The Commission met in regular session on the above date at
7.30 o'clock P.Iq.,, in the council claw-abers of the City Hall, with
Chairman Davis presiding. Members present: Davis, Fisher, tiselton,
Irey, Guest. Absent: Member Cloyed.
Minutes of the Regular meeting held March 1, 1918, having been prepared
and mailed to each member of the Commission, and to each member of the
council, upon motion by Member Irey, seconded by Member Fisher, and
carried, were approved as prepared and mailed.
tR:',;MOVfiL OF TRLS: The secretary read a petition wbich had been signed
by seven (7) property owners residing on Woodlawn Avenue, Chula Vista,
in the one hundred block on the east side of said avenuep requesting
the removal of several Eucalyptus trees from in front of their homes.
Having previously granted permission for the removal of some similar
\ trees in that neighborhood, and upon recommendation of Park, Superintendent
Chester Norman that they be removed at the ovmers' expense, upon motion
by Member Fisher,, seconded by Member Guest, and carried, permission was
/ granted to remove these trees.
ZONE Vi'MIANCES: (Published at least one week -previous to meeting).
(1) PIr.Jordan appeared representing Mr. and lrs.Frank relative to
Zone Variance published, requesting a zone variance for the purpose of
building multiple dwelling at their property location 706-5th Avenue.
After some discussion it was found that only a guest house was proposed,
for the immediate family, with no rental of same, and that should the
time come that a rental was required by the owners, that would be the
time for requesting,ra Zone Variance. At the present time the only
requirement being on the part of the owners to follow out instructions
of the Building Inspector.
(2) Upon motion by,I1Iember ti'lelton, seconded by Member Davis, and
carried, Zone Variance request by I,.ilton tib.& Minerva B.Hays, for the
purpose of reconverting garage into rental, located at 495 Center
Street, was granted.
(3) Upon notion by Member Irey, seconded by Member Fisher, and
carried, Zone Variance request by Dalbert &Elizabeth Lowe, requesting
permission to add one bedroom to existing apartment over garage at
11.3 Minot Street, Chula Vista, was granted.
(4) The Zone Variance request of Marie Hale asking permission to
build multiple dwelling on her property at 210 "II" Street, was read to
the members by the secretary. After some lengthy discussion, 1',rs.
Hale was advised to submit a plan showing the square footage for a
duplex dwelling only, and the matter would be taken up at the next, regular
meeting to be held May 3, 1948. 14r.James McGowan who'had signed the
Zone Variance previously, asked that his name be stricken from the
petition. Several adjacent property owners were present for the purpose
of receiving information that no courts or such similar construction would
be granted by the Commission. The above motion i%as made by Member Ire;r,
seconded by Member Fisher, and carried.

(5) Upon motion by Member Davis, seconded by Member Fisher,
and carried, Zone Variance request of Fred S.& O.Evelyn Peterson,
asking permission to construct a duplex on each lot owned by
them described as Lots 19 and 20, in Block "C", La Playa Vista,
being 565 and 569 Otis Street, was granted.
(6) Upon -motion by Iiember Fisher, seconded by Member Guest,
and carried, the Zone Variance request of Belding Baehr requesting
permission to construct a duplex house on his property at 570-B 11111
Street, being Lot 1-A-5, Quartersection 117, City of Chula Vista,
was granted.
T Ni TATIV?,; IAU P - LL = TERRACE: City Engineer Harold Foster, representing
Dr. Robert Griffin, presented a tentative map on proposed subdivision,
and upon motion by Aiember Trey, seconded by Iiember Welton, same iras
approved. (This was approved by Council at adjourned meeting February 24,1948).
FIN11L 1UP - El Rey Terrace. Upon motion by Member Davis, seconded by
IIenioer Fisher, and carried; the final map of proposed El Rey Terrace
subdivision, was approved, subject to improvements as shown on plan,
and subject to completion of all improvements required by Section 7 of
the Subdivision Ordinance.
TENTATIVE 1AP - Heador & Gardner Inc., Upon motion by Member trey,
seconded by Member Guest, and carried, the tentative map as presented
by 11r.kl.gert, was approved, subject to putting a banjo on street, and
recommendation to, n �i that ��gg radius be 30,and 40 feet, instead
of 40 and 50 feet; tr itlin_-\I s�zl�d5 viders are not able to continue
the street; throu'uh to "J" Street. Mr.Harold Foster, City Engineer,
suggested that the naming of the street "National. Parkway" as shown on
tentative map, be changed to that of some suitable name.
DEDICATION OF Ah EASillllyT FOR DPIAIN:iGE: Mr.Foster, City Engineer
presented a plot plan surveyed by Mr.Al.gert for I1r.Glen Glasford,
and upon motion by Iiember Guest, seconded by Member Trey, and carried,
recommendation was given that Council accept the dedication of 30 feet
of street, subject to improvements by surfacing, sidewalks, curbs and
gutters, also recommendation for their consideration that council
approve the offer of adjacent property owners of 225 feet, subject to
improvement by the city. In the event the latter course does not
meet vri.th council's approval, the Commission suggests that the original
proposal be passed as shovm on the plan.
It was further moved by Member Welton, seconded by Iiember Davis, and
carried, that, if Council does not get the entire street dedicated, they
accept deed to the East half, subject to giving the property owners
adjacent, time to put in improve-ments in connection with the development.
TENTATIVE M0 - Grihalva Place. Upon motion by Iiember Davis, seconded
by Iiember Guest, and carried, tentative map offered for their approval
by Ifr.Henry Algert; representing I'ir.Smith who also appeared before the
Commission, was approved.
NOTICE; OF PUBLIC �-EARING - Zoning of "E" Street for Business, from Third
I `
Avenue to Fourth Avenue East, and north and south of ".F" Street.
There being no opposition to the first Notice published in the Chula
Vista Star, the secretary was authorized to have published in said
paper second Notice of Public Hearing, to be heard at the next
Regular meeting of the Commission, May 3, 1948.. at 7.30 o'clock P.M.I.
RECORD OF SURVEY: Mr.Cooley appeared before the Commission, with
a Record of Survey, and upon motion by Member Davis, seconded by
Member Guest, and carried, same was approved, subject to improvements
such as sid§walks, curbs, gutters, and paving between existing paving
and curbingy and subject to Council approval.
E TENSION OF FIG AVENUE NORTH OF PARII IJAY: Upon motion by Member
Fisher, seconded by Member Irey, and carried, recommendation was given
that council accept dedication under conditions shown on plot plan,
and subject to. improvements as shorn on plan, also subject to approval
of the F.H.A
GARRETT,STRUT SOUTH .OF "I" STREET BETIWEEN THIRD JIKD FOURTH AVENMS:
Upon motion by Member Davis., seconded by Member Irey, and carried,
it was recommended that counkI accept dedidation, subject to usual
improvements, i.e. sidewalks, curbs and gutters, and pavement of 211-
Plant Mix urith seal coat.
