COMMISSION, HELD MONDAY, JUNE 7, 1948, at 7.30 P.M.
The -Commission met in regular session on the above date at 7.30 o'clock
P.M.,. in the Council Chambers of the City Hall,, with Chairman Davis presiding.
Members present: Davis, Welton, Guest, Fisher. Absent: Members Cloyed and
Irey.
Minutes of regular meeting held May 3, 1948, having been prepared and
mailed to each member of the Commission and to each member of City Council,
upon motion by Member Davis, seconded by Member Welton, were approved as
prepared and mailed. Mr.Davis having presented tothe Secretary a proposed
additional paragraph (see_ end of Planning Commissiod minutes of May 3, 1948
and attached to copies of these minutes for all members: files) regarding
the matter presented by Mr. William N.Drew, same were included,.in the minutes
of May 3, 1948.
REMOVAL OF TREES: Mrs„C*A.Pattison appeared before the Commissions and
the secretary .read,a letter written by Mrs..Pattison asking for any help
the Commission might give in reply to a letter received by the Division of
Highways denying her request for the removal of a cypress hedge. However,
Mr.Davis stated to Mrs,gPattison that it might be some help if she brought her
request to the Council.,, and they in turn corresponded with the Division of
Highways stating her particular case. Other -than that, the Commission was
powerless to do anything. Mrs.Pattison thanked the Commission for their
interest in her behalf.
The secretary read a letter from Mrs.Minnie Benger, requesting the
removal of four black acacia trees from the parking at 274 G Street, Chula
Vista. Upon motion by Member Fisher, seconded by Member Guest, and carried,
permission was granted to remove these trees at the expense of the property
owner, with the usual provisions of replacing with palms, and a'$5 deposit
placed in the city hall forreach tree removed, Reeorrffnendation was also
offered by Park Superintendent Chester Norman, that they be removed.*
The secretary read a letter to the Commission written by Mr.Charles
Christianson, requesting the removal of a pepper tree from his parking at
392 "I" Street, Chula Vista. Upon motion by member Welton, seconded by
Member-Fisher., and carried, and upon recommendation of Park Supt. -Chester.
Norman, _the.request-
-was granted, but with the usual proviso that the owner
remove same at his' o-wn e:�Tense, and replace with cocos plumosa palm.. making
a deposit of $5 with the city clerk, until same is replaced.
(ZONE VARIANCES PUBLISHED AT-LEAST ONE WEEK- PREVIOUS TO MEETING)
ZONE VARIANCES: _.Upon.motion by.Member.Welton, seponded_ by_ Member Fisher, a_nd.
carried, .zone ,variance request published one week previous to meeting, of
Miss Emilie Crockett, for the purpose of converting her two-story building
at 311 Twin Oaks Avenue, into two flats, was granted.
Upon motion by Member Davis, seconded by Member Fisher, and carried, the request
of Mr. Claude Yager to_operate the developing of-pictures at his residence
3341 Del Mar Avenue, was granted for a period of one year, at which time Mr.
Yager was advised he might ask for a renewal of same.«
Upon motion by Member Davis, seconded by Member Fisher, and carried, the Zone
Variance request of Francis Ao,Smith for the purpose of zoning for business his
property at 441.«-3rd Avenue, being the westerly 125 feet of Lot 6 in Quarter
section 138, was granted*
Mr. and Mrs.Billstrom appeared before the Commission relative to their
Zone Variance request for the purpose of zoning their property from
single family dwellings to multiple.. After some discussion the Commission
advised the Billstrom.s that no action could be taken at this time, but that
members of the Commission would investigate their location for such a
request, and would report their findings at the next Regular meeting of
July 5, 1948.
Mr. A.O,,Dieterle appeared before the Commission, regarding his Zone Variance
request, -signed by all property owners owing property in the Eitzen Tract,
and portions of Quartersection 122, for the purpose of zoning single. famaly
dwellings to multiple, After lengthy discussion the Commission promised
Mr.Dieterle they would personally investigate the situation, and bring the
matter up before the Commission meeting July 5, 1948, and report their
findings.
HATZ SUBDIVISION: Upon motion by Member Welton, seconded by Member Guest,
and carried, the above smbdivision was recommended for Council approval,
subject to all requirements of the Subdivision Ordinance, and the five (5)
recommendations of the City Engineer, Hai-old Foster, which are as follows:-.
(1) Bix (6) foot easement for utilities along Southerly line of
Lots.2_to 11 inclusive.
(2) Seal Coat of 1/8 gal.per square yard on Montebello Drive.
(3) Subdivider to grade-and oil portion between existing pavement and
proposed gutter on First Avenue.
(4) Show setback line on all lots.
(5) Sanitary sewer service to be provided for Lots 3 to 11 inclusive
to connect with proposed sewer in First Avenue,, Lots 1 and 2
are to be included in assessment district.
GARDNER & MEAADOR INC. It was moved by Member Davis,,. seconded by Member
Welton, and carried, .that.the Planning Commission recommend to the City
Council that the requirement of sidewalks be waived on National Parkway and
"J " Street, as shown on tentative map of Gardner & Meador Subdivision,
under the provisions -of Article 3--K of the Subdivision Ordinance, upon the
recommendation of the City Council at their adjourned regular meeting held
May 18, 191 $, and because of the following facts:- (1) Recent F.H.A.
rulings require lots not on a sewer to be at least 10,000 square feet in
area; (2) an unusually large number of lots in the proposed subdivision
would have sidewalks on two sides of the lot if the said requirement were
not waived; and (3) the proposed subdivision is distant from any portion
of the city presently developed by sidewalks
W.ILLIAN N.DREW PETITION: Mrc,William N.Drew again appeared before the Commission,
presenting.a petition.signed by property owners for the purpose of re--zoning
the Easterly and -Westerly sides of Third Avenue, between "E" Street and I'D"
Street, for a minimum depth of 132,5 feet, for commercial..purposes. After
some lengthy discussion the Commission advised Mr.Drew they would further
take the matter up for advisement,. The Commission thanked Mr.Drew for his
inter eid in the mapping out of his tentative proposition,
