenue
C. F. Fowler 245 Church Avenue
These requests having been approved by the Park Superintendent, it was moved
by Member Fisher, seconded by Member Guest, and carried, that the trees be removed
in accord with the applicable Ordinance.
Twin Oaks Avenue - North of Davidson Street
Mr. H. C. Graves .- 220 Twin Oaks, requested that the Planning Commission ap-
prove the plan presented for the improvement of Twin Oaks Avenue. After discus-
sion, it was moved by member Irey, seconded by Member Fisher, and carried, that.
improvement Plan. No. 48-39 L be approved as presented, and that when improvements
are installed to conform to said plan, the Planning Commission recommend that the
City Council accept the dedication of the street.
Changes in Zoning Ordinance
- Mr. Davis presented two proposed changes in the Zoning Ordinance for the
Commission's consideration.
1. A rear yard set back if on an alley or proposed alley be 101
from the alley line and if not on an alley, no set back-with the excep-
tion that anything on the line be of one hour fire wall construction.
2. A side yard set back should be 51 for a main building but for
an accessory building 31 instead of the present requirement of 51 . On
40 to 50 foot lots, allow an accessory building on the line on a side
yard with a one hour fire wall.
Mr. Davis also recommended that a C-1 and'C-2 zone rear yard set back v
be equal.
Mr. H. C. Foster recommended that consideration be given to the front
yard set back in the Country Club area. The building line map shows a 251 set
back which perhaps should be 201 . Mr. Foster also stated that along Parkway, there
was an error in the set back.
Adjournment
It was moved by Member Fisher, seconded by Member Guest, and carried, that
the meeting adjourn sine die.
