MINUTES OF A REGULAR MEETING OF THE
CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
March 1, 2018 5:15 p.m.
The regular meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:18 p.m. in Conference Room B129, located in the Public Services North Bldg. C at
276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioner Carbuccia, Fish, Gonzales, Co-Chair Starr, and Chair
Gersten
OTHERS: Director of Human Resources Courtney Chase and Deputy City Attorney
Simon Silva
CONSENT CALENDAR (Items 1-2)
The Commission will enact the Consent Calendar staff recommendations by one motion,
without discussion, unless a Commissioner, a member of the public, or staff requests that
an item be removed for discussion. Items pulled from the Consent Calendar will be
discussed immediately following the Consent Calendar.
1. APPROVAL OF MINUTES of February 1, 2018
Staff recommendation: Commission approves the minutes.
ACTION: Commissioner Carbuccia moved to approve staff’s recommendation. Commissioner
Starr seconded the motion, and it carried by the following vote:
Yes: 5 – Carbuccia, Starr, Fish, Gonzales, Gersten
No: 0
Abstain: 0
2. CONSIDERATION OF APPROVAL OF PROMULGATION OF THE ELIGIB LE
LISTS:
A. Animal Care Supervisor (RECRUITMENT #18531901)
B. Library Associate, 0.5 FTE (RECRUITMENT #17709112)
C. Peace Officer, Lateral (RECRUITMENT #16506112)
D. Police Dispatcher Trainee/Police Dispatcher (RECRUITMENT #17517909)
E. Recreation Supervisor III (RECRUITMENT #17742212)
Staff recommendation: Commission approves promulgation of the eligible list.
ACTION: Commissioner Carbuccia moved to approve staff’s recommendation. Commissioner
Gonzales seconded the motion, and it carried by the following vote:
Yes: 5 – Carbuccia, Gonzales, Fish, Starr, Gersten
No: 0

3. CONSIDERATION TO APPROVE THE ADDITION OF THE FOLLOWING
CLASSIFICATIONS TO THE CLASSIFICATION PLAN PER THE CIVIL
SERVICE RULE 1.02 A (3)
A. Accounting Technician II (Terminal) (ACE)
B. Cashier (ACE)
Staff recommendation: Commission approves the new classifications.
ACTION: Commissioner Fish moved to approve staff’s recommendation. Commissioner
Gonzales seconded the motion, and it was carried by the following vote:
Yes: 5 – Fish, Gonzales, Carbuccia, Starr, Gersten
No: 0
Abstain: 0
4. CONSIDERATION OF APPROVING AN EXTENSION OF THE ELIGIBLE LISTS:
A. Police Lieutenant (RECRUITMENT # 17503102) to June 23, 2018
Staff recommendation: Commission approves extension.
ACTION: Commissioner Gonzales moved to approve staff’s recommendation. Co-Chair Starr
seconded the motion, and it was carried by the following vote:
Yes: 5 – Gonzales, Starr, Carbuccia, Fish, Gersten
No: 0
Abstain: 0
INFORMATIONAL ITEMS
5. SUBCOMMITTEE UPDATES ON THE REVIEW/REVISION OF THE CIVIL
SERVICE RULES.
Staff recommendation: Commission provides applicable updates.
▪ City Attorney Simon Silva drafted the suggestions of Chair Gersten and
Commissioner Carbuccia.
▪ Director of Human Resources Courtney Chase informed the
Commission of the following working revisions:
- Application online
- Legal status
- Criminal background checks
- Addition of definition of sworn public safety

- Open/Promotional examinations
- Veteran preference points
- Physical Exams
- Appeal process
- Eligible duration to six months
- Promulgation of the eligible list
- Increase the number top candidates from three to five to send
to department interviews
- Clarification and review of when no eligible list exists,
certification can be made from another eligible list
- Notification of candidates
- Salary ranges
- Step increase - 5% increase for promotions
- Double step increase
- Resignation
- Layoffs
▪ Commissioner Carbuccia stated that Human Resources should continue
to do the cleanup and that the Commission will review section 1.08 and
the double step increase.

5:59 p.m. adjourned the regular meeting to the regular meeting on

California.
